    Objective of the position
    The Project Accountant works with the Nairobi based Country Team, and receives hierarchical supervision from the Finance and Administration Officer (FAO). He/she will be expected to work in close collaboration with the Project Manager accountable for the full roll out and oversight of the UNICEF & TdH-NL project addressing Sexual and Gender Based Violence (SGBV) in Turkana West Sub county, Turkana County, as part of our programme focusing on child sexual exploitation in Kenya. S/he will be responsible for ensuring timely and effective support, logistical and financial facilitation/administration to enable smooth implementation of the project. This is an anticipated position to be filled subject to funds availability for the project.
    Main Duties and Responsibilities

    To coordinate with the Finance and Administration Officer on all finance related issues of the assigned project;
    To be responsible for all financial (cash and cheque) transactions and recordings and safekeeping of related documents;
    To be responsible for timely monthly financial reports and budget requests of assigned project and to keep the books as per the guidelines of the regional office and requirements of national government;
    To assist in office audits/monitoring visits undertaken by the Nairobi office;
    To be responsible for safeguarding the organisation’s assets in close coordination with the project manager and the country office;
    Responsible for managing cash flow and transfers to the assigned projects;
    Responsible for verification of bank details for assigned projects before forwarding them to Finance and Administration Officer;
    Responsible for overseeing and monitoring project expenditure and reporting any irregularities to the Finance and Administration Officer;
    To ensure field advances are settled in a timely manner in line with the financial guidelines;
    To perform field monitoring visits to the assigned projects;
    To support project staff to ensure that the project reports are delivered on time and are of good quality, according to TdH-NL and donor standards.
    Identify together with Finance and Administration Officer areas for further improvement on financial management and define frameworks, procedures and indicators oriented towards improved organisational and financial management;
    Responsible for organising day to day field logistics for the field team and Kenya Country office team field visit;
    Responsible for procurements of the Kakuma field office ensuring they are in line with TdH financial guidelines;
    To carry out any other duties that can reasonably be asked of this position.

    Education, experience and skills required

    Relevant University degree up to at least Bachelor’s level.
    Relevant accounting professional qualification up to completion level.
    Practical experience in financial administration – planning/budgeting, execution, controlling, documentation and reporting (grant management cycle).
    Minimum of four (4) years relevant working experience in a similar non-profit organisation.
    Previous experience of working with INGOs highly desirable.
    Advanced knowledge of MS Excel/Google sheets is essential.
    Social skills required for communication with external relations and colleagues, the acquisition of clarifications of data, reports and the solving of problems.

    Main Duties and Responsibilities:

    Represent TdH-NL in protection (SGBV, CP) cluster meetings and contribute to interagency initiatives

    Terre des Hommes Netherlands is looking for a Programme Development Manager, full time, to be based in the Regional Office in Nairobi, Kenya with frequent travel in East Africa. This is a regional position, open to applicants who can prove the right to live and work in Kenya. Initial contract period will be for one year.
    General characteristics:
    The Programme Development Manager (PDM) is responsible for coordinating, guiding and initiating the development of projects and programs within a defined programmatic or geographic area (Kenya, Uganda, Tanzania and Ethiopia; or any other new country of operation). The Program Development Manager (co-) develops and proposes projects and programs as part of the strategic vision of an organisation-relevant theme/country/region. The position holder is responsible for both initiating projects and/or advising on the selection of projects which potentially qualify for approval within a program/country/regional strategy. The Program Development Manager supports other responsible line managers in achieving their project development targets and takes into account the necessary resource mobilization. The Program Development Manager carries (joint) responsibility for the securing of quality and funding for the projects and programs that are approved and conversely focussing development on funding opportunities. This includes taking significant roles in actual proposal write ups and/or coordinating such processes internally and with external parties. The Program Development Manager is also responsible for monitoring fundraising/granting and supporting the reporting process to donors.
    Objective of the function:
    The Program Development Manager is supportive (and where necessary) directly responsible for the coordination, development, funding and quality of new projects and programs within defined strategic organizational boundaries (focusing on Child Exploitation with particular interest in Commercial Sexual Exploitation of Children, Child Trafficking and Unsafe Migration, Worst Forms of Child Labour and Child Abuse (specific focus on SRHR) and within a pre-defined geographic scope (in East African Countries of Kenya, Uganda, Tanzania and Ethiopia).
    Position in the organisation:
    The Program Development Manager reports to the Head of Africa a.i. within which the function is positioned and has no direct reports of its own. The PDM is a key member of the Regional Senior Management Team (RSMT) and guides / advises on programme development strategy in general.
    Main Duties and Responsibilities:

