    ROLE PURPOSE:
    The Information & Communication Coordinator’s role will be to complement the Country Office Communication & Documentation Coordinator and provide support. The deployee will develop and implement communication strategies supporting Save the Children Somalia Humanitarian Drought Response, have the ability to deliver vital information and communication products that enable excellent media and fundraising activities for Members and across Save the Children international. Support the planning and commissioning of humanitarian content gathering for SCI and Members.
    In addition, the post holder will develop tools and mechanisms for SCI and Members’ internal communications and fundraising needs. Also prepare communications outputs such as key messages, Working closely with child safeguarding and child protection colleagues, ensure that all children involved in our communications, advocacy, and media work are protected from potential mental and physical harm, and potential repercussions from their involvement in our communications, advocacy, and media work.
    SCOPE OF ROLE:

    Dimensions:
    Save the Children works in all regions of Somalia/Somaliland with a current staff complement of approximately 450 staff and current expenditure of approximately $ 75 million each year.

    KEY AREAS OF ACCOUNTABILITY:
    Programme Support 
    Lead information and communication flows between Somalia country office and a variety of internal and external stakeholders
    Produce accurate, clear and consistent information and communication outputs relating to emergency situation and Save the Children’s Somalia drought response including key messages, Q&A’s and factsheets.
    Ensure that results from case study collection are fed back into response team & planning
    Communications, Fundraising
    Collaborate with advocacy and policy colleagues to ensure core messaging is consistent with advocacy and policy strategies within Somalia’s drought response and opportunities are explored to promote these strategies
    Review and produce quality and compelling case studies to be accompanied by high standard photos
    Coordinate with SCI and Members to facilitate photograph and film commissions, and produce/deliver creative assets in support of Country Office. Liaise closely with photography/film team and the emergency communications teams to ensure coordination of photography/film commissions are managed appropriately on the ground and that assets are shared quickly and also stored within a programme.
    Ensure that multimedia commissions are fundraising-appropriate for key member markets and speaks to Save the Children’s brand.
    Media
    Facilitate media activities such as requests for quotes or interviews (ensuring spokespeople are adequately briefed) or journalists visits to programmes. Identify opportunities within our response activities or the external environment for media activities.
    Collaborate with advocacy colleague to ensure core messaging is consistent with advocacy strategies within a response and opportunities are explored to promote these strategies.

    QUALIFICATIONS AND EXPERIENCE
    Essential
    Education to BSc/BA/BEng level in a relevant subject or equivalent field experience
    At least 5 years of proven experience in the same or similar role
    Experience of leading communication activities (including information management) in a challenging environment
    Evidence of excellent verbal and written communication skills for a wide range of different audiences including donors, journalists and the general public.
    Experience delivering communications assets across multiple channels, including print, social, and digital
    Experience of effective spokespersoning across a range of media

    Resilience Programme Manager

    Duties & Responsibilities
    1) Programme Development
    Lead the strategic design of Trócaire Kenya’s Resilience Programme
    Undertake regular analysis of the country context (food and livelihoods security, disaster risk, natural resource management, government policy etc.).
    Commission and manage research on issues relating to programme development, e.g. natural resource management, agroecology, resilience and land rights in ASALs.
    Use research evidence to design innovative programme strategies, in collaboration with partner organisation staff and other relevant stakeholders.
    Collaborate closely with partner organisations to develop programme strategies and project proposals on resilient livelihoods development, climate change adaptation, natural resource management, disaster risk reduction and humanitarian response.
    Identify, broker and cultivate programming partnerships with new organisations including local NGOs, research institutions and private sector actors.
    Ensure that principles of gender equity, protection and Do No Harm are integrated into all project and programme designs.
    2) Programme Management
    Manage the implementation of Trócaire Kenya’s Resilience Programme, using principles of Results Based Management
    Ensure that all Resilience Programme activities are implemented by partner organisations according to agreed budgets and timeframes, including humanitarian responses.
    Maintain oversight for the technical quality of programme implementation, working closely with partner organisations and programme staff to ensure that activities deliver results to the highest standards.
    Ensure an appropriate and effective distribution of work load within the Resilience Programme team.
    Plan, manage and participate in regular field trips to monitor programme implementation, with the support of the programme team, partners and communities.
    Ensure that all projects are managed in compliance with terms and conditions of donor contracts, including work planning, forecasting and reporting, and that all administrative procedures are maintained to a high standard.
    Ensure that all humanitarian activities are implemented in compliance with HAP, Sphere standards, IHL, Red Cross Code of Conduct and basic humanitarian principles.

