    Job Overview/Summary: 
    The Health Unit MEAL Coordinator will lead the Health Unit’s coordination of the annual statistics process, update of the core indicators, analysis of Infection Prevention and Control (IPC) and quality improvement data, support for the uptake of the Program Indicator Dashboards, and support for health evaluations, assessments and routine monitoring for strategic projects at country program level. The specific responsibilities include:

    Global Support

    Lead the coordination of the Annual Statistics process, including liaising between the Measurement Unit, Technical Advisors and country programs to review submitted health data, ensuring completeness and identifying gaps, and leading the analysis of the data.
    Lead the coordination of the global efforts to monitor and evaluate Infection Prevention and Control (IPC) within health facilities and Quality Improvement (QI), including liaising between the Measurement Unit, Technical Advisors and country programs to review submitted IPC data, ensuring completeness and identifying gaps, and leading the analysis of the data.

    Key Working Relationships

    Job Qualifications

    Education: 

    University degree in related field plus Master’s degree in Public Health, Statistics, or related field is required.
    At least five years of experience working in public health within low resource contexts.

    Skills: 

    Ability to work optimally and respectfully on diverse teams and across diverse contexts. Good technical acuity, takes initiative and produces results, ability to accept feedback and integrate it, strong communication and presentation skills and a dedication to contribute to a positive work environment.
    Strong data analytical skills and understanding of health monitoring and evaluation in low resource contexts is required; Committed to upholding diversity, equality and inclusion principles. Good level interpersonal skills with a high level of English oral and written skills.
    Ability to proficiently communicate and write in French is highly desirable, but not required. Experience working with digital technology for health platforms (CommCare, PowerBi) is desirable.

    Work Experience: 

    A minimum of 3-5 years of international experience is required leading health M&E within humanitarian settings.
    Expertise and experience working on the monitoring and evaluation of primary health care is required, and knowledge of environmental health is a plus.

    The Inclusion Specialist will be based in a sub-team responsible for leading the overall thematic area of Inclusion within VPRU, promoting more inclusive humanitarian programming at the IRC, rooted in a strong analysis of context, power, gender and how intersecting aspects of identity may result in discrimination, oppression, and exclusion. The Inclusion Specialist will provide direct technical support to a wide range of projects mainstreaming inclusion globally. Our current inclusion portfolio focuses on mainstreaming inclusion in Violence Prevention and Response programming and has recently focused on the inclusion of women, adolescent girls, children, persons with disabilities and older people as well as people with diverse SOGIESC. Under this thematic area of inclusion, the Inclusion Specialist in collaboration with the VPRU Inclusion Advisor holds responsibility related to VPR Program Implementation, Strategy Development, Business Development, and external/internal representation in coordination with relevant stakeholders.
    Major Responsibilities:
    Reporting to the VPRU Inclusion Advisor – Strategy and Learning Team, the Inclusion Specialist provides project-specific technical support for the thematic area of Inclusion within VPRU. The Inclusion Specialist may directly supervise consultant-based, term-limited positions as needed. They coordinate with and support VPRU Country Support Technical Advisors on Inclusive VPR Programming and also coordinate with and support colleagues from IRC’s Program Quality Support Unit (PQSU), Emergencies and Humanitarian Action Unit (EHAU), Gender Equality, Diversity and Inclusion (GEDI) Unit and the AirBel Impact Lab.
    Program Implementation & Technical Assistance:

    Provides timely and quality technical assistance related to the thematic area of Inclusion for a variety of Technical Innovation projects with and beyond VPRU.
    As needed, support the VPRU Country Support team in delivering remote or in-person technical assistance related to the thematic area of Inclusion on the functions of program design, business development and technical capacity building of country programs as appropriate.

    Business Development:

    Support the VPRU Inclusion Advisor with VPR-focused business development opportunities on the thematic area of Inclusion. This may include developing and writing concept notes or proposals for donors, or other materials to build IRC’s ability to resource this work.
    Supports the development and maintenance of up-to-date portfolio of project ideas / concept notes that contribute to the VPRU strategic priorities.

    Support Inclusion Knowledge Management

    Support VPRU and Technical Excellence-level knowledge management efforts including building up and cataloguing a digital resource library based in IRC’s intranet (RescueNet) and BOX alongside relevant IRC colleagues across Technical Excellence, as well as supporting with the development VPR programming-specific Inclusion and Intersectionality Tools.