    Project Officer – CSEC Coast

    Position in the Organisation
    The Project Officer – CSEC Coast works under the Kenya Country Office. The position is based in Kilifi County and receives hierarchical leadership from the Programme Officer (PO) to whom he/she reports who is based in the TdH-NL Kenya Country Office in Nairobi. The PO acts as the point person for the coordination, communication, monitoring, reporting and liaison with partners Trace Kenya and Kesho Kenya in the implementation of TdH-NL’s Commercial Sexual Exploitation of Children (CSEC) Project; and other development and humanitarian actors as well as authorities in consultation with the Line Manager.
    Main Duties and Responsibilities

    Support implementation of the CSEC Project in the Coast

    Liaise with the implementing partners to ensure timely, efficient and effective implementation of the CSEC project.
    Undertake field monitoring visits in collaboration with the implementing partners to the project sites.
    Ensure efficient use of project resources and fulfillment of programme and finance commitments as per the partner contract.
    Monitor the context in Kwale, Kilifi, Kwale and Mombasa vis a vis the development and humanitarian situation as well as child protection concerns and provide feedback and advice to the PO and others as appropriate for decision making.

    Programme results for the partner and programme portfolio

    Support and monitor the project partner through regular communication and programme visits and ensure that programme and finance commitments as per partner contract are being fulfilled. Liaise with the TdH-NL Finance and Administration Officer regarding budgets and expenditure.
    Ensure that all scheduled partner and project reports such as progress and financial reports are delivered timely and that they are of good quality, according to Terre des Hommes Netherlands’ standards, analyse the received information and compile the necessary reports.
    Support the Regional Marketing and Communication Officer at the TdH-NL Regional Office with information and materials for marketing and communication, e.g. news items (case stories, articles) and photos.
    Inform relevant persons/organisations/institutions on support given to project partners, project activities and expected results. Maintain the database and regularly update project documentation/ files for reference by all concerned.

    Capacity building of partners

    Apply Terre des Hommes Netherlands’ tools in organisational assessment, M&E and capacity building.
    Together with the project partners identify areas for further improvement on management and/ or programme quality and define frameworks, procedures and indicators oriented towards improved organisational and project management by the partners.

    Objective of the internship
    To act as the focal point for all communication on behalf of the Kenya Country Office, with audiences that are both external (for organisational profiling) and internal (information needs of colleagues); informed by the need to constantly communicate results, increase visibility, profiling and positioning in the country with the government, other organisations and most importantly with donors and key funding agencies.

    The communications intern reports to the Country Manager Kenya, while at the same time receives mainly technical guidance from the Senior Communications Officer East Africa, with whom (s)he will be working closely together.

    Main Duties and Responsibilities:

    Support in implementing the communications plan for Kenya

    Create and manage dedicated accounts/pages on social media (Facebook, Twitter) for the Kenya Country Office, in line with TdH-NL’s house style
    Draft and implement the website and social media content planning for the Kenya Country Office
    Collect and produce content for the website and social media (mainly case stories and news items), both in images and in words
    Draft / produce communication and profiling materials for the Kenya Country Office, such as one pager fact sheets
    Manage the procurement of branded items, if and where applicable, and other initiatives to increase TdH-NL’s visibility in-country
    Provide hands-on support in the campaigns and events that are coming up within the Kenya country programme

    Background
    The Girls Advocacy Alliance (GAA) programme is a lobby and advocacy programme jointly implemented by 3 Netherlands based organisations, namely Plan Netherlands, Terre des Hommes Netherlands (TdH-NL) and Defence for Children-ECPAT with funding from and in partnership with the Ministry of Foreign Affairs of the Dutch Government (Dialogue and Dissent – Strategic Partnerships framework). The programme aims at ending gender based violence and improving economic empowerment of girls and young women in Eastern Africa focusing on three countries; Kenya, Uganda and Ethiopia; the programme also has a regional focus, aimed at engaging with the regional bodies such as the AU and EAC.
    In Kenya, the GAA programme is implemented in Kwale County by Terre des Hommes Netherlands (TdH-NL) in partnership with the Coalition on Violence Against Women (COVAW).
    In order to support GAA activities, the programme intends to apply Youth-Led Advocacy via Edutainment; using stories and media for social action and behaviour change in a multimedia approach. The community-based, interactive media programming will be linked directly to community activities and advocacy efforts.
    At the heart of the Youth-Led Advocacy are three critical components for social and behaviour change:

    Media: including film, radio, print and Social Media, SMS platform
    Advocacy: tackling policies to enable individual and social change
    Social mobilisation: engaging with communities to support actions for change

    The campaign
    The different campaign elements and approaches will be anchored on two of GAA´s strategies:

    Awareness Raising: media campaigns and communication; and
    Use of ICT and Social Media.