    3) Programme Finance Management
    Act as budget holder for the Resilience Programme.
    Ensure that budgeting, financial monitoring and financial reporting are managed in line with the requirements of Trócaire and donors, including quarterly forecasting.
    Lead on the development of Resilience Programme budgets.
    Ensure that grants to partners are disbursed in a timely manner.
    Ensure efficient and cost-effective use of Trócaire and donor funds and resources, regularly monitoring partner expenditures to ensure compliance with project workplans and grant agreements, including Value For Money principles.
    Regularly monitor for financial management abuses, including fraud.
    Ensure that all financial plans and reports are developed and submitted to high quality standards and on time (e.g. annual planned spend, budget by objective, multi-annual requests, requests for changes, Institutional Funding template, donor reports, quarterly forecasts etc.).
    Support the Finance team to make regular visits to partners for purposes of expenditure verification and validation.
    With support from the Finance team, ensure that all existing partners have completed the Partner Governance and Finance Capacity Assessment and that they are compliant with Trócaire’s 18 Minimum Requirements.
    Collaborate with the Finance Team to ensure that partner organisations develop and implement financial capacity building plans, as required.
    Inform the Country Management Team (CMT) of financial management risks or abuses in good time.
    4) Partnership Management
    Ensure that all partner relationships are managed effectively, in line with Trócaire’s Partnership Policy.
    Promote and demonstrate the highest standards of mutuality, subsidiarity, accountability and transparency in all partnership relations.
    Plan, manage participate in regular field visits to monitor the quality of programme implementation and compliance with agreed standards by partner organisations.
    Consult regularly with target communities to validate monitoring reports.
    Support partner organisations to establish and implement community accountability systems.
    Support partner organisations to identify capacity gaps and to develop and implement capacity building plans, using Trócaire’s Partner Capacity Building Framework (PCAS).
    Draft and monitor compliance with partnership Memoranda of Understanding and Grant Agreements.
    Promote and strengthen partnership relations with government, particularly target Counties.
    5) Monitoring, Evaluation and Learning (MEL)
    Lead the design and implementation of a high quality MEL framework for the Resilience Programme, collaborating closely with the MEL team.
    Design and ensure the effective use of appropriate, effective monitoring and documentation tools and practices, including use of digital data collection and management.
    Ensure that partner organisations have the capacity to deliver regular, good quality programme reports (financial, narrative, results frameworks etc.) ensuring that all reports respond to programme indicators and are in line with organisational policy and institutional funding requirements.
    Ensure that partner organisations have the capacity to implement appropriate field monitoring and documentation practices.
    Facilitate regular meetings with partner organisations to monitor programme implementation and to facilitate reflection and learning.
    Design and manage systems to capture learning on a regular basis and to communicate lessons, both internally and externally.
    Ensure that monitoring reports and lessons learned are used to adapt programme strategies to improve programme quality and achievement of results.
    Manage the Annual Programme Review process, ensuring that the annual report provides clear evidence of progress and challenges, meeting internal and external reporting requirements.
    Design and manage mid-term and end-of-programme evaluations in line with the organisational policy and institutional funding requirements.
    Ensure that all consultancies commissioned to implement MEL activities are managed effectively and accountably
    6) Institutional Funding
    Drive programme growth by identifying institutional funding opportunities for the Resilience Programme, collaborating closely with the DoP and the Regional Business Development Manager (RBDM).
    Lead and manage the development of all funding applications for the programme (concept notes, expressions of interest, proposals)
    Ensure that partner organisations participate fully in the design of projects and the drafting of project proposals, including budgets
    Ensure that all institutional funded projects are managed in line with donor requirements and that reports are prepared and submitted in a timely manner, in compliance with donor needs e.g. Irish Aid, DfID, Caritas Australia, Trócaire and EC.
    Ensure that the staff of partner organizations understand donor grant management and reporting requirements and have the capacity to meet them
    7) Human Resources Management
    Line manage the Resilience Programme team (3-4 staff) using performance management techniques.
    Ensure that team members understand their roles and have clearly defined objectives.
    Lead and motivate team members ensuring they make an effective contribution to the delivery of the programme.
    Ensure that staff are supported to develop their skills and capacities in line with their aspirations and the needs of the programme.
    Lead recruitment of new staff and consultants in the Resilience Programme, drafting job descriptions and Terms of Reference and adhering to HR policy.
    Support partner organisations to recruit relevant programme staff, as required.
    8) Networking
    Network and coordinate with government and other stakeholders to promote appropriate humanitarian and development programming within the framework of Trócaire Kenya’s programme strategy.
    Establish and maintain relationships with donor agencies, Church partners and other groups working on resilience, food and livelihoods security, disaster risk reduction, climate change, natural resource management and humanitarian programming.
    Participate in relevant coordination groups, ensuring resilience team members participate where appropriate
    Improve Trócaire’s public profile in relevant sectors.
    Accompany visitors (Trócaire or external) to programme sites and carry out promotional or media work as required.
    REQUIREMENTS
    At least a Masters level education in development studies or a relevant subject.
    At least 7 years’ experience working in the development sector, with at least five years in a programme management role.
    Technical expertise and experience of managing or working on programmes related to sustainable livelihoods development, resilience building, disaster risk reduction and/or humanitarian response, preferably in arid and semi-arid areas.
    Highly capable programme manager with demonstrated ability and experience in managing teams, and in managing successful delivery of programme strategy.
    High levels of understanding and experience of the project/programme management cycle. Knowledge and experience of Results Based Management an advantage.
    Demonstrated experience and ability to manage and build the capacity of local partner organisations. Experience of managing programme implementation through local partner organisations highly desirable.
    Highly experienced in managing institutional donor contracts with significant budgets. Experience with managing DFID and EC grants an advantage.