    Internal Representation and Coordination:

    Support the VPRU Inclusion Advisor with coordination and support towards internal representation efforts – ensuring close collaboration with relevant Technical Excellence colleagues and other IRC teams such as the AirBel Impact Lab, IRC’s Program Quality Support Unit (PQSU), the IRC Gender Equality, Diversity and Inclusion (GEDI) Unit as well as the EHAU Violence Prevention and Response in Emergencies (VPRiE) team.

    The Purpose of the Role
    The Program and Award Advisor plays a vital role within the Regional Program and Award Support Team overseeing an award portfolio of humanitarian relief and post-crisis recovery programs. The Program and Award Advisor liaises with country programs, HQ departments and donor contacts to ensure high quality guidance and support to country offices throughout the award lifecycle. The role works with country offices to ensure compliance with donor rules and regulations and IRC systems and processes and leads on the review and submission of high-quality donor deliverables. The Program and Award Advisor represents the region and country offices to internal and external stakeholders and manages donor relationships. 
    Key Working Relationships

    Reports to Director, Awards Management. Works closely with all Regional Program and Award Support team members, and across all teams within Awards Management Unit, Crisis Response Recovery and Development Department, Global Partnerships and Philanthropy, Global Supply Chain, Finance, Office of General Counsel, Technical Excellence, and other key departments within IRC. Donor and partner point of contact as applicable per region.

    KEY ACCOUNTABILITIES
    Awards Management and Compliance (45%)

    Oversee a portfolio of awards for region. Main donors in portfolio will include key donors but may also include other donors as assigned.
    Serve as the first point of contact for country office Grants and Partnerships teams and provide guidance and support on matters related to donor compliance and communication, project management (e.g. project cycle meetings), OTIS and partnerships (PEERS). 
    Participate in in regular meetings with country offices to provide support and collaborate with country program teams on issues related to donor compliance, submissions of reports and other post award deliverables, and/or monitoring/awards management.
    Guide country offices in managing partnerships with local or international partners, ensuring that IRC’s Partnership Excellence for Equality and Results System (PEERS) is being followed, review and process sub-grant/partnership agreements in alignment with PEERS, and coordinate with the compliance team in supporting compliant and effective partnerships as needed. 
    Review agreements and lead negotiation of award terms and conditions with donor counterparts in alignment with internal processes.
    Guide country offices, in partnership with other relevant departments, in the development and submission of award amendments/modifications, ensuring high-quality, compliant submissions. 
    Supervise Program and Award Officer(s) in the review and submission of donor reports and other deliverables, ensuring input from relevant technical and financial staff.
    Provide support on private opportunities and awards management, in coordination with the Regional Support Manager and private fundraising team as assigned. 
    Provide support to and monitoring of projects to ensure progress against objectives and compliance with donor guidelines and IRC internal requirements. Monitoring of awards can take the shape of monitoring visits, participation in project implementation meetings and other regular calls. 
    Facilitate and build interdepartmental relationships to address country office needs and solve problems in relation to awards management, partnership management and compliance. 
    Maintain a strong relationship with regional and AMU leadership and escalate issues of concern as needed 
    Supervise direct reports in carrying out necessary functions as they relate to country program support
    Stay informed about programmatic issues and security and political developments in the region and how they might affect program implementation
    Coordinate with RPOs for other regions for information sharing and to establish a coherent program support and backstopping function between headquarters and the field. 
    Travel to country offices to provide surge support and monitoring across the areas of programs, awards, and partnerships, including for gap-filling purposes as requested.

    Proposal Development (15%)

    In collaboration with the regional Program Development team, support business development in the region by providing effective proposal support, ranging from proposal management to comprehensive support and quality assurance for UN and non-European donors as needed. 
    Provide quality assurance and quality compliance support on proposals, leading proposal development and coordination as needed. Ensure responsiveness to and compliance with solicitation documents and with IRC’s requirements. 
    Review and advise on internal policy and donor requirements, budgets and supporting documentation for proposals in coordination with AMU and HQ Finance Department.
    Facilitate and/or participate in internal post-submission debrief sessions with country teams, technical units, regional team and other relevant stakeholders to collect lessons learned as needed.
    Maintain complete and accurate electronic files, including final submission packages and internal trackers, in coordination with the regional Program Development team.

