    JOB SUMMARY
    The Safety and Security Manager (SSM) will support the CARE Kenya country office and its staff to identify, mitigate, communicate and respond to risks in a manner that increases and promotes community acceptance, thus enabling our work in vulnerable communities. As an office within the broader CARE Confederation, CARE Kenya must be in compliance with the CARE International Safety and Security Principles, Standards and Key Performance Indicators, and the SSM is responsible for ensuring compliance with these, and providing regular reports to the CARE Kenya CD and CARE Canada S&S lead on the status of this. This position is crucial in ensuring that staff within both CARE Kenya and CARE Canada have accurate and timely information regarding safety and security to promote solid decision-making regarding the safety and security of its personnel and visitors.
    RESPONSIBILITIES AND TASKS
    CARE Kenya Senior Management Team (SMT): As a member of the CARE Kenya SMT, contribute substantially to the following:
    Assist in setting the strategic direction of the Country Office and achieving its vision and purpose.
    Participate in the development of the Annual Operating Plan (AOP) and the achievement of annual objectives
    Lead the development and revision of security policies, procedures and systems with the SMT.
    Be a role model for all staff by exemplifying CARE’s values and providing leadership
    CARE Kenya Security Management: By guiding CARE Kenya head office and sub-office staff:
    Ensure CARE Kenya is meeting the CI S&S principles, standards and KPIs, which includes, but is not limited to: developing and regularly reviewing security risk assessments for all CK’s areas of operation; incorporating this information into the country safety and security management plan, location-specific SOPs, and the visitors’ briefings; training staff and visitors to manage S&S risks, and supporting the country office to both prepare for, and respond to, critical incidents of a safety and security nature.
    Supervise and manage the security staff of the head office, sub-office, and international residences.
    Perform physical safety and security assessments of new field offices and international staff residences and hotels and provide recommendations as appropriate.
    Monitor security issues within the CARE Kenya operational areas and prepare a weekly Security Report for Nairobi, Dadaab, Garissa, Kisumu, Siaya and Homabay to include incidents, “hot spots” and “no-go” areas.
    Maintain close communication with the CARE Canada S&S Lead on incidents, changes in the security context, and provide info and analysis regarding events that have the potential to influence the safety and security of CARE staff.
    Report all incidents immediately to the CD and the S&S Lead in CARE Canada, and follow this up with a formal report on SIMSON within 24 hours.
    Provide security briefings to visitors, consultants and new staff. As required, revise the Visitor’s Packet. Also, manage and, as required, provide visitor’s mobile phones to longer-term consultants and visitors. Ensure sufficient air-time.
    Develop and implement access control procedures, visitor policies, building evacuation planning, etc.
    Liaise with police, NGOs and agencies to gather, analyse and disseminate security information to those who require it
    Ensure adequate non-project emergency preparedness in the provision of adequate equipment, materials and training in fire safety, evacuation and first aid.
    Assist in the development of the Annual Operating Plan (AOP) related to security issues. Also, prepare personal Individual Operating Plans (IOP).
    Develop the CARE Kenya security budget, linking directly with the risk assessment format, and manage this budget ensuring effective tracking and utilization.
    CARE Somalia and Regional Management Unit (RMU) Security Management: By liaising with the CARE Somalia and RMU security point person, provide the following:
    Monitor security issues within Nairobi and provide a weekly Security Report to include incidents, “hot spots” and “no-go” areas.
    Ensure CS, CSS and RMU staff are incorporated into the CARE Kenya phone tree and SMS blasts, and are kept informed of urgent and non-urgent S&S information through this manner
    Review and propose improvements to the CSSS and RMU Nairobi office security and procedures, and guide the CSSS security point person on visitor and workshop briefings.

    Programming
    The clinical nurse shall work in specific ward/Health post/specialized unit assigned and would therefore work as both supervisor and team leader of the national and refugee staff.

    Reporting and communication
    Compile and submit quarterly inventory return/requisition of all drugs and supplies.