    Overall Objective
    The Regional Safety Coordinator (RSC) will advise and assist the Regional Director (RD), the Regional Senior Management Team (SMT) and Country Directors to develop and implement DRC’s Safety Risk Management (SRM) system for both DRC and DDG programmes in the East Africa and Yemen region.
    Reporting Arrangements
    The RSC reports to the DRC Regional Director, with a technical line to the Global Safety Advisor at HQ. While the RSC does not directly line manage safety staff, the RSC provides technical oversight and support to safety staff within the region.
    Specific Objectives
    The RSC, in consultation with the safety team, local safety staff and CDs, is expected to pursue the following objectives in his/her daily work:
    Oversee the Safety Risk Management (SRM) process within the EAY region
    Develop and maintain regional safety management policies, protocols and procedures, and support the contextualization of country and area level plans and procedures.
    Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures
    Analyze, manage and report relevant information at country and regional levels
    Quality assurance monitoring and reporting
    Support and deliver safety-related training
    Mentor and provide technical supervision to international and national safety staff
    Develop the capacity of, and coordinate, the Regional Crisis Management Team and Country Incident Management Teams
    Provide surge support to country programmes
    Facilitate travel planning for VIPs and other higher profile visits to areas in the region
    Responsibilities and Tasks
    To achieve the position objectives, the RSC will perform the following tasks and undertake the following responsibilities:
    Oversee the development and implementation of the SRM process. Specific tasks include:
    Assist and monitor the development of SRAs; supervise and endorse the assessment of Safety Levels
    Advise the SMT, CDs and Area Managers on available safety management strategies, including the transfer, avoidance, acceptance and/or control of risks.
    Assist in the development of country and area-specific safety plans, including Local Safety Rules (LSR); Standard Operating Procedures (SOPs); Contingency Plans (CPs); mitigation action plans; and Minimum Operating Safety Standards (MOSS).
    Support the implementation of safety improvement plans and other related functions; and assist in the implementation of staff capacity training plans, including the delivery and prioritization of training modules
    Develop and maintain Regional Safety Operating Procedures (RSOPs) and support the contextualization of the RSOPs at country and area level, as necessary.
    Provide technical support to Country Directors and Country Safety Coordinators/safety staff
    Provide technical supervision and support to all senior safety staff
    Develop the skills and knowledge of safety staff through constructive feedback, training events and supporting personal development goals.
    Assist Country Offices with the selection, recruitment and professional development of safety staff.
    Provision of dependable advice in relation to programme access and continuity, including:
    Provision of regular analysis, statistics and reporting on key developments within the region
    Tailored analysis and assessments, including SRAs, on specific areas, themes, issues or scenarios
    Maintain a register of negotiations and developments related to access and humanitarian space
    Establish and maintain a list of contacts throughout the region
    Provide safety advice as part of programme development and during programme implementation, including programme assessments
    Identify potential scenarios, indicators of change and key decision points
    Represent the country programmes within inter-agency fora as related to safety issues, including:
    Focal point for safety co-ordination between relevant actors within the area of operations
    Attend NSP, UN and other relevant external fora
    Establish a network of contacts and represent DRC/DDG at security meetings
    Capacity building of all staff, including:
    Provide operational safety briefings and orientation to new staff and visitors
    Brief new international and non-local staff on specific cultural norms and behaviours
    Train national and international safety in the delivery of establish safety training modules
    Organize and coordinate the delivery of Personal Awareness and Safety Training (PAST) , Incident Management Training, Hostage Survival Training, as a minimum on a regular basis
    Incident and crisis management and response, including:
    Support the establishment and maintenance of the CMT and Country IMTs
    Coordinate the CMT in the event of a critical incident or crisis
    Ensure effective country level Critical Incident Management Plans are in place
    Brief CMT members on their responsibilities and ensure alternate members are available and briefed
    Assist in the management of safety incidents and provide timely and accurate incident reports
    Quality assurance of safety-related policies, protocols, procedures and regulations, including:
    MOSS audits of all programme areas
    Systematic reviews of SRM Systems at the country and area levels
    Assess the level of implementation of mitigation measures within the safety improvement plans
    Act as the focal point for technical advice on procurement and installation of safety-related equipment, facilities and other resources, including:
    Assist logisticians and administrators with the procurement, delivery and control of safety equipment
    Act as the focal point for radios and satellite phones

