Project Summary

The ARABLE – Promoting Sustainable Agriculture and Blue Economy in Kenya initiative is a 36-month project implemented across four sub-counties—Galle, Tana Delta, Msambweni, and Lunga—in Kenya’s Kale and Tana River counties. Led by Action Against Hunger (ACF) in partnership with the European Committee for Training and Agriculture (CEA), WARP, and Polytechnic di Milano, the consortium brings deep expertise in resilient agricultural systems and blue economy strategies. The project collaborates closely with Kenya’s Ministry of Agriculture and Ministry of Health to strengthen institutional frameworks and ensure lasting, sustainable impact.

The initiative strives to enhance food security, bolster income levels, and strengthen resilience against food crises by adopting a holistic, climate-smart, and gender-responsive strategy. It seeks to address key challenges, including inadequate productivity, excessive post-harvest losses, and restricted economic engagement of women, by equipping farmers and fishermen with essential tools, innovative technologies, and targeted knowledge to diversify their livelihoods and elevate their earnings—all while safeguarding natural ecosystems.

To accomplish these objectives, the initiative outlines a series of strategic initiatives spanning three primary focus areas:

Enhance access to essential products and services for small-scale farmers and artisanal fishermen, enabling the adoption of climate-resilient production and fishing methods, as well as sustainable community practices. Additionally, prioritize efforts to mitigate ecosystem degradation through targeted interventions and support.

To broaden access for rural and coastal communities—including farmers and fishermen—to technical expertise, financial resources, infrastructure, and knowledge, thereby enabling them to sustainably manage supply chains, enhance the value of their food production, and ultimately expand and diversify their income sources.

Facilitating educational initiatives within communities to address nutritional requirements, with particular emphasis on supporting vulnerable populations—including women and children—to enhance access to and consumption of a variety of nutritious foods.

The Project Officer is responsible for overseeing project execution, ensuring adherence to timelines, budgets, and quality standards. This role involves coordinating with stakeholders, managing resources, and maintaining clear communication channels to facilitate seamless collaboration. Key responsibilities include preparing project documentation, tracking progress, identifying risks, and implementing mitigation strategies. Additionally, the Project Officer is tasked with conducting regular reviews, preparing reports, and ensuring compliance with organizational policies and regulatory requirements. Strong organizational skills, attention to detail, and proficiency in project management tools are essential for success in this position.

The Project Officer will collaborate with CEA staff and partners to facilitate the coordination and execution of all project activities. This role entails overseeing adherence to the approved work plan by meticulously monitoring and documenting project indicators. Additionally, the Project Officer will oversee and guide the proper implementation of the “Dark-blue” initiative, encompassing both fisheries and beekeeping components, thereby advancing its strategic goals.

Oversee and execute a comprehensive range of essential duties and responsibilities to ensure operational excellence and team productivity. This includes managing daily tasks, coordinating team efforts, maintaining high standards of quality, and ensuring adherence to company policies and procedures. Additionally, you will be responsible for fostering a collaborative work environment, addressing employee concerns, and driving continuous improvement initiatives to enhance overall performance and efficiency.

The role requires adept coordination, meticulous planning, and effective implementation of assigned tasks to ensure seamless project execution and operational efficiency.

Collaborate closely with the Project Manager to monitor activity progress and compile accurate reports.

Prepare and deliver comprehensive annual, quarterly, and monthly work plans to the Project Manager, incorporating budget forecasts, travel schedules, and other relevant details.

Coordinate day-to-day field operations, engaging with designated participant groups, local authorities, and other pertinent stakeholders at the operational level.

Monitor progress of activities in alignment with the approved work plans and collaborate with the Project Manager to address any necessary modifications to the activity design or execution.

The role involves structuring and managing the evaluation of data collection processes, as well as compiling and presenting data analysis and reporting.

Daily, ensure comprehensive oversight and meticulous review of all fieldwork activities, verifying adherence to established procedures and standards.

We are responsible for managing the logistics and overseeing the execution of field operations, including missions delegated by regional support staff.

Facilitate weekly internal coordination meetings involving regional support staff and field personnel, where future initiatives are strategically planned, challenges and achievements are evaluated, and key insights are exchanged to enhance collective performance.

Organize, maintain, and submit all implementation and reporting documents to the Project Manager, encompassing Cash Requests for field activities, Terms of Reference (Tors) for missions, Daily Allowances forms, and narrative reports.

Please submit all supporting documentation for the preceding month’s expenses to the Project Manager, comprising attendance records, transportation allowance sheets, narrative reports, and photographs of activities.

