The Monitoring and Evaluation (M&E) Associate plays a pivotal role in executing the Country Office M&E Strategy and M&E Action Plan at the field level. This role involves coordinating all M&E activities within the field office, including overseeing data collection processes, ensuring monitoring findings are reviewed with the field office and partners and escalated for action, submitting data for further analysis, and disseminating it through appropriate channels to guide operational decision-making and strategic adjustments. The Associate is responsible for preparing and distributing monthly monitoring reports in a timely manner. Additionally, the staff engages regularly with WFP participants and partners. Reporting directly to the Head of Field Office and receiving technical guidance from the Head of M&E, the Associate will fulfill the following responsibilities:

Perform a diverse range of duties, which may not be fully comprehensive or exhaustive, including but not limited to the core functions and additional tasks as assigned.

The Country Office’s Monitoring and Evaluation (M&E) Strategy and M&E Action Plan will be executed to ensure systematic tracking and assessment of program performance.

Ensure the Field Office complies with corporate Monitoring and Evaluation (M&E) standards by adhering to standard operating procedures (SOPs), the Corporate Results Framework (CRF), additional corporate monitoring guidelines, as well as data protection and privacy policies. Facilitate ongoing coordination with the CO M&E team to stay informed of the latest guidelines, updates, and available support.

In collaboration with the head of the field office and technical units, proactively assess and document emerging needs through the analysis of relevant evidence.

Develop and sustain strong collaborative relationships with WFP participants, local communities, partners, and third-party or outsourced monitoring entities as required.

Ensure the integration of gender, equity, disability, protection, human rights, and other inclusion considerations into all Monitoring and Evaluation (M&E) activities at the Field Office (FO) level, as deemed appropriate.

We gather and compile precise information from various sources to support organizational decision-making and strategic initiatives. This role involves meticulously recording, verifying, and organizing data to ensure accuracy and accessibility. Key responsibilities include utilizing tools and methodologies to collect, process, and analyze datasets while maintaining strict confidentiality and adherence to established protocols. Proficiency in data entry software, attention to detail, and strong analytical skills are essential for success in this position.

Develop monthly monitoring plans under the CO’s general supervision to ensure compliance with the office’s established minimum monitoring standards.

In collaboration with relevant partners, deliver comprehensive details regarding activity sites to the Commanding Officer to facilitate the development of sampling plans.

Construct tailored samples for each office in alignment with the corporate risk-based sampling framework.

You will spearhead data collection efforts for process and outcome monitoring, encompassing distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance assessment, and both survey-based and qualitative methodologies—such as Key Informant Interviews and Focus Group Discussions—utilizing questionnaires and question guides provided by the CO.

Establish and oversee remote monitoring systems tailored to the requirements of each field office.

Assist in developing questionnaires, question guides, and data analysis plans tailored to specific information requirements for Field Offices.

Coordinate all monitoring and evaluation (M&E) data collection activities in the field, collaborating closely with local partners and stakeholders to ensure alignment and effectiveness.

Monitoring visits and coverage will be meticulously tracked, with a focus on conducting more frequent visits to priority sites. Monthly reports on the actual monitoring visits will be submitted to the Country Office, ensuring timely and accurate communication of findings.

Uphold ethical standards rigorously throughout all monitoring procedures and operations to guarantee compliance with established guidelines.

Provide support in coordinating technical assistance missions for the CO M&E team, evaluation teams, or other monitoring and evaluation initiatives.

Data analysis, the preparation of reports, and the application of evidence form the core responsibilities of this role. The position requires expertise in interpreting data, compiling comprehensive reports, and leveraging evidence-based insights to inform decision-making processes.

Verify, cleanse, analyze, interpret, and visualize monitoring data to align with the informational requirements of various audiences at the field office level.

Ensure that datasets are submitted to centralized databases maintained by the CO in a timely and accurate manner.

Prepare and submit post-deployment reports from field missions, utilizing a structured escalation framework to document and flag issues. Designate responsible focal points to initiate corrective actions, monitor progress, and ensure accountability for all follow-up measures.

Organize and facilitate meetings with WFP personnel and partner staff to evaluate monitoring outcomes and establish actionable steps.

Provide participants with prompt updates regarding the outcomes of actions implemented in response to monitoring results.

Conducts thorough reviews and assessments to ensure accuracy, compliance, and optimal performance across all evaluated areas.

Facilitate, where applicable, the gathering of data for reviews, research initiatives, and evaluation projects.

Oversee and administer operations to ensure alignment with organizational goals, policies, and regulatory standards. Direct and coordinate activities among teams, fostering collaboration and efficiency. Monitor performance metrics, address discrepancies, and implement corrective measures as needed. Develop and enforce operational procedures to maintain consistency and quality. Lead cross-functional initiatives, ensuring seamless integration of processes and resources. Report progress and challenges to senior leadership, providing data-driven insights and recommendations for improvement.

Oversee field office personnel, including enumerators and Team Project Managers, to ensure project objectives are met efficiently and accurately.

Assist the line manager with the development and monitoring of comprehensive budgets for evidence generation initiatives conducted at the field level.

Deliver accurate, up-to-date information in accordance with the CO’s requirements to facilitate the development and oversight of monitoring plans and budgets.

Supervise data collection efforts conducted by WFP staff or external partners to maintain accountability and accuracy. Perform systematic data quality assessments throughout the monitoring process, verifying that all data and reports are submitted promptly, fully documented, and meet high standards of reliability.

Assist in strengthening monitoring capabilities for enumerators, TPMs, partners, and government stakeholders by offering learning and development initiatives as well as facilitating information exchange.

Leveraging an understanding of the county context and the needs of the community, identify opportunities to enhance field monitoring processes and procedures, ensuring the efficient and effective execution of WFP programs.

Professional qualifications, essential skills, and relevant experiences necessary for consideration in this position include:

A background in Social Sciences, Monitoring and Evaluation (M&E), Project Management, Community Development, Development Studies, or Statistics is required.

A minimum of five years of progressively responsible professional experience is required, with at least one year dedicated to managing information systems, overseeing projects, conducting monitoring and evaluation, analyzing data, and preparing reports.

Proficient in applying both qualitative and quantitative methods, analysis, reporting, and dissemination, with a strong emphasis on interpreting findings and implementing recommendations.

Exceptional precision and meticulousness are critical to success in this role.

Proficient communication skills in both spoken and written English are essential for this role.

Able to maintain meticulous records, execute intricate work, and efficiently manage a substantial workload under strict time constraints with precision and accuracy.