    Donor Liaison and Representation (15%)

    Maintain contact with donors regarding updates, amendments, or key programmatic changes.

    Capacity Building and Training (10%)

    Mentor and coach Grants and Partnerships staff on IRC systems and processes to ensure capacity is built at country level. 
    As requested, develop training materials and deliver training to IRC country program staff in coordination with the Directors, Awards Management and the AMU Training and Compliance team.
    In coordination with the Directors, Awards Management, develop and maintain work-processes and checklists for awards implementation and reviews, as well as record lessons learned.
    Onboard new country office Grants and Partnerships staff and new Program and Award Support team to assigned donors, policies and/or IRC processes. 

    Staff Management, Learning & Development (10%)

    Coach, train, supervise and mentor direct reports, including communicating clear expectations, providing regular and timely performance feedback, document/discuss performance issues if needed, and deliver high-quality documented annual performance reviews.

    Key Responsibilities:
    Program management:

    Provide technical supervision and guidance of all IRC health programs including clinical services, reproductive health, community health programming, HIV/AIDS programming and Mental Health. Extend technical support and supervision to the IRC’s implementing partners as required.
    Participate in the development of annual program forecasts and budgets and ensure implementation of Health related activities in line with approved budgets and spending plans.
    In collaboration with program managers, revise plans and budgets to maintain program quality and progress; work with the Deputy Director of Grants and Accountability to ensure all program activities are implemented in compliance with donor requirements and meet the measurement requirements of IRC and donors.

    Job Responsibilities:

    The Safeguarding Investigator position will conduct investigations on a global scale of high priority cases involving beneficiary exploitation and abuse. The position will support IRC programs to ensure continued vigilance with regard to the risks associated with violations of IRC’s Code of Professional Conduct and Policies and the further development of investigation capacity.

    Two commitments lie at the foundation of the IRC’s work: 1) our unceasing quest to serve the needs of our beneficiaries; and 2) our determination to meet the requirements of our donors as trusted stewards of their resources. This position will play a key role in meeting these challenges by furthering a critical mission of the ECU: to safeguard our employees, beneficiaries, staff and resources from misconduct and abuse in complex and high-risk operating environments through investigating allegations of fraud, collusion, and corruption in the use of the grant funds.

    Major Responsibilities

    Undertake investigations of alleged safeguarding violations, specifically beneficiary exploitation and abuse (economic and sexual), with objectivity, impartiality and fairness throughout the investigative process and in accordance with generally recognized international investigative standards and IRC guidelines
    Formulate investigation plans, review and analyze all information to determine its relevance and reliability
    Conduct interviews of staff and other involved parties, record interviews, obtain and analyze potential documentary and electronic evidence, and conduct investigative research
    Prepare draft investigation reports, including ad hoc briefs, and present investigative findings in a clear written form
    Draft recommendations for corrective action and improved controls and effectiveness or efficiency of IRC operations
    Work with Compliance Coordinators or other local staff assigned to support safeguarding investigations
    Lead or participate (depending on the level) in the prioritization of investigative work in consultation with Ethics and Compliance Unit management
    Deliver investigation training, remotely and in person, to Country Program staff supporting safeguarding investigations

    Education

    Bachelor’s degree required with an emphasis on gender studies, human rights, international relations, criminal justice or related field, a plus.

    Work Experience

    8+ years of investigations, Gender based violence, Women’s Protection and Empowerment, audit or compliance experience considered. Safeguarding investigations experience, a plus.
    Experience with exposure to highly sensitive information, and ability to maintain confidentiality, including legal and financial information.
    Ability to remain respectful, empathetic, and diplomatic in the face of difficult and uncomfortable situations and conversations surrounding reviews and assessments.
    Proven ability to interact respectfully with people from diverse backgrounds and cultures and communicate effectively across multiple levels in a complex global organization.
    Experience in the nonprofit, NGO sectors or grant-supported organizations, regional and international organizations, or the inspector general function within a large government organization a plus
    Experience working with investigation teams in remote locations and insecure environments
    Extensive experience conducting interviews of victims/survivors, witnesses and subjects in multicultural environments
    Travel to insecure environments required

    Demonstrated Skills And Competencies

    Interviewing skills and the ability to interview reporters, witnesses and subjects, often in relation to highly sensitive matters
    Sexual Exploitation and Abuse investigation and interviewing experience preferred

