The Public Service Commission (PSC) was established in 1954 as the Civil Service Commission by the British Colonial Government following the Holmes Commission Report, 1948. Its initial role was to advise the Governor on matters of appointments within the civil service sector. With Kenya’s independence in 1963, it was enshrined in the Constitution and renamed as the Public Service Commission. At that time, there were Regional PSCs established, but they were abolished following constitutional amendments in 1964. Over the years, the mandate of the PSC has expanded to include human resource management in the public service sector, particularly within the civil service and local authorities. The Constitution of Kenya, 2010 promulgated on August 27th, 2010 reconstituted the Commission with a revised and extended mandate, resulting in a leaner membership structure.
