The NOURISH coordination team seeks a Senior MEAL Advisor to oversee the design and implementation of investment and country-level MEAL frameworks, which includes crafting the Performance Measurement Framework (PMF), coordinating MEAL planning activities, and establishing a comprehensive learning agenda and strategy for the investment.

The position will collaborate with Technical Assistance Partners (Taps) to enhance government monitoring and data systems at the country level, establishing a foundation for results-driven decision-making and long-term sustainability. This foundation will, in turn, support accountability for broader investment outcomes.

The Senior MEAL Advisor will collaborate extensively with the Information Management & Reporting Officer, the Senior Consortium and Project Director, and the Technical Assistance Partners (Taps) to enhance the utilization of routine information systems and ensure rigorous assessment of investment-level Key Performance Indicators (KPIs). This includes evaluating the quality and reliability of indicators, tools, and measurement methodologies integrated into national systems. The KPIs will serve as benchmarks to assist partners in leveraging and strengthening routine government data and monitoring frameworks. This objective will be pursued by providing continuous support to Taps, who are directly engaged with country governments. A key focus will be reinforcing government-owned monitoring and data systems to ensure sustainability and facilitate better decision-making at both national and subnational levels.

The Senior MEAL Advisor will lead and offer strategic direction, specialized expertise, and coordinated support to bolster maternal nutrition data systems in Technical Assistance Partner countries through this initiative. The position is centered on advancing standardization, elevating data quality, fostering interoperability, and facilitating the practical application of data to strengthen accountability for maternal nutrition interventions, including MMS and IFA.

Lead the design and enhancement of the investment-level Monitoring, Evaluation, Accountability, and Learning (MEAL) framework and strategy, ensuring full alignment with the grant’s theory of change, the C2I and Key Performance Indicator (KPI) framework, and all donor stipulations. This encompasses supervising country-level MEAL plans and Performance Measurement Frameworks (PMF), embedding KPIs into existing government systems where feasible, and offering expert guidance in results-based management practices.

Craft an Investment-Level Learning Strategy and lead the creation of comprehensive Learning Agendas for the Taps.

Drive the creation and implementation of the investment-level learning strategy by pinpointing critical learning questions and guaranteeing the consistent production, synthesis, and utilization of high-quality evidence to inform decision-making. This includes harmonizing country-specific learning agendas with the broader strategic framework and fostering cross-country dialogue to encourage peer learning, innovation, and the dissemination of effective practices.

We are responsible for establishing standardized indicators, creating essential tools, and developing robust measurement methods to ensure consistency and accuracy in our evaluations. This role involves defining clear metrics, designing effective tools, and implementing reliable methodologies to support data-driven decision-making across the organization.

Lead nationwide workshops to harmonize Performance Management Frameworks, evaluate data landscapes, and design monitoring strategies. Offer expert support to TAP son standardized reporting protocols, indicator clarifications, and data integrity assessments. Implement structured reporting governance by defining annual procedures, work plans, and SharePoint-based documentation repositories.

Enhancing data integrity, optimizing utilization, and increasing transparency are key priorities for this role.

You will offer expert technical support to governments and Taps regarding Data Quality Improvement (DCI) processes, encompassing periodic data review protocols, quality assessment tools, and supportive supervision and verification methods. Additionally, you will create a grant-level dashboard and analytics system to monitor progress against KPIs, while assisting country partners in leveraging visualizations and dashboards to enhance decision-making and adapt strategies.

The role focuses on enhancing systems, ensuring their long-term viability, and fostering alignment across processes. Responsibilities include strengthening organizational frameworks to improve efficiency and resilience, advancing sustainable practices to support ongoing operations, and promoting harmonization to unify efforts and streamline collaboration. Advise Technical Assistance Providers (Taps) on optimizing the connections between data logistics and health information systems, as well as the flow of information at community and facility levels. Deliver technical support and practical tools to integrate MMS, IFA, and calcium indicators into DHIS2, HIS, LUIS, Echos, and existing facility registers and reporting mechanisms. Facilitate regular learning and review sessions with Taps to evaluate progress, address quality gaps, exchange cross-country best practices, and propose improvements to the system.

Risk, Compliance & Safeguarding (Data & Content) professionals are tasked with ensuring adherence to regulatory standards, mitigating potential risks, and protecting sensitive information through robust data governance frameworks. They monitor content for compliance with legal and organizational policies, implement safeguarding measures to prevent data breaches, and conduct regular audits to assess operational risks. Additionally, they collaborate with cross-functional teams to establish and enforce policies that uphold data integrity, confidentiality, and security while addressing emerging threats in an evolving regulatory landscape.

Ensure strict adherence to data protection and content classification policies by implementing secure handling protocols and robust access controls for sensitive information. Oversee permission management and promote ethical data usage, aligning all activities with organizational, governmental, and donor-established guidelines. Maintain rigorous safeguarding standards, uphold the principles of Protection from Sexual Exploitation and Abuse (SEA), and adhere to the Do No Harm framework in every aspect of documentation and information dissemination.

Oversees the work of assigned personnel to ensure optimal performance and adherence to established protocols. Provides guidance, support, and constructive feedback to foster professional growth and maintain team productivity. The Senior MEAL Advisor will oversee and directly supervise the Information Management & Reporting Officer (IMO), ensuring effective line management and operational guidance.
