As part of Business Development and Strategic Partnerships, this role is responsible for cultivating and managing high-impact alliances, negotiating mutually beneficial agreements, and identifying growth opportunities through collaborative ventures. The position involves conducting market research to assess partnership viability, developing tailored strategies to align with organizational objectives, and fostering relationships with key stakeholders to drive revenue expansion and innovation. Additionally, the role requires analyzing performance metrics to evaluate partnership success, presenting insights to senior leadership, and ensuring seamless integration of partnerships into existing business frameworks. Strong interpersonal and negotiation skills, along with a results-driven mindset, are essential for effectively engaging partners and maximizing long-term value.

Collaborate closely with PhD’s executive leadership team—including the CEO, Chief Strategy Officer, and Chief Economist—to establish a cohesive, forward-looking strategy for the organization’s government advisory initiatives.

Oversee the complete lifecycle of new government advisory programs, beginning with opportunity identification and relationship cultivation, advancing through proposal submission, staffing, and culminating in program launch.

Foster connections and oversee partnerships with:

Government partners collaborate to stimulate demand for government advisory initiatives such as the Digital Agriculture Roadmaps (DAR) and Project Management Units (Plus).

Multilateral development finance institutions, including the World Bank, African Development Bank, Asian Development Bank, and International Fund for Agricultural Development, should integrate digital agriculture into their expansive funding frameworks to enhance large-scale agricultural transformation initiatives.

Skilled partners within the PhD ecosystem will evaluate opportunities to guide governments and funders in scaling public digital agriculture initiatives.

PhD actively engages with external stakeholders by representing the organization at key events, while also creating compelling written materials and presentations. These efforts are designed to strengthen the evidence base and advocate for PhD’s government advisory model, reinforcing its value and impact.

Design and implement the internal frameworks, operational procedures, and scalable systems necessary to position government advisory as a repeatable, high-impact service offering at PhD—encompassing structured onboarding protocols for new Plus, cross-regional knowledge sharing mechanisms, and rigorous quality benchmarks for advisory deliverables.

Collaborate with PhD’s senior leadership—including the CEO, Chief Strategy Officer, and Chief Economist—and staff assigned to monitoring and evaluation initiatives to design and implement a robust monitoring, evaluation, and learning (MEL) framework. This framework will assess the organization’s influence through its government advisory programs, evaluating both direct improvements in agricultural service delivery to farmers and indirect contributions via policy support and coordination efforts.

The successful candidate will possess the following qualifications:

A bachelor’s degree in economics, agricultural economics, public policy, business administration (MBA), computer science, data science, or a closely related discipline is required.

Professionals should possess substantial experience in dynamic, entrepreneurial settings, including a minimum of two years dedicated to overseeing projects, programs, or business units.

Demonstrated success in cultivating and maintaining high-level relationships with senior government officials, representatives of multilateral organizations, and other key stakeholders across low- and middle-income countries.

We seek candidates with robust quantitative analytical abilities, capable of leveraging data to derive strategic insights.

Demonstrates a robust grasp of monitoring, evaluation, and learning (MEL) principles within international development, with a proven track record in developing key performance indicator (KPI) and MEL frameworks.

Proficient in crafting clear and persuasive written content, delivering impactful presentations, and articulating ideas verbally in English, with expertise in transforming data and research findings into engaging stories tailored for government officials and donor stakeholders.