    The edutainment will target community leaders (local, religious, cultural and traditional), community members, policy makers, duty bearers and decision makers in government, private sector and in the CSOs within Kwale County.
    Meaningful social change requires active involvement and participation of the targeted communities (youth, women, men) to build personal and community skills while creating agency. For inclusion, active and meaningful involvement of youth/girls advocates engaged in the project (i.e. at least and minimally through collecting their input and feedback in the design & development of all materials/products) is a key requirement in order to provide them with a platform where their voices can be heard and acted upon by decision makers. This will ensure that girls are engaged in policy dialogues as active stakeholders and not just beneficiaries which is key for the mobilisation of a critical mass.
    A multimedia approach will be used which will be specifically designed for the local audience in Kwale county. This will include a film, radio talk shows, social media and on-the-ground community dialogues and advocacy efforts by the GAA Kwale project. This combination will build onto the popularity of various forms of edutainment, and act as a catalyst for community and interpersonal dialogue, debates and actions.

    Context :
    The Head of Programs ensures the supervision of operational aspects of the delegation’s programmes on a day-to-day basis. S/He guarantees the effective, efficient implementation of all activities from a comprehensive project cycle management perspective (identification of needs, proposal making, planning, implementation, monitoring, reporting and communication). S/He supports the Country Representative in representation activities linked to programs.
    He/she will conduct his or her duties in respect of the Charter of the Tdh Child Safeguarding Policy and Code of Conduct. Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation..
    Responsibilities :

    Project delivery

    Ensures that project teams are on time, on budget and on target and steers the appropriate processes to this end, as per the organization’s standards and procedures.
    Identifies problems and issues on the ground and proposes solutions that he/she implements and follows through.
    Ultimate budget holder for projects; as such he/she is responsible for monitoring project budgets reporting on any issues to the SMT and introducing corrective action where necessary.
    Accountable for project targets as set in the proposals, and, with the inputs from project managers, for producing narrative donor reports.
    Steers organisational readiness to respond to emergencies in line with Tdh approaches and systems

    Context :
    Tdh has been active in Kenya since 2011 in Dadaab refugee camp (child protection) , the arid county of Garissa (nutrition) and the ultra-poor slums of Nairobi (integrated child protection). The delegation is run by the humanitarian department owing to the nature of activities. In June 2018, the organization initiated a reflection to reorient activities to also address development needs around child protection services as the gap in support is significant. Humanitarian needs are very present due to the situation at Kenya’s borders, the country’s difficulty in tackling natural disasters and the risk of terrorism. There have been encouraging funding opportunities and if they materialize this will lead to multi-year projects on access to justice and early childhood development. There are many other untapped opportunities in the tech and social enterprise sector.
    The delegation is facing a number of challenges that include staff turn around, complex local politics and interference, uncertain and changing humanitarian agenda, challenge in finding technical and operational skills that match our ambitions. Following a review of our logistics department and our security management, it was decided that expert management was required in order to bring the delegation to better standards.
    We are seeking an efficient individual capable with his/her experience and skills, to ensure that the delegation logistics and security systems allow the smooth delivery of projects and that the delegation maintains high professional standards on these fields.
    Responsibilities :
    Procurement Management:

    Ensure the respect of Tdh and donor purchase procedures;
    Identify and plan the delegation’s procurement in collaboration with log/admin staff and Project Managers.
    Ensure respect of the quality of the purchase and the delivery deadlines;
    Follow up the order/purchase until delivery;
    Ensure regular purchases follow up in close collaboration with the Administration Department for down payments and monthly budget follow up;
    Ensure preparation of weekly procurement follow up updates according to the format available at the delegation;

    Stocks Management:

    Ensure the respect of Tdh’s and donor stock management procedure;
    Manage regular inventory (monthly, quarterly, yearly) for the different items stored in the delegation;
    Plan the stock supplying according to local constraints ;
    In charge of the warehouse management and control system;
    Ensure security and the follow up of the equipment used on the delegation (identification, inventory, affectation);
    Ensure the security and the follow up of the communication and IT equipment (and supplies) on the delegation (identification, inventory, affectation);

    Fleet Management:

    Ensure the respect of Tdh and donor vehicle management procedure;
    Supervise the general follow up of the delegation vehicle (consummation checks, movement planning, vehicle rental contracts, etc.);
    Ensure a regular maintenance on the different vehicle of the delegation, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians;
    Handle transport contract negotiation with suppliers and follow up;
    Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.) national, regional and international in a rapidly shifting context;

    Security Management:

