POSITION OVERVIEW
The Team Leader will function as the principal technical authority and overall manager of the MEAL delivery team, assuming full responsibility for the quality, timeliness, and methodological rigor of all MEAL outputs throughout the assignment—from initial design through the final Edline evaluation. This role will involve close collaboration with the designated MEAL focal person within the client’s team to harmonize work planning, methodological approaches, and reporting standards, while also serving as the MEAL team’s representative in high-level engagements with donors and program stakeholders.
Oversee and execute a comprehensive range of critical duties, ensuring alignment with organizational objectives and operational standards. This includes managing key projects, coordinating cross-functional teams, and maintaining high levels of efficiency in all processes. Additionally, the role demands a commitment to continuous improvement, adherence to compliance requirements, and the delivery of measurable results. The successful candidate will be responsible for fostering collaboration, optimizing workflows, and ensuring that all initiatives meet established benchmarks for quality and performance.
Oversee the development and completion of all evaluation and assessment methodologies, ensuring the practical application of the program Results Framework indicators for Baseline, Midline, and Edline assessments.
The role involves managing and ensuring the quality of the entire third-party monitoring process, encompassing the creation and approval of verification tools, key informant interview guides, focus group discussion protocols, and data quality assurance procedures.
Conduct primary data collection, evaluate secondary data, and apply triangulation techniques for all major assessment deliverables, maintaining methodological integrity and contextual relevance.
Spearhead the design and implementation of social network analysis (SNA) within the Midline and Edline assessment frameworks.
Develop comprehensive Baseline, Midline, and Edline evaluation reports, incorporating case studies for each major assessment at both geographic and thematic levels, and present these findings effectively to stakeholders.
Ensure thorough quality assurance and final approval of all quarterly third-party monitoring reports, verifying that findings are analytically rigorous, evidence-driven, and free from substantial inaccuracies.
Assist in organizing and jointly leading semi-annual Outcome Harvesting sessions with program implementation partners, involving the creation of agendas, designing digital facilitation resources, and compiling results into concise learning briefs.
Facilitate the co-delivery of annual in-person learning events alongside implementing partners and the donor, taking the lead in conducting group sessions focused on thematic or geographic learning gaps as assigned.
Offer comprehensive technical oversight to specialized teams, including Research Officers, Field Coordinators, and GIS Analysts, throughout all stages of data collection and analysis.
Collaborate closely with the Communications Officer to transform insights gathered from MEAL activities into clear, context-sensitive communication materials.
Develop and execute structured presentations to convey findings to the program management team, donor representatives, and advisory board members as needed.
Oversee the development and upkeep of a comprehensive inception report that delineates the team’s methodology for all MEAL components, established timelines, communication frameworks, DESI integration strategies, and the risk register.
Seeking candidates with a minimum of three years of relevant professional experience, preferably in a similar role within the industry. A bachelor’s degree in a related field is required, along with proficiency in industry-standard software and tools. Strong analytical, problem-solving, and communication skills are essential, along with the ability to work independently and collaboratively in a fast-paced environment. Experience with project management methodologies is a plus, as is a track record of delivering measurable results. The ideal candidate will demonstrate adaptability, attention to detail, and a commitment to continuous learning and professional development.
With at least a decade of hands-on leadership in designing and executing MEAL initiatives tailored to the Somali context, candidates should bring substantial progressive experience to the role.
A master’s degree or equivalent advanced qualification in social sciences, development studies, political science, international relations, economics, or a related field.
Proven proficiency encompasses evaluation methodologies, spanning quantitative and qualitative techniques, mixed-methods frameworks, and participatory strategies.
Proficiency in executing or managing social network analysis within intricate social or political environments is required. A background in Social Network Analysis (SNA) specifically within the Somali governance context is highly beneficial.
Delivers conflict-sensitive and DESI-responsive MEAL initiatives with a track record of success, demonstrated through the adaptation of tools and approaches to fragile and politically sensitive operational contexts.
Proven track record in leading and supervising field teams of analysts and research officers, particularly in environments with restricted access.
Highly proficient in drafting comprehensive evaluation reports, concise learning briefs, and detailed monitoring outputs for bilateral donors, multilateral organizations, or international non-governmental entities, with demonstrated evidence of such contributions preferred.
Experienced in delivering evaluation results to high-level donor and government stakeholders.
Skilled in applying Outcome Harvesting or comparable emergent/contribution-focused evaluation approaches within governance-focused initiatives.
Proficiency in European Union (EU) development cooperation priorities and evaluation standards, particularly within Denmark, Norway, or Sweden, represents a significant advantage.
