Responsibilities

Technical assistance is provided alongside capacity-building initiatives, ensuring effective implementation and ongoing support for all stakeholders involved.

Administers programs focused on legal technical and capacity-building support initiatives in environmental law governance, aligning with the Montevideo Program and sustainability and circularity objectives. This involves assisting in the development of project proposals and conducting resource mobilization efforts to facilitate the implementation of decisions and recommendations made by intergovernmental bodies, in partnership with UNEP’s substantive Divisions.

The incumbent is responsible for drafting or supporting the drafting of agreements and contracts involving governmental bodies, non-governmental organizations (NGOs), and other stakeholders from both public and private sectors. Additionally, the role encompasses providing advisory services and demonstrating thought leadership in the field.

The position involves addressing diverse legal and governance challenges pertaining to environmental law, constitutional matters, international law, public law, and administrative law. Duties include the interpretation and implementation of Multilateral Environmental Agreements (MEA’s) at the national level, fostering synergies among MEA’s, and navigating constitutive, legislative, and operational frameworks governing United Nations activities and operations—particularly as they pertain to UNEP. Collaboration with senior Legal Officers and colleagues is essential, as is addressing emerging issues such as circularity across value chains.

Drafts or aids in drafting preliminary versions of background papers, studies, reports, legislative documents, and related analyses, as well as educational materials focused on environmental and international law.

Prepares or collaborates in crafting legal opinions and guidance on diverse international public law and environmental law matters, encompassing the United Nations Charter, resolutions from the General Assembly and the United Nations Environment Assembly (NEA), as well as the interpretation and implementation of Multilateral Environmental Agreements (MEA’s). This involves addressing key issues such as privileges and immunities, institutional matters, treaty law and practice, procedural challenges encountered in engagements with United Nations bodies, and the constitutional and administrative framework of the Organization, particularly as it pertains to UNEP.

Organizes and, when necessary, aids in coordinating environmental law seminars and symposia, delivering presentations on a range of pertinent legal topics during these gatherings.

Provides support or collaboration to senior team members in organizing and executing intergovernmental meetings, negotiations, conferences, committees, expert groups, and other forums—including the NEA—by preparing background documents, summarizing key issues and delegation perspectives, and drafting meeting reports.

Provides counsel on administrative legal matters, offering expert guidance and solutions. Conducts thorough research and delivers detailed analysis to support legal decision-making processes.

Conducts comprehensive legal research and analysis, preparing in-depth studies, comparative analyses, briefs, reports, and correspondence within the realm of environmental law and governance, with a focus on circularity throughout value chains.

Performs a thorough examination of legal documents, instruments, or other materials, analyzing their content to identify key issues, patterns, and any potential discrepancies or inconsistencies.

Collects and evaluates data to discern trends or patterns, subsequently delivering insights via graphs, charts, tables, and reports through advanced data visualization techniques. This facilitates strategic planning, informed decision-making, effective presentation, and accurate reporting.

Offers mentorship and direction to less experienced team members.

Executes additional responsibilities as designated by management, ensuring all tasks align with organizational objectives and priorities.

Seeking a candidate with a Bachelor’s degree or higher in education or a related field, or equivalent professional experience. Knowledge of curriculum development, instructional strategies, and educational technology is essential. Responsibilities include designing lesson plans, assessing student performance, and fostering an inclusive learning environment. Strong communication and organizational skills are required to collaborate with colleagues, administrators, and parents. Familiarity with state and national education standards is also necessary.

An advanced university degree, such as a Master’s or equivalent, in international environmental law or a closely related discipline with coursework in environmental law is mandatory.

A first-level university degree, when supplemented by relevant professional experience, can be considered equivalent to an advanced degree.

Proficiency in both degree and nondegree programs within data analytics, business analytics, or data science is highly advantageous.

Seeking a candidate with substantial hands-on experience in the field, demonstrated through previous professional roles. The ideal applicant will bring a minimum of five years of relevant industry knowledge, supported by a proven track record in [specific tasks or responsibilities]. Professional experience in legal matters involving procedural or institutional aspects of intergovernmental organizations is a prerequisite for this role.

Proficiency in sustainability and circularity principles within value chains is considered advantageous.

A minimum of two years of professional experience in the United Nations common system, an international organization, or an intergovernmental organization is preferred. Additionally, candidates with two or more years of experience in data analytics or a related field will be strongly considered.
