Chief of Section, Programme Management

Responsibilities

Plan, oversee and manage the work programme of the Urban Basic Services Section; ensure that the programmed activities are carried out in a timely fashion; coordinate and manage diverse projects in the Section, in collaboration/ consultation/ liaison with other organizational units within UN-Habitat, as well as other organizations of the United Nations System, donors and partners, as appropriate.
Ensure that the normative outputs produced by the Urban Basic Services Section are of high quality and developed in consultation with other Branches, Divisions, Regional/ Country/ Multi-Country Offices, as appropriate. Establish and lead Community of Practice on Urban Basic Services.
Carry out administrative tasks necessary for the functioning of the Urban Basic Services Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. .

Education

Advanced university degree (master’s degree or equivalent) in civil engineering, urban planning, transport planning, infrastructure planning/management, water and wastewater management, public policy, or other relevant academic discipline related to infrastructure planning, development and management is required.
A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of ten (10) years of progressively responsible experience in basic services delivery, public policy formulation and implementation, utilities management and related field is required.
Experience in guiding the preparation of normative products, including tools, guidelines and knowledge products on urban basic services and infrastructure issues is required.
Experience in managing large and dynamic teams within multi-cultural institutional environments, including at a senior level is required.
Experience in financial resource mobilization is desirable. Experience in analytical and inference skills is desirable.
