Omentum, a premier provider of sophisticated engineering, technical, and professional services to the US government, allied nations, and vital infrastructure sectors worldwide, is currently seeking a ICAP Mapping Technician to contribute to an exclusive US Navy initiative situated on Diego Garcia.

Responsibilities for this role include overseeing daily operations, ensuring adherence to company policies, and managing a team of professionals to achieve organizational objectives. Key duties involve developing and implementing strategic plans, analyzing performance metrics, and identifying opportunities for process improvement. The position requires collaboration with cross-functional departments to drive efficiency and innovation, as well as maintaining accurate records and reporting to senior leadership. Additionally, the role entails overseeing budget management, resource allocation, and compliance with industry regulations. Strong leadership, analytical skills, and the ability to multitask in a fast-paced environment are essential.

Revise and preserve utility maps, schematics, and one-line diagrams to accurately mirror current conditions or modifications derived from As-Built drawings, ensuring updates are completed within 10 calendar days following notification or identification.

Ensure that all revised maps incorporate accurate revision dates while adhering to government-mandated requirements and established documentation standards.

Maintain utility maps in the consistent format mandated by government standards while ensuring the seamless delivery of all required outputs.

Leverage NAV FAC ArcGIS software to create, refine, and maintain utility system maps in GIS format, ensuring compliance with the Data Collection Guide (DCG) and establishing the maps as the authoritative source for utility mapping.

Export utility system AutoCAD drawings from GIS datasets while ensuring proper formatting and usability.

Utilize the most current NAV FAC NDM version to maintain and oversee project features effectively.

Ensure GIS data quality meets the stringent standards set by the NAV FAC and NSF DG Utilities Department, while efficiently coordinating all necessary requirements.

Updated utility system maps, schematic drawings, and one-line diagrams must be delivered promptly upon request to ensure seamless operational continuity.

Submit utility system maps, schematics, drawings, and all pertinent documentation to the Technical Library, adhering to Section F requirements.

Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to establish and verify mapping requirements, ensuring they align precisely with established project guidelines and deliverables.

Conduct regular quality assurance and control reviews of GIS data and utility maps to verify accuracy, dependability, and adherence to established government standards.

Prospective candidates must possess a minimum of five years of relevant professional experience in their field of expertise. A bachelor’s degree in a related discipline is required, although a master’s degree or higher is strongly preferred. Demonstrated proficiency with industry-standard software and tools is essential. Additionally, applicants should exhibit strong analytical, problem-solving, and communication skills to effectively collaborate with cross-functional teams. Familiarity with regulatory compliance and best practices in the specified industry is also expected.

A minimum of one to three years of hands-on experience in GIS mapping, utility mapping, or comparable technical drafting roles is essential.

A high school diploma or its equivalent is required.

Demonstrates expertise in NAV FAC ArcGIS software, AutoCAD, and associated GIS mapping tools.

Proven experience in revising maps, schematics, and diagrams to accurately represent as-built modifications and current site conditions.

Possesses comprehensive knowledge of GIS data management principles and protocols, with a firm commitment to meeting all Data Collection Guide (DCG) standards and requirements.

Proficient in interpreting and utilizing utility system maps and schematics, supported by hands-on experience in the field.

Detail-oriented professional possessing robust analytical and organizational capabilities, essential for maintaining precision in GIS mapping and documentation.

Demonstrated expertise in utilizing Microsoft Office Suite alongside other data management software solutions is required.

Proficiency in both verbal and written English communication is essential, along with strong interpersonal abilities.

Must possess a current, valid passport and demonstrate the ability to travel internationally.

A valid passport with a minimum validity period extending one year or beyond at the time of employment is required.

Successfully meet and uphold all contractual medical prerequisites throughout the entirety of the deployment period.

Preferred Qualifications include a bachelor’s degree in a related field, such as computer science, engineering, or mathematics, along with at least three years of professional experience in software development or a closely related discipline. Candidates should possess strong problem-solving abilities, proficiency in programming languages like Python, Java, or C++, and experience with software design principles and best practices. Familiarity with cloud platforms, version control systems, and Agile methodologies is highly desirable. Excellent communication skills and the ability to collaborate effectively within cross-functional teams are also essential.

Professional experience in an overseas, non-contiguous U.S. (OCO NUS) setting, particularly involving collaboration with a multinational team, is strongly preferred.

A valid driver’s license and passport from the country of residence are required.

Obtaining and maintaining a valid country visa, as mandated by the U.S. Department of State Foreign Clearance Guide, is a required condition.

Intermediate to advanced competency is required in NAV FAC GIS, AutoCAD, and NDM software applications, with proficiency in exporting maps included.

Extensive background in aligning GIS and mapping specifications with a Utilities Department or equivalent military/government context is necessary.

Proficiency in NAV FAC standards governing utility mapping and diagram submission is required.

Possesses exceptional analytical abilities and thrives in autonomous roles while maintaining composure under demanding circumstances.
