    Oversee day-to-day operations in the Office warehouse. Record daily warehouse transactions in the VISION Warehouse & Inventory Management (WIM) Module; including inward deliveries to the warehouse from Nairobi and other KCO warehouses, direct deliveries from local suppliers; and outward dispatches from the warehouse to implementing partners and end-users. Correctly enter supply details, i.e., Sales Order, Purchase Order, quantity, unit of measure, material number, descriptions of items and expiry dates. Reconcile stock receipts with stock dispatches. Liaise with VISION Hub and Supply Section on any VISION systemic issues.
    Plan for receiving supplies into the warehouse, and dispatching them from the warehouse. Follow up with the programme sections on their distribution plans.
    Follow up on release orders from sections. Prepare waybills for dispatch of supplies from warehouse to consignees. Correctly enter consignee details as per distribution plan. Update/reconcile VISION with physical stocks using recent stock receipts and dispatches. Prepare accurate transport cost analysis for dispatch of supplies. Liaise with transporters for transport to ensure timely loading off from warehouse for dispatch out of warehouse. Follow up to ensure timely dispatch to implementing partners and end-users and specified drop-off points
    Produce and disseminate periodicstock reports from VISION on weekly, monthly, quarterly, semi-annually and annually basis, with clear analysis of trends, aging, regular country programme vs pre-positioned stocks, major commodity types, etc, and make recommendations for action replenishment or stock dispatch as the case may be.
    Ensure proper arrangement of stocks for ease of visibility and counting. Conduct physical inventory of the warehouse at least twice a year. Reconcile VISION vs physical stocks for any variances with explanations. Prepare PSB submissions for any disposal or write-off action of stocks with justification.
    Identify, appraise/evaluate field based suppliers and ancillary service providers;
    Identify supply chain capacity gaps; recommend appropriate capacity development packages and facilitate the implementation to programme sections. Verify and certify warehouse storage and handling charges as per monthly stock movement of such supply chain management capacity development activities.
    Forecasts quarterly budgets for transportation and submits through supervisor for funding and related warehousing arrangement. Verify and park invoices for LVPOs and ancillary services. Maintain an up to-date electronic and physical filing system of stock records regarding warehouse transactions

    Job Details
    1. Management of the Supply section **

    Establish the annual work plan for the Supply section; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.
    Supervise and coach section staff, ensure timely performance management of staff. In collaboration with Supply Division, Regional Office and the global supply community, ensure knowledge sharing and learning is prioritized in order to continuously build capacity of individuals and the team.
    Ensure establishment and maintenance of operational capacity to handle CO supply chains, including staffing (appropriate staffing structure, timely recruitment, clarity of roles and responsibilities) and contracting of third party services if applicable (e.g. customs clearance, warehousing, transport, distribution)

    2. Supply chain service delivery and emergency response

    Participate in the Country Programme Action Planning and advice on Supply requirements for the Plan of Operations and Annual Work Plans. Ensure appropriate planning, implementation, monitoring and evaluation of the supply chain operations, including establishment of performance indicators, and assessment of fit for purpose of products and services.
    Analyze supply spend and establish procurement strategies based on category management in order to focus on strategic, essential supplies and services that contribute to results for children, including establishment of long term agreements (LTAs) where relevant.
    Ensure timely customs clearance of supplies entering the country and establish appropriate warehousing and inventory management practices, including appropriate in-country transport.
    Ensure appropriate vendor management practices e.g. supply performance reviews are established and applied.
    Analyze supply dashboards, implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children.
    Develop an emergency supply & logistics strategy based on risk assessment analysis and Programme assumptions. Ensure an emergency supply and logistics preparedness action plan for the CO is established in line with Core Commitments for Children in Humanitarian Action (CCC), and implemented (establishment of relevant LTAs and frame agreements for emergency response, prepositioning of stock, and training of staff in the country office).
    Participate in high level emergency coordination, implementation and monitoring meetings with internal and external partners and establish close collaboration with Logistics Cluster/National Logistics Working Group if such is activated/existing.
    Establish strong working relations with Regional Chiefs of Supply/Regional Chief of Operations, as well as Supply Division, to align with global and regional approaches and initiatives in supply chain management.

