The M&E Associate plays a critical role in executing the Country Office M&E Strategy and M&E Action Plan at the field level. This position oversees all M&E activities within the field office, including organizing and managing data collection efforts, ensuring monitoring findings are reviewed with the field office and partners and escalated for action, submitting data for analysis, and disseminating results through appropriate channels to guide operational decisions and strategic adjustments. The Associate is responsible for producing and sharing monthly monitoring reports promptly. Frequent engagement with WFP participants and partners is a key aspect of this role. Reporting directly to the Head of Field Office and receiving technical guidance from the Head of M&E, the Associate will fulfill the following responsibilities:

Ensure the Field Office adheres to corporate Monitoring and Evaluation (M&E) standards by implementing all monitoring activities in alignment with standard operating procedures (SOPs), the Corporate Results Framework (CRF), and additional corporate monitoring guidance, while also enforcing data protection and privacy policies. Foster consistent collaboration with the CO M&E team to stay informed of new guidelines, updates, and receive necessary support.
Collaborate with the head of the field office and technical units to consistently assess and recognize evidence of needs.
Develop and sustain effective collaborations with WFP’s participants, local communities, partners, and, when relevant, third-party or outsourced monitoring entities.
Mainstream gender, equity, disability, protection, human rights, and related inclusion considerations into all monitoring and evaluation activities at the field office level as appropriate.

Develop monthly monitoring plans under the supervision of the CO, guaranteeing adherence to the established minimum monitoring standards for each office.
In collaboration with relevant partners, supply details regarding activity sites to the Commanding Officer (CO) to support the development of sampling plans.
Create prototypes for each office utilizing the corporate risk-based sampling framework.
You will spearhead data collection initiatives to track process and outcome metrics, encompassing distribution monitoring, implementation of activities, post-distribution evaluations, retail performance assessments, surveys, and qualitative research approaches—such as Key Informant Interviews and Focus Group Discussions—utilizing standardized questionnaires and discussion guides provided by the CO.
Facilitate the establishment of remote monitoring systems tailored to the operational needs of field offices.
Assist in developing questionnaires, question guides, and data analysis plans tailored to the information requirements of specific fields of inquiry.
Collaborate with local partners and stakeholders to oversee the execution of all Monitoring & Evaluation (M&E) data collection initiatives in the field.
Monitor irregular monitoring visits and assess coverage, prioritizing sites for more frequent assessments. Submit detailed reports on completed monitoring visits to the Country Office on a monthly basis.
Adhere rigorously to established ethical standards throughout all monitoring procedures.
Provide support in the coordination of technical assistance missions originating from the CO M&E team, evaluation teams, or other Age-related initiatives.

Ensure that all data collection activities carried out by WFP staff or external partners are properly supervised. Implement routine data quality assessments throughout the monitoring process to verify that all data and reports are delivered promptly, in full, and meet high standards of accuracy and reliability.
Assist in strengthening monitoring capabilities among enumerators, TPMs, partners, and government stakeholders by offering targeted learning initiatives and facilitating information exchange.
Leveraging deep familiarity with the county context and community needs, identify opportunities to enhance field monitoring processes and procedures to ensure the efficient and effective execution of WFP programs.
Required qualifications, skills, and experience for consideration in this role include a bachelor’s degree in a relevant field or equivalent practical experience. Candidates must possess at least three years of professional experience in a similar position, with proficiency in industry-standard software and tools. Strong analytical and problem-solving abilities are essential, along with excellent communication and teamwork skills. Familiarity with project management methodologies and a track record of delivering measurable results are also required.
A master’s or bachelor’s degree in Social Sciences, Monitoring and Evaluation (M&E), Project Management, Community Development, Development Studies, or Statistics is required.
A minimum of five years of progressively responsible professional experience is required, with at least one year dedicated to information systems management, project monitoring and evaluation, data collection, analysis, and report preparation.
Proficiency in both qualitative and quantitative methodologies, including data analysis, reporting, and the dissemination of findings and recommendations, along with diligent follow-up to ensure effective implementation.
