Senior Technical Advisor

Job Summary
This position will lead the implementation of care and treatment and development of centers of excellence for advanced care and treatment within the National Teaching and Referral Hospitals (NTRH). He/ She will guide the technical strategy, ensure fidelity/quality and effectiveness of program implementation, including, but not limited to development of conceptual framework; leadership, coordination and management of technical assistance approaches and provision; evaluation of project effectiveness and performance and quality improvement processes
Roles and Responsibilities:

Design and lead program initiatives to increase utilization and delivery of high quality, high impact comprehensive HIV and TB services across the continuum of care, including effective and efficient HIV and TB case identification strategies to treatment cascades.
Strengthen the role of NTRH as a clinical reference for management of advanced HIV and complex cases alongside capacity building of health care workers through training, mentorship and advanced rotations.
Strengthen the collaboration and integration of specialists to provide advanced HIV management expertise alongside implementation of efficient bi-directional referral systems.
Structure integration of AHD and NCDs including mental health services by capacity building healthcare workers to screen, scale-up and manage clients in integrated SDPs for: advanced HIV disease, Tuberculosis, hypertension; diabetes; mental illness, and cancer.
Support for Pumwani Hospital to serve as a COE for Maternal Child Health and Pediatrics HIV Care and Treatment and realize virtual elimination of MTCT of HIV
Work with Mathari NTRH to develop it as a center of excellence (CoE) in provision of psychosocial support and management of mental health complications for PLHIV including comprehensive care of PWIDs
Work with the Laboratory team to optimize laboratory diagnostic capacity and VL/EID/TB networks to implement and sustain accessible and quality-assured services in laboratory and point of care testing (POCT) including implementation of IPC
Work with the supply chain team to ensure commodity security and support for enhanced medical therapy management.
Provide leadership for continuous quality improvement (CQI) initiatives for efficient operations management and technical assistance to increase utilization of and continuity in program strategies.
Strengthen program data management systems to ensure timely and efficient data collection and reporting, primarily ensuring sustained enhanced EMR systems, including point of care systems and mobile health (mHealth) applications in place alongside enhanced, data demand and information use through structured technical review meetings and implementation of evidence-based public health approaches to service delivery.
Ensure program fidelity through continuous monitoring of program achievements aligned to program resources outlay.
Supervises Technical Leads and supports coaching staff in all aspects related to HIV prevention, care and treatment and provide technical assistance within relevant Technical Working Groups (TWG), particularly C&T task teams, workshops, and campaigns.
Provide support for sustainable capacity and enhanced organizational management systems to ensure supported facilities assume increasing responsibility in delivery through prioritized transition of human resources, capacity building and supervision and increasing its health financing responsibility and management processes.

Qualifications
Education

Bachelor of Medicine and Surgery
Master’s degree or higher in Internal Medicine, Pediatrics or Public Health, or health related discipline

Experience, Knowledge, and Skills

Minimum of 10 years’ experience designing, implementing, and providing technical assistance for complex HIV prevention, care, and treatment programs in public health sector with at least 5 years at senior level
Proven experience in the successful implementation of health system strengthening projects.
Experience in health program design, work planning, reporting, monitoring, and evaluation
Solid understanding of relevant Kenya national HIV technical policies and guidelines
Experience and familiarity with donor-funded programs including the US government PEPFAR programs.
Demonstrated strong presentation, written and verbal communication skills and strong team/capacity building experience.