    3. Collaboration with programme and implementing partners

    Establish close collaboration with programme sections through involvement in programme design, planning, and preparation for implementation of supply components as well as monitoring and evaluation. Establish accountability framework with programmes, for delivery of results for children.
    Provide supply input to donor dialogue, and support development of supply components of proposals to donors including budgeting and use of innovative financing mechanisms for supplies, services and construction works.
    Support assessment of and collaboration with implementing partners including civil society, establishment of Programme Cooperation Agreements (PCAs), and monitoring of supply components under Harmonized Approach to Cash Transfers (HACT).
    Develop and maintain partnership and collaborative relations with Government, UN organizations and bilateral counterparts in supply and logistics activities including harmonized and collaborative procurement.

    4. Technical and advisory support to government/national systems

    Promote/drive supply chain strengthening and change management initiatives with governments and partners, to ensure efficient and effective supply chains for children.
    Implement capacity development initiatives in the area of supply chains for children, in close collaboration with programme colleagues. Support supply components of health systems strengthening as might be relevant in the country context.
    Advisory support to Governments/national systems in defining and determining supply solutions for children, such as use of procurement services; supply financing solutions; local market development; private sector engagement.

    5. Innovation, products and markets

    Contribute to pilots and support the actual roll-out of new products and services, in close collaboration with Supply Division.
    Promote critical thinking, innovative approaches and good practices on supply chain management within the organization as well as with externals to ensure effective and efficient supply chains for children.

    Major Duties and Responsibilities:

    Under the general guidance and day to day management supervision of the Representative and technical guidance of the Regional Staff Counsellor, the Staff Counsellor will facilitate the provision of effective psycho-social support to staff leadership, managers and individual staff members prioritizing the most isolated locations within South Sudan to mitigate stress and boost protective factors by providing support and advice to the leadership and managers in offices on healthy work practices and approaches on how to effectively support staff and encourage resilience.

    Recommend suitable staff support strategies to managers during and following emergencies and other crises. Providing staff with individual and/or group counselling as needed (i.e. assessment, short-term intervention, and referral).
    Facilitating the treatment of psychiatric disorders primarily through referrals, including to the medical services division, and through guidance to supervisors and senior management, where appropriate;
    Coordinate with the Security Advisor and UNDSS, agency counsellors and PSVs, to ensure the provision of adequate psychosocial support during emergencies.

    Assess and monitor psycho-social needs and issues affecting the wellbeing of staff.
    Identify activities aimed at raising awareness about healthy work practices; improving the work-life balance of UNICEF staff; facilitating the provision of assistance to staff experiencing work-related and/or personal problems; facilitating the provision of immediate support following a traumatic incident.
    Work in coordination with the network of other UN counsellors available in the duty station. Frequent field missions and close collaboration with Chiefs Field Offices, HR Managers, Deputy Representative – programme and operations respectively. are required.
    Provide Critical Incident Stress Management to groups- and/or individual staff following critical incidents. A holistic approach to critical incident management is used and may include services such as practical support, psycho-education, psychological first aid, and strategic advice to leadership.
    Contact the affected staff member(s) and offering information about typical stress reactions, support- and referral information; Facilitate appropriate traumatic stress interventions, following a critical incident or traumatic event.Recommend and arrange for individual and/or group follow-up support to staff.
    Training and awareness raising on Staff Well-Being related topics:

    Explore and contribute to the development of new modalities, such as e-learning and webinars, which make awareness raising material available and attractive to all staff;
    Cooperate with the Regional office to integrate subjects such as healthy work practices, managing stress and trauma, building resiliency etc. into learning strategies.

