The Opportunity
We are currently looking for an entry-level sales professional with a minimum of one to two years of experience to fill the role of Technical Proposal Writer. The successful applicant will have a proven track record in crafting meticulously detailed, high-impact proposals tailored to the Oil & Gas industry, as well as for UN agencies, NGOs, and international development organizations.
You will oversee the entire lifecycle of proposal development, spanning RFP analysis through final submission, while fully embracing and embodying our C.A.R.E. Culture.

Proficiency with industry-specific tools and a thorough understanding of regulatory requirements will be essential for success in this position.
We facilitate the complete lifecycle of proposal development—from initial research and drafting through to editing and final submission—covering opportunities across the Oil & Gas sector, major UN agencies such as WFP, UNICEF, and UNDP, as well as prominent international donors, including USAID, the EU, and FCDO.
Evaluate Requests for Proposals (RFPs), Requests for Quotations (RFQs), Invitations to Bid (Its), and other proposal solicitations to confirm compatibility with Shine Maritime’s logistics and supply chain infrastructure.
Maintain adherence to oil and gas and donor regulations, as well as humanitarian frameworks such as the Core Humanitarian Standard (CHS), the Sphere Standards, and the UN Sustainable Development Goals.
Collaborate with partners, consultants, and sub-grantees to align and manage consortium bid submissions effectively.
Maintain a centralized CRM database containing historical proposals, standardized content templates, and donor insights.
Foster the development of internal teams’ capabilities in crafting proposals by delivering training on industry best practices.
What You Bring
A Bachelor’s or Master’s degree in Business, Marketing, International Development, Social Sciences, Public Administration, Logistics, or a closely related discipline is required.
We are seeking a results-oriented sales-focused writer with 1–2 years of experience crafting winning proposals in response to competitive bids (RFPs/tenders) for the Oil & Gas sector, UN agencies, and NGOs. Your expertise lies in transforming intricate logistical details into concise, compelling proposals, and familiarity with AI tools—or a strong willingness to develop these skills—is essential. You excel in high-pressure deadline environments and enjoy collaborating seamlessly with cross-functional teams. Proficient in AI tools, Microsoft Office Suite, Google Workspace, and specialized proposal software.

Starting compensation ranges from Ash 20,000 to Ash 30,000 per month, supplemented by performance-based commissions and bonuses. Additional benefits include comprehensive medical coverage, paid leave, and professional development opportunities through training initiatives. Commissions generally contribute an extra Ash 5,000 to Ash 15,000, depending on the successful acquisition of bids.
