Omentum, a premier provider of advanced engineering, technical, and professional services to the US government, allied nations, and critical infrastructure sectors, is currently recruiting a ICAP Mapping Technician to contribute to a specialized US Navy initiative situated on Diego Garcia.

The role encompasses a comprehensive range of duties including the management and execution of key projects, ensuring alignment with organizational objectives and timelines. Responsibilities involve collaborating with cross-functional teams to streamline processes, identify opportunities for improvement, and drive operational efficiency. Additional tasks include conducting thorough research, analyzing data to support decision-making, and preparing detailed reports for senior leadership. The position also requires maintaining strong stakeholder relationships, coordinating with external partners when necessary, and ensuring compliance with industry regulations and company policies.

Revise and preserve utility maps, schematics, and single-line diagrams to accurately represent current conditions or modifications based on As-Built drawings within a 10-day window following notification or detection.

Ensure all revised maps incorporate revision dates, thereby adhering to government mandates and established documentation protocols.

Ensure utility maps are consistently maintained in the format mandated by governmental standards while guaranteeing the uninterrupted delivery of all required outputs.

Employ NAV FAC ArcGIS software to generate, refine, and maintain utility system maps in GIS format, guaranteeing compliance with the Data Collection Guide (DCG) while serving as the authoritative source for utility mapping.

Convert GIS datasets into AutoCAD drawings using the export utility system, maintaining correct formatting and ensuring usability.

Utilize the most recent NAV FAC NDM version to maintain and oversee feature development.

Ensure GIS data quality adheres to NAV FAC and NSF Directorate of Utilities Department standards while efficiently coordinating all necessary requirements.

Updated utility system maps, schematic drawings, and one-line diagrams are prepared and delivered promptly upon request to fulfill immediate operational requirements.

Submit all utility system maps, schematics, drawings, and related documentation to the Technical Library, ensuring adherence to the requirements outlined in Section F.

Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to verify that mapping requirements meet established standards and align with project specifications.

Conduct regular quality assurance and control evaluations on GIS data and utility maps to verify precision, dependability, and adherence to governmental regulatory standards.

Minimum qualifications include a bachelor’s degree in a relevant field, such as engineering, computer science, or mathematics. Candidates must possess at least three years of professional experience in software development, with proficiency in multiple programming languages, including but not limited to Python, Java, or C++. Strong problem-solving skills and the ability to work collaboratively in a team environment are essential. Familiarity with agile methodologies and version control systems, such as Git, is required. Excellent communication skills, both written and verbal, are necessary to effectively convey technical concepts to non-technical stakeholders.

Seeking candidates with 1 to 3 years of hands-on experience in GIS mapping, utility mapping, or comparable technical drafting roles.

A high school diploma or its equivalent is required.

Demonstrates strong expertise in NAV FAC ArcGIS software, AutoCAD, and complementary GIS mapping tools.

Skilled in revising maps, schematics, and diagrams to accurately represent As-Built modifications and current site conditions.

Experienced in GIS data management principles and standardized practices, with a focus on compliance with Data Collection Guide (DCG) requirements.

Proficiency in interpreting and utilizing utility system maps and schematics is required, along with hands-on experience in this domain.

A meticulous professional with robust analytical and organizational capabilities, ensuring precision in GIS mapping and documentation.

Requires strong competence in utilizing Microsoft Office Suite and other data management software systems effectively.

Proficient in both verbal and written English, ensuring clear and effective communication.

Possesses a valid passport and maintains the ability to undertake international travel.

A passport must remain valid for at least one year from the date of employment.

Must meet and sustain all contractually mandated medical criteria throughout the entire deployment period.

Preferred qualifications include a Bachelor’s degree in Computer Science, Engineering, or a related field, along with three or more years of hands-on experience in software development. Candidates with expertise in programming languages like Python, Java, or C++ will be highly regarded. Familiarity with cloud platforms such as AWS or Azure and proficiency in DevOps practices are advantageous. Additionally, experience with agile methodologies and strong problem-solving skills are preferred. Knowledge of data structures, algorithms, and system design principles is essential, while prior involvement in full-stack development projects is a plus.

A background in an austere OCO NUS setting, particularly one involving a multinational workforce, is highly desirable.

A valid driver’s license and passport from the respective country are required.

A valid visa, as stipulated by the U.S. Department of State Foreign Clearance Guide, must be acquired for travel to the destination country.

Intermediate to advanced proficiency with NAV FAC GIS, AutoCAD, and NDM software versions, including the ability to export maps.

Professional experience in aligning GIS and mapping specifications with a Utilities Department or exposure to military/governmental settings is required.

Proficiency in NAV FAC utility mapping standards and diagram submission requirements is essential.

Exceptional analytical abilities and the capacity to operate autonomously within fast-paced, high-pressure settings are essential.