    Monitoring and oversight: Provide on a quarterly basis statistics and trends on issues related to staff well-being, whilst maintaining confidentiality. This ancient disease is a major public health issue in East and Southern Africa Region (ESAR), where it is now endemic in at least half of the region’s countries. Moreover, the Global taskforce for cholera control acknowledges that the cholera burden is underestimated due to limited capacity for disease surveillance in some countries, as well as a disinclination to report in others.Cholera is not only a health problem but also a direct consequence of poor quality and quantity of water, poor sanitation, inadequate hygiene, and various environmental, climatic, and socio-economic situations. This calls for a multi-sectoral approach, including the development and implementation of cholera plans. A rapid analysis indicates that some countries which are currently experiencing new outbreaks lack comprehensive multi-sectoral plans , while those that have them are held back by weak monitoring and evaluation systems. Other challenges include: weak capacity for response; inadequate long term strategies for social and behaviour change to prevent and/or limit the spread of cholera, including the engagement of social movements. Additionally, population movement within the region is a major cause of cross border outbreaks, yet systems for monitoring epidemic prone diseases in cross border areas are weak or non existent. As more countries continue to report new outbreaks as compared to the beginning of 2017, there is need to continue to monitor these outbreaks in the region.A good understanding of IDSR system bottlenecks and strategies to strengthen the system, will contribute to enhancing real-time information generation and systems. This would include understanding information management capacities that contribute to IDSR processes (such as management of the cholera information cycle from data collection, analysis and reporting to use for public health action). This would require the involvement of Ministries of Health, WASH and Health sector/cluster partners in focus countries to develop National IM capacity building plans. Identification of cholera hotspots in the region will also be very key for targeted emergency and prevention programs.The UNICEF regional office for East and Southern Africa has developed and is currently implementing a cholera strategy. The strategy is focused on preventing, preparing for and responding to cholera better and faster, for reduced likelihood of cholera outbreaks and greater success with response. It is also designed to improve the added value of each partner’s contributions and geographic scope, and to engage wider society in a call to end cholera. The strategy aims to achieve three things: ensure the timely containment and control of all outbreaks, in all contexts, effectively and efficiently; significantly reduce the burden on communities and public health systems; and stop the spread of cholera across borders. This is being achieved through the deployment of 7 major pillars:

    Goal and Objective : Under the supervision of the WASH in Emergencies specialist, the consultant will support cholera information management systems across targeted countries and at regional level.
    Provide details/reference to AWP areas covered: This consultancy pertains to 240R/A0/10/801/004/011 which consists of ‘Health Emergencies: Provide technical assistance, capacity development, oversight and quality assurance to COs for health emergencies, including the implementation of the regional cholera framework’.

    3 . Activities And Tasks
     

    Collect, control and store in a web-based common repository geographical data sets of interest (background layers; hydrology, infrastructure, elevation, administrative and health units) at national and regional data as well as non-geographical data (i.e. place names in tabular format).
    Conduct information harmonization in order to integrate epidemiological and geographical data (i.e. administrative units, health districts) supporting epidemiological and geographical analysis.
    Create cartographic outputs with incidence, epidemiological and background information
    Support UNICEF Cholera TA staff in mapping WASH data in hotspots in two countries;
    Produce a bi-monthly (two per month) cholera situation report for the Region;
    Conduct mapping of epidemiological basins and hot spots, based on available information from the Region and participating country offices;
    Update the Africa cholera web platform in collaboration with the West and Central Africa Regional Office
    Contribute to various Regional reports on cholera when required and produce maps and graphics as needed;

     

    Work relationships: Within UNICEF, the consultant will work closely with the regional office health and C4D sections, the UNICEF ESAR Cholera TA staff, as well as with cholera focal points in country offices. The consultant will also engage with relevant external partners such as WHO, IFRC, CDC and National Ministries of Health.

    Since the inception of the Private Fundraising and Partnerships (PFP) Africa Regional Support Center (RSC) in 2014, UNICEF has developed regional and national level strategies for strong growth in partnerships and engagement with the private sector across the Eastern and Southern Africa region (ESAR). These strategies are in line with the UNICEF global private sector strategy, and contextualized for the African environment. In this context, the regional Private Sector Partnerships team works in close collaboration with country office, regional and UNICEF global colleagues, in engaging with the private sector for financial and non-financial contributions to its work for children in Africa. This includes resource mobilization, tapping into non-financial resources, leveraging business for Child Rights, and establishing high impact partnerships with the private sector.
    This TA position is based in Nairobi, as part of the Public and Private Partnerships team in the ESAR Regional Office. Under the leadership of the Regional Partnerships Manager (Private Fundraising),, the incumbent will develop and strengthen partnerships with international and regional foundations and business, who can support UNICEF with financial investment, advocacy, and other in-kind resources.
    Major duties and responsibilities
    Under the supervision of the Regional Partnerships Manager (Private Fundraising) the incumbent will:

    Initiate new Regional Partnerships – In close collaboration with the UNICEF global Private Sector Fundraising team and technical units in the Regional Office, to support in the development of new regional partnerships, including prospect research, networking, and exploratory meetings with potential major partners.2. Steward existing Regional
    Partnerships – to steward existing regional partnerships with business, including regional reporting and primary relationship management, with the goal of expanding and/or renewing appropriate partnerships.

