The Opportunity
We are looking for a motivated sales professional with 1 to 2 years of experience to fill the role of Technical Proposal Writer. The successful applicant will possess advanced technology skills and a proven track record of crafting compelling, meticulously detailed proposals tailored to organizations in the Oil & Gas sector, United Nations agencies, NGOs, and international development groups.
You will oversee the complete proposal development lifecycle, spanning from RFP evaluation to final submission, while fostering and exemplifying our C.A.R.E. Culture.

Oversee the execution of primary duties to ensure organizational objectives are achieved efficiently and effectively. Collaborate with cross-functional teams to streamline processes, resolve challenges, and drive continuous improvement initiatives. Ensure compliance with industry regulations, internal policies, and best practices to mitigate risks and uphold organizational integrity.
Facilitate the complete proposal development lifecycle—encompassing research, drafting, editing, and submission—tailored for Oil & Gas initiatives, UN entities such as WFP, UNICEF, and UNDP, as well as international donors including USAID, the EU, and FCDO.
Evaluate Requests for Proposals (RFPs), Requests for Quotations (RFQs), Invitations to Bid (Its), and other call-for-proposal documents to confirm they align with Shine Maritime’s logistics and supply chain capabilities.
Ensure adherence to the guidelines established by oil and gas donors, as well as humanitarian standards such as the Core Humanitarian Standard (CHS) and the SPHERE Project. Additionally, align operations with the United Nations Sustainable Development Goals.
Collaborate with partners, consultants, and sub-grantees to prepare and manage consortium bids.
Maintain a comprehensive proposal Customer Relationship Management (CRM) database, which includes records of past submissions, standardized content templates, and donor intelligence insights.
Assist in enhancing the skills and capabilities of internal teams regarding optimal proposal writing techniques.
What You Bring
A Bachelor’s or Master’s degree in Business, Marketing, International Development, Social Sciences, Public Administration, Logistics, or a closely related field is required.
We seek a results-oriented sales-focused writer with 1–2 years of experience crafting winning bids for RFPs and tenders in the Oil & Gas sector, UN agencies, and NGOs. Your expertise lies in distilling intricate logistics into compelling, persuasive proposals, and you demonstrate a strong aptitude for—or a keen willingness to master—AI-powered tools. You excel in fast-paced environments, consistently meeting tight deadlines while fostering seamless collaboration across cross-functional teams. Proficient in AI-driven platforms, MS Office Suite, Google Workspace, and specialized proposal software, you combine technical agility with strategic thinking to drive proposal success.

Compensation and Benefits: The role offers a starting salary ranging from Ash 20,000 to Ash 30,000 per month, supplemented by commissions and performance-based bonuses. Additional perks include professional training, comprehensive medical coverage, and paid vacation leave. Notably, commissions can contribute an extra Ash 5,000 to Ash 15,000 monthly, contingent upon successful bid outcomes.