    As the Director – Humanitarian Systems Strengthening, you will line manage the programmatic strategists, providing leadership and strategic support to the programmes team. You will lead humanitarian programme design, development and implementation and take responsibility for ensuring the programme meets minimum standards for programming. Take responsibility for system strengthening approach to reduce the chronic vulnerability of marginalised women and men and enable them to progress towards self-sufficiency with support from the Kenyan Government. You will build strategic relationships with a variety of donors including mobilising private sector resources. In support of high quality programme implementation, you will lead to ensure piloting of innovative and gender sensitive projects in WASH and Social protection with the aim of handing over to the Government for implementation at scale and, ensure effective coordination and collaboration between campaigns, programmes and operations teams in country and the broader Confederation and develop and support partnerships with national, regional and global civil society towards meeting the goals outlined in the Oxfam Country Strategy for Kenya.
    You will have:
    An Undergraduate/Post graduate in a development related field and/or at least 5 years experience in a similar senior management role. Comprehensive knowledge and experience in development programs, humanitarian response and advocacy and campaigning. Politically astute, with a good understanding of key external organisations, how they operate and make decisions, and the country development context. Commitment to and knowledge of creating a partner-led operational environment, supporting partner organisations to achieve direct impact and results relating to Oxfam’s objectives. Influencing experience in working with donors, fundraising and donor compliance and proven ability to develop organisational networks and associations.