    Support partnership knowledge management – to support knowledge management initiatives on partnership management between various UNICEF in-house entities, ESARO and the Country Offices.
    Provide CO backstopping support and other related tasks that contribute to larger partnership team objectives to ensure an integrated approach.

    An advanced university degree in Business Administration, Social Sciences, Economics, Marketing, Fundraising or other related fields is required.

    Cold Chain Specialist, (NO-C)

    Towards achieving high immunization coverage while introducing new vaccines through equity-focused vaccination program, the need for effective immunization supply chain remains vital. Efficient supply chains equipped with reliable cold chain equipment are important in helping countries primarily to reaching children with potent lifesaving vaccines to protect them against vaccine preventable diseases and subsequently increase immunization coverage.
    To support countries in improving their cold chains, Global Alliance for Vaccines and Immunization (GAVI) has established Cold Chain Equipment Optimization Platform (CCEOP). Through the Platform, GAVI has committed funding to jointly invest with countries to purchase and install cold chain equipment that meets specific technology requirements. With this initiative a total of 55 countries are eligible out of which 14 are in Eastern and Southern Africa Region(ESAR).
    Cold chain equipment suppliers will be responsible for in-country storage, distribution, installation and commissioning of equipment. UNICEF SD will be the sole procurement agency for this activity that requires effective planning, implementation and monitoring of multiple activities across wide geographical areas within a short window of time.
    While suppliers are responsible for all in-country operations, UNICEF strives to place the national government in the best position to oversee and manage the supplier’s performance, ensuring that all commissioned equipment meets procurement expectations, such as the agreed upon time, place, location, condition, quantity, and cost.
    Hence, UNICEF/ ESARO is seeking a suitable candidate to support roll out of CCEOP and to assist with planning, implementation and monitoring of activities.
    How can you make a difference?
    Under the general guidance of the Logistics Specialist ESARO, in close link with UNICEF Supply Division Cold Chain Specialist and in coordination with Health / Immunization program ESARO, the incumbent will ensure that a phased overview is provided to every country according to the following status: Phase I dedicated to planning, phase II procurement, phase III in-country implementation and phase VI monitoring and inspection.

    Coordinate with the UNICEF CO, Regional Office (RO), Supply Division (SD), Programme Division(PD) and inter-agencies working group for example Project Management Team (PMT) to ensure correct deployment of equipment and implementation of the CCEOP project in general.  This includes preparation of country specific detail planning involving the whole project lifecycle with timeline and agree with respective countries on scope, timing and resource requirement.
    Follow up with countries on timely submission of Operational Deployment Plans (ODP) as per required quality.
    Support countries and SD in development of Terms of Reference (TOR) and Request for Proposal of Services (RFPS) documents and conduct Technical Review of RFPS as necessary.
    In close collaboration with country, orient the PMT members on their roles and responsibilities to ensure efficient country level project management and avoid deviations. Support the PMT to develop a country-specific project plan and risk matrix to track with the Project Management Team on a periodic basis.
    Work with SD colleagues to establish a mutual understanding of the subcontractor offer and related project implementation requirements. This includes characteristics of the specific project roll out and related assumption linked to country readiness. Oversee and evaluate the technical procedures followed by the supplier or subcontractor during installation and report on the process and quality of the installation of the cold chain equipment.
    Provide quality technical assistance in deviation management and health facility readiness.
    Evaluate the content and quality of technicians/Health workers training on preventive maintenance, installation, trouble shooting.
    Provide technical support on random quality inspection exercise such as Post Installation Inspection.
    In collaboration with Supply and Health/Immunization teams in respective ESAR COs implementing CCEOP program, support Ministry of Health and PMT to update and maintain the government’s CCEI (Cold Chain Equipment Inventory) on an on-going basis.