We are responsible for overseeing performance metrics, tracking progress against key indicators, and compiling comprehensive reports to assess operational efficiency and identify areas for improvement. This role requires meticulous attention to detail, strong analytical skills, and the ability to present data clearly and concisely to stakeholders. Proficiency in data visualization tools, reporting software, and spreadsheet applications is essential, along with experience in interpreting trends and generating actionable insights. The position involves regular updates to management, ensuring transparency and accountability in performance tracking.

Assist the Project Manager by overseeing project tasks on a daily basis and compiling regular reports to document findings.

Prepare and promptly submit monthly progress reports to the Project Manager for review.

The position involves maintaining and overseeing the consistent gathering and submission of quality data, including evaluating the accuracy and reliability of the information received. Additionally, you will be responsible for identifying any discrepancies and promptly reporting them to the project team, while also ensuring timely feedback is obtained to address any issues.

Offer constructive feedback to the Project Manager regarding any challenges encountered by CEA staff, along with actionable recommendations to address them.

Execute targeted operational and control duties related to project activities, conducting on-site assessments to address specific monitoring and evaluation needs as necessary.

Ensures strict adherence to the project’s Monitoring and Evaluation (M&E) Standard Operating Procedures while maintaining the accuracy and currency of all associated M&E tools. Accomplishes this by systematically gathering field-level data and fostering close collaboration with partners to facilitate seamless updates and improvements.

Assist the Project Manager in managing and organizing the field team to execute data collection, compile statistics, and prepare reports.

Ensures the systematic collection and secure archiving of all project-related Means of Verification.

Responsible for systematically structuring the digital soft archive in alignment with project outputs and results, ensuring compliance with established Means of Verification and field documentation standards.

Maintains a systematically organized and current file containing all beneficiaries’ lists, categorized by activity, and submits the updated beneficiary list to the Project Manager on a quarterly basis.

Collaborate closely with the Project Manager to finalize the Quarterly/Annual monthly tracking tool.

Compile and record lessons learned, success stories, case studies, and best practices to facilitate organizational learning and enhance donor reporting efforts.

Collaborate closely with and supervise the Beekeeping Experts in Kale and Tana River to guarantee the efficient and prompt execution of beekeeping component activities in alignment with project goals and established work plans.

To ensure the successful execution of all Fisheries Component activities, this role involves organizing and coordinating training sessions, supervising consultants, and reviewing their deliverables. Additionally, the position requires monitoring the performance of Beach Management Units (BMus), collecting and analyzing project data, and preparing both technical and progress reports.

Provided technical support to resolve complex issues related to hardware, software, and network systems, ensuring minimal downtime and optimal performance for end-users. Diagnosed problems through systematic troubleshooting, leveraging advanced diagnostic tools and methodologies to identify root causes efficiently. Collaborated with cross-functional teams to implement solutions, document resolutions, and maintain detailed records of service interactions for future reference. Addressed inquiries via phone, email, and remote assistance, prioritizing customer satisfaction while adhering to service-level agreements. Maintained up-to-date knowledge of emerging technologies and industry best practices to deliver informed and effective technical guidance.

Experts in CEA Beekeeping receive essential support and coordination in Kale and Tana River, encompassing key components such as organizing training sessions, conducting data collection, and preparing surveys.

Supervise training events and monitor the performance of relevant consultants throughout their training sessions.

Develop optimal concepts and implementation strategies that align with strategic objectives and deliver lasting, meaningful impact.

Synergies

Work closely with local authorities and relevant stakeholders on behalf of CEA as needed. Participate in conferences, roundtables, and other appropriate forums pertinent to the project.

Foster alignment and collaboration among all project components with stakeholders, including project partners, the Kenyan government, and the international community.

Develop and coordinate synergistic initiatives by collaborating with diverse stakeholders to enhance project value and amplify overall impact.

Performs additional duties aligned with the specified profile and technical competencies, as directed by the Project Manager or Regional Coordinator.

The role requires a minimum of five years of relevant experience in the field. Applicants must possess a bachelor’s degree in a related discipline, with preference given to those holding advanced degrees. Strong analytical, communication, and organizational skills are essential for success in this position. Proficiency in industry-specific software and tools is also required. Additionally, candidates should demonstrate a proven ability to lead cross-functional teams and manage multiple projects simultaneously.

A bachelor’s degree in Agriculture, Agribusiness, Aquaculture, Environmental Science, Natural Resource Management, Rural Development, or a related discipline is required.

A minimum of three years of practical involvement in executing projects focused on agriculture, the blue economy, climate resilience, or livelihoods is required. Holding a Master’s degree in a pertinent field would further enhance your application.