    Regional Humanitarian Access and Security Coordinator

    Major Responsibilities: 
    Technical Support (Up to 70% of time)

    Ensure consistency in the approach to safety, security and humanitarian access management across the region while ensuring flexibility for contextualization. This may include suggesting improvements to key processes, guidelines and tools.  
    Provide technical advice and direct support to Country Programs on safety & security risk management, trends, processes and best practices.
    Assist field leaders in implementing security risk management plans including identifying, mitigating and managing risks. 
    Support Country Programs to maintain a high level of operational and programmatic preparedness in anticipation of contextual changes, including the development of contingency plans.  
    As required, support Country Programs in critical incident management. 
    Support initiatives across the region to integrate Gender Equality, Diversity and Inclusion (GEDI) in safety, security and humanitarian access management. Ensure safety and security risk management efforts at the field level are inclusive of staff with diverse social identities and backgrounds. 
    Ensure that IRC partners receive support in security risk management including leveraging IRC’s systems, tools and best practices as relevant.
    Support the development of humanitarian access strategies in field locations ensuring alignment with global guidance and standards. 
    Support the implementation of contextualized acceptance and community engagement strategies. 
    Advise on and support efforts at the field-level to enhance the IRC’s reputation, image and acceptance within the community and amongst relevant stakeholders. 
    In coordination with the RSSD, monitor and support adherence to the IRC’s humanitarian access and security policy, principles, standards and requirements. 
    Recommend measures for field sites to improve compliance with the IRC’s humanitarian access and security, policy, principles, standards and requirements. Monitor progress and make recommendations to the RSSD on additional support that may be required. 
    Travel to country programs to provide gap coverage, support the Humanitarian Access and Security team with key projects or during the onset of an emergency. 
    Deputize for RSSD when needed. 

    Training, Learning and Knowledge Sharing (Up to 20% of time)

    Identify regional learning and development needs, informed by the country programs in order to continue delivering high-quality, durable and contextually relevant programming
    Design and facilitate the delivery of learning programs to support staff in country programs to gain the knowledge and skills they require to achieve programmatic and organizational objectives and improve the capacity of IRC staff in safety & security risk management and humanitarian access.
    Tailor training and capacity building materials for remote management use and/or delivery.
    Support and deliver capacity-sharing initiatives with implementing partners.
    Build a core group of Trainers across the region who can support capacity-building initiatives. 
    Support country teams in liaising with established external training providers to identify and assess effective training options. 
    Assess and monitor the impact of capacity-building initiatives. 
    Contribute to the recruitment of Humanitarian Access and Safety & Security staff across country programs. This may include designing technical tests and participating in recruitment interviews. 

    Liaison & Networking (Up to 10% of time)

    Maintaining a network of IRC security focal points in the country programs as well as external professional contacts and counterparts, monitor the security environment in the region in close collaboration with the RSSD, identify new threats, assess IRC vulnerabilities, and recommend possible responses
    Attend and sometimes lead the regional meeting about context and dynamics in the Central Africa
    Provide timely feedback on questions and technical assistance requests from country programs
    Monitor and provide support and reporting on NGO field security initiatives as required
    Identify, create, and maintain a network with NGO/UN and other security specialists suitable for the region.

    Job Requirements: 
    Education:

    University degree, preferably in humanitarian work, security studies or risk management.
    At least 5 years of progressive experience in safety & security risk management roles in humanitarian contexts, of which at least a minimum of 3 years should have been at a senior management level.
    A willingness and ability to travel up to 50% of the time throughout the Central Africa region. 
    Experience or exposure to humanitarian operations and emergency relief is a must with a preferable focus on risk and crisis management.
    Ability to coordinate and partner with regional and local stakeholders either directly or remotely.
    Sound working knowledge of humanitarian security and a commitment to humanitarian principles.
    Sound appreciation of the personal and technical issues facing aid workers, such as international law, codes and standards, gender and conflict issues.
    A strong track record in learning and development initiatives in Humanitarian Access and Security

    Key responsibilities:

    Manage the full lifecycle of the recruitment technology systems, including implementation, maintenance, enhancement, and retirement.
    Partner with the Global TA team and the IT team to examine and understand the current stack of recruiting and HR solutions; identify areas for improvement, and develop strategies to optimize recruitment operations.