    Provide individualized health education and counseling related to health maintainance and  disease prevention.
    Attend and facilitate Continuous Medical Education.
    Compile and submit weekly/monthly HIS reports.
    Monitor and supervise proper usage of supplies as well as maintain adequate supplies and buffer stock.
    Operations
    Perform managerial and administrative functions in assigned wards/unit by participating in recruitment, capacity building, and appraisal and disciplinary of supervisees.
    Maintain equipments in good condition and submit regular inventory report of the same.
    Maintain and update key registers in the assigned area and documentation of client assessment, nursing diagnosis and outcomes while ensuring confidential records.

    JOB SUMMARY & PURPOSE:
    In close coordination with Regional Humanitarian Coordinators and Humanitarian Working with sector and project managers implementing projects which build resilience to drought, under the supervision of the Assistance Country Director of Programmes, the Drought Emergency Coordinator will be responsible for coordination of drought related interventions through partners and ongoing projects. The incumbent will coordinate meetings with local partners, manage small sub-grants to local partners, support assessments and gather appropriate information, prepare situation reports/concepts/proposals, plan and implement actions to build the capacity of local partners. The Drought Emergency Coordinator will ensure compliance with CARE and donor policies, procedures and regulations, and CARE’s Humanitarian Accountability Framework in the implementation of emergency response activities. The Drought Emergency Coordinator will also be responsible for reporting to donors and CARE members, and will be engaged in proposal development and fund raising. The Drought Emergency Coordinator will represent CARE in relevant stakeholders forums to ensure coordination with other agencies, collaboration with government at national and local levels, and visibility in Kenya and in CARE member countries.
    TASKS AND RESPONSIBILITIES.
    R1: Working closely with the Regional Humanitarian Coordinator and Humanitarian Coordinators in Somalia, South Sudan, Ethiopia, and CARE Canada’s Humanitarian Operations, and reporting to the ACD-P, coordinate the Drought Response for CARE Kenya according to prevailing conditions in the Kenya and Horn of Africa
    Task1: Monitoring of local conditions in Marsabit and Garissa, and national, regional conditions for drought or other disaster and inform/update the Country Director/ACD-P and Regional Humanitarian Coordinators and CARE Canada’s Humanitarian Operations as appropriate.
    Task2: Assess the capacity of selected local partners and CARE Kenya’s projects in Garissa and Marsabit in emergency response, identify gaps in resources, information, personnel and initiate measures to fill the gaps
    Task3: Under the supervision of the Assistant Country Director Programmes, participate with other NGOs in assessments. Provide guidance, tools, support to local NGO partners increase their capacity to carry out assessments in their areas of operation.
    Task4: Prepare and submit assessment reports, coordinate donor reporting by local partners, prepare CARE situation reports on drought conditions and emergency responses in Kenya. .
    Task5: Working closely with the Assistant Country Director Programme and Humanitarian Coordinators in the HoA and in Canada, prepare concept papers and develop funding proposals for emergency responses.
    R3: Ensure emergency project implementation in compliance with all, contractual and statutory requirements and agreements by donors and government
    Task1: Manage resources, develop and follow work plans, design and apply procurement plans, oversee activities in the field to ensure standards are met, supervise partners and staff to ensure compliance with applicable regulations and ensure timely implementation of any emergency projects within budget
    Task2: Responsible for preparation and timely submission of final narrative project reports and to ensure submission of timely and accurate financial reports as per the agreements and regulations
    Task3: Identify and mitigate risks against the timely and complete implementation of emergency response
    Task4: Promote awareness of and adherence to minimum humanitarian standards Emergency Group (Geneva) in Humanitarian Principles, Sphere Standards, Humanitarian Accountability Framework, Gender in Emergencies, Conflict Sensitivity, Do No Harm, Principles of Partnership are adhered to at all times and accountability to both donors and beneficiaries.
    R4: Represent CARE Kenya in relevant emergency forums within the country/region
    Task1: Participate on behalf of CARE Kenya in meetings and coordination fora and inter agency working groups. Report to ACD P and CD on meetings.