    In charge of the general security on the delegation;
    Update and Ensure the respect of the security guideline adopted on the delegation, the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the delegation (national & international staff) in close links with country rep;
    Manage security guidelines updates, geopolitical follow up, incident reports and analysis;
    Ensure that every single incident is reported as fast as possible to the Head of Delegation;
    Keep informed of security trends;

    General Coordination:

    Setup coordination routine system (meetings, reports, situation points, etc.) to ensure a smooth diffusion of relevant information (logistics) at delegation level;
    Manage logistics support in collaboration with logisticians and advice and interact specifically with the Project team on regular basis;
    Frequent movements have to be expected between the different bases if security and administrative constraint allows;
    Ensure a pro-active link between the field (needs) and logistics team (needs & support) and play a continuous mediating role;

    Team Management:

    Ensure strict application and respect of the Internal Regulation by your related staff;
    Support and advise your team in the implementation of their action plans;

    Terre des Hommes Netherlands (TdH-NL) is looking for a lawyer on pro bono basis, who will work closely with the TdH-NL and SAPCONE teams to provide legal aid services/ counsel for beneficiaries in the Ending Commercial Sexual Exploitation project in Turkana County, Kenya.

    Expected duration: June 2019- November 2020
    Location: TdH-NL Office in Lodwar town, Turkana County
    Time: During Office working hours (8-5pm) on need basis

    Objective of Assignment
    The objective of the consultancy within the project is to:

    Provide legal counsel and representation of at least 5 CSEC-related cases in Turkana County
    Provide legal advice (including self representation sessions) for survivors/ vulnerable beneficiaries and their families, including the project partner
    When called upon, provide support to the development of an access to justice concept note for TdH-NL’s Kenya Programme.

    Scope of Work & Responsibilities
    In consultation with the TdH-NL Kenya Country Programme the pro-bono lawyer shall:

    Provide professional legal services to the requisite standards that include legal advice, counsel and representation to the project and its beneficiaries.
    Provide legal advice and court representation for 5 survivors of CSEC.
    Conduct or oversee legal intakes and the provision of information to clients.
    One on one legal counseling and preparation of clients for court and interpretation of court documents (including self representation). This involves liaising with court to have efficient and expeditious prosecution of children cases that come through our organisation.
    Perform case work including gathering facts and evidence, searching records and documents, conducting research, and/or contacting potential clients and witnesses to gather information.
    Maintain accurate and complete records and notes in a case management file concerning cases and beneficiaries supported.
    Prepare and submit regular reports on the specific cases under the judicial system and their status.
    Participate in case management meetings to give advice on various cases.
    Support in the delivery of activities that are geared towards seeking justice against perpetrators and call upon the responsibility of authorities to strengthen legal frameworks to end CSEC such as the provision of legal information in forums, meetings and trainings.
    (as need arises) Work closely with the SAPCONE psychosocial counselor to offer legal advice to survivors of CSEC on need basis.
    Support research and learning on the cases including developing a publication for advocacy.
    Support the Kenya Country Office in developing a concept note for access to justice for projects in Kenya.

    Expected Deliverables
    The lawyer will report to and liaise with the Lodwar-based Project Officer and SAPCONE Program Coordinator for support on a regular basis. The selected consultant should deliver the following:

    5 cases related to CSEC identified and filed in court.
    Legal representation and advice provided to 5 survivors of CSEC and their families.
    Case filing system developed and maintained with up to date case reports.
    Quarterly progress reports on the legal cases submitted to TdH-NL.
    1 publication developed for advocacy.
    1 handover report at the end of the contract period.

    Proposed Timeline
    It is expected that the work will start shortly after the signing of the contract in June 2019. The initial assignment is planned for one and a half years which is renewable based on the delivery of legal services and on the progress of the legal proceedings. The assignment is expected to be finished completely (final report submitted) not later than 30th November 2020.
    Reporting
    The lawyer will work under the direct and overall supervision of the Project Officer based in Lodwar. TdH-NL will be responsible for the provision of all the resources and support necessary for carrying out the assignment.
    Requirements and Qualification

    Undergraduate Degree in Law
    Masters Degree in Law will be an added advantage
    Have five (5) years experience as legal officer including experience in child rights
    Must be able to work effectively and independently with minimum supervision
    Possession of a valid Certificate of Good Conduct
    Excellent interpersonal and communication skills

    Terms and Conditions

    Proprietary rights
    Outputs delivered under this contract will remain the property of TdH- NL as per TdH-NL’s General Conditions of Contract for Consultants and Individual Contractors.
    Ethics and child safeguarding
    The lawyer and associates must sign and demonstrate commitment and strictly adhere to TdH-NL’s Child Safeguarding Policy. It is also the responsibility of the lawyer to ensure that all persons hired by her/him sign the policy and agree to abide by it during the execution of this work.