    Trócaire’s work in Kenya develops sustainable livelihoods, supports victims of gender based violence and those living with HIV/AIDS, promotes democracy and peaceful co-existence, and helps communities prepare for and respond to natural disasters.
    In response to severe drought in 2017, Trocaire is now scaling up with a new emergency response that builds on its existing livelihoods programme. Trocaire is seeking a programme support officer that will support this response and work with the livelihoods team to ensure a needs-based, appropriate response is delivered.

    Scope of the Role:
    The primary function of this role is to support the delivery of Trócaire’s Humanitarian interventions in Kenya in response to drought
    The role will support and advise local partners in the delivery of humanitarian response in line with key international standards
    In addition, the role will provide administrative support to the allocation and documentation related to humanitarian funds within Trocaire

    Key Duties & Responsibilities
    Programme Support for Kenya Humanitarian response (70%)
    Supporting the smooth implementation of Trócaire’s Emergency Response in Kenya
    Supporting the management of the Kenya humanitarian budget, ensuring spend is on track with timeline objectives
    Preparing and submitting programme documentation, including situation reports, programme updates and reports, presentations and communication pieces.
    Maintaining relationships with key staff in partner organisations in the Kenya humanitarian programme
    Reviewing partner proposals and budgets
    Supporting partners to meet their reporting schedules (financial and narrative), reviewing narrative reports to ensure that all reports respond to the relevant programme indicators and are in line with requirements
    Mentor and guide partners in meeting key international humanitarian standards in their response
    Conducting preliminary review of partner’s financial project reports ahead of review from finance team
    Maintaining relationships with other key stakeholders (Caritas International agencies in particular).
    Monitoring of events in the Kenya (conflict/ disasters/ political discord) to ensure Trócaire is prepared and has all information relevant to the effective implementation of this emergency response.
    Attend and represent Trocaire at cluster meetings or other networks as directed by the programme manager
    Preparing partner grant agreements, ensuring correct bank details are received and signed copies are filed.
    Keeping track of grant agreements, organising extensions or addendums if necessary.
    Ensuring approved funds to the partner are transferred in a timely manner in line with the organization’s policies and procedures
    Maintaining the programme and project documents through the Trócaire’s online system
    Administrative Support (20%)
    Preparing partner grant agreements, ensuring correct bank details are received and signed copies are filed.
    Keeping track of grant agreements, organising extensions or addendums if necessary.
    Ensuring approved funds to the partner are transferred in a timely manner in line with the organization’s policies and procedures
    Maintaining the programme and project documents through the Trócaire’s online system
    Communications (10% )
    Gather and prepare material for internal and external humanitarian communications work, including case studies

    Reporting to the Director Corporate Services, the Assistant Manager Procurement will be responsible for the Management of the supply chain function at the Authority, coordinating all procurement and disposal activities thereof and coordinating the internal monitoring and evaluation of the supply chain function.
    Responsibilities for the Assistant Manager Procurement Job
    Lead and manage the procurement function while ensuring governance and compliance with the public procurement regulations.
    Develop, facilitate, implement, monitor & review of procurement plans.
    Develop and streamline the procurement function in line with and in compliance to the Public Procurement Act 2005, its revisions, regulations and Government policy.
    Develop, review, facilitate and implement management initiatives for cost reduction plans.
    Perform secretarial role to the relevant Committees.
