Project Summary
The ARABLE – Promoting Sustainable Agriculture and Blue Economy in Kenya project is a 36-month program implemented across four sub-counties (Galle, Tana Delta, Msambweni, and Lunga) in Kale and Tana River counties, Kenya. Led by Action Against Hunger (ACF), the initiative is executed by a consortium of partners with deep expertise in resilient agricultural systems and blue economy strategies, in partnership with the European Committee for Training and Agriculture (CEA), WARP, and the Polytechnic di Milano. The project maintains a strong collaboration with the Ministry of Agriculture and the Ministry of Health to uphold institutional sustainability and ensure lasting impact.
The initiative focuses on bolstering food security, enhancing income levels, and strengthening resilience against food crises through a cohesive, climate-smart, and gender-responsive framework. By addressing challenges like diminished productivity, excessive post-harvest waste, and restricted economic opportunities for women, it equips farmers and fishermen with essential tools, technologies, and expertise to diversify their livelihoods and boost earnings while safeguarding natural ecosystems.
To accomplish these objectives, the project will implement a series of strategic initiatives spanning three primary areas of focus:
Enhance access to essential products and services for small-scale farmers and artisanal fishermen, enabling them to adopt climate-resilient production and fishing systems alongside sustainable community practices, while safeguarding ecosystems from degradation.
Expand rural and coastal communities—including farmers and fishermen—access to technical expertise, financial resources, infrastructure, and educational insights, enabling them to sustainably optimize supply chains, enhance the value of food production, and ultimately boost and diversify household income.
Through targeted community engagement initiatives, we aim to raise awareness of nutritional needs, particularly among vulnerable populations like women and children, to enhance access to and consumption of a variety of nutritious foods.
The Project Officer will undertake a range of duties and responsibilities, including project planning, coordination, and implementation to ensure successful delivery within specified timelines and budgets. Responsibilities encompass managing stakeholder relationships, facilitating communication between teams, and monitoring progress against key performance indicators. The role requires meticulous documentation, regular reporting, and adherence to compliance standards. Additionally, the Project Officer will identify risks, propose mitigation strategies, and contribute to continuous improvement initiatives to enhance project outcomes. Strong organizational skills, attention to detail, and the ability to work collaboratively are essential for this position.
The Project Officer will assist CEA in coordinating and executing all project activities in partnership with project personnel and stakeholders. This role entails ensuring that all initiatives adhere to the approved work plan by meticulously monitoring and documenting project indicators. The Project Officer will spearhead and oversee the proper implementation of the “Dark-blue” project, encompassing both the fisheries and beekeeping components, thereby directly advancing its strategic goals.
Oversee and execute a comprehensive range of duties and tasks, ensuring alignment with organizational objectives and operational standards. This role involves managing key responsibilities that contribute directly to team productivity and project success, along with the fulfillment of specific requirements to maintain efficiency and effectiveness. In addition to core duties, the position demands adherence to established protocols, continuous performance monitoring, and proactive problem-solving to address challenges as they arise. Collaboration with stakeholders and adherence to deadlines are essential to achieving measurable outcomes and sustaining long-term business growth.
The role requires adept coordination, meticulous planning, and seamless implementation of projects to ensure objectives are met efficiently and effectively.
Collaborate effectively with the Project Manager to monitor progress and prepare accurate activity tracking and reporting.
Develop, coordinate, and submit comprehensive annual, quarterly, and monthly work plans to the Project Manager, encompassing budget forecasts, travel plans, and other essential components.
Coordinate daily operational tasks associated with field activities, engaging with targeted participant groups, local authorities, and other pertinent stakeholders operating at the field level.
Monitor progress of activities in alignment with approved work plans and engage with the Project Manager to discuss any necessary modifications to activity design or implementation.
The role involves planning and managing assessments to facilitate data collection, as well as conducting data analysis and compiling comprehensive reports.
Daily monitoring and assessment of all fieldwork activities are required to ensure adherence to established standards and protocols.
Responsible for managing the logistics and coordination of field activities, encompassing missions assigned by regional support staff.
Facilitate weekly internal coordination meetings with both regional support staff and field staff to strategize upcoming initiatives, evaluate challenges and successes, and disseminate key learnings.
Responsible for maintaining, tracking, and submitting all implementation and reporting documents to the Project Manager, such as Cash Requests for field activities, Terms of Reference (Tors) for missions, Daily Allowances forms, and narrative reports.
Please submit to the Project Manager all supporting documentation related to the previous month’s expenses, such as attendance lists, transport allowance sheets, narrative reports, and activity photographs.
The incumbent will be responsible for overseeing performance metrics, compiling data, and generating reports to ensure transparency and accountability within the organization. This role involves tracking key indicators, analyzing trends, and documenting findings to support decision-making processes. Proficiency in data analysis tools and strong attention to detail are essential for maintaining accurate records and delivering timely insights to stakeholders.
Provide assistance to the Project Manager in overseeing project operations and delivering consistent updates on progress, including daily supervision of project activities, and other reporting requirements as needed.
Compose and promptly deliver monthly progress reports to the Project Manager without delay.
Ensure consistent, high-quality data collection and submission by evaluating the integrity of incoming data, identifying any discrepancies, and promptly reporting findings to the project team for resolution.
Offer constructive feedback to the Project Manager regarding challenges encountered by CEA staff and recommend viable solutions.
Conduct operational and control tasks for project activities, which may involve performing field visits to address specific monitoring and evaluation requirements as needed.
Implements and adheres to the project’s M&E Standard Operating Procedures with diligence, ensuring all relevant M&E tools are updated through systematic field data collection and effective coordination with partners.
Provide assistance to the Project Manager and facilitate seamless collaboration among the field team to execute data collection, statistical analysis, and reporting tasks efficiently.
Responsible for gathering and systematically organizing all project Means of Verification for archival purposes.
Responsible for systematically managing the online soft archive, ensuring it is organized in accordance with project outputs and outcomes, as well as the Means of Verification and field documentation.
Maintains a systematically organized and current file containing beneficiary lists for each activity and submits an updated beneficiary list to the Project Manager on a quarterly basis.
Collaborate closely with the Project Manager to finalize the Quarterly/Annual monthly tracking tool in a timely and efficient manner.
Compile and record lessons learned, success stories, case studies, and best practices to facilitate organizational knowledge sharing and donor reporting.
Collaborate closely with and supervise the Beekeeping Experts in Kale and Tana River to guarantee the efficient and prompt execution of the beekeeping component activities in alignment with established project objectives and work plans.
To ensure the successful and streamlined execution of all Fisheries Component activities, the role involves organizing and coordinating training sessions, supervising consultants, and reviewing their deliverables. Additionally, the position requires monitoring the performance of Beach Management Units (BMus), collecting and analyzing project data, and preparing technical and progress reports.
Provide expert guidance and troubleshooting support to resolve complex technical issues across various systems and applications. Collaborate with cross-functional teams to diagnose problems, implement effective solutions, and ensure minimal downtime for end-users. Maintain detailed documentation of incidents, resolutions, and recurring issues to enhance future troubleshooting efforts. Stay current with emerging technologies, industry best practices, and product updates to deliver proactive and informed assistance. Respond promptly to service requests while prioritizing critical issues to maintain operational efficiency and user satisfaction.
Supports and facilitates the coordination of CEA Beekeeping Experts in Kale and Tana River, encompassing tasks such as organizing training sessions, conducting data collection, and preparing surveys.
Oversee the performance of pertinent consultants throughout training activities and ensure the smooth execution of training events.
Devise and implement highly effective strategies and concepts to ensure sustained, long-term strategic impact.
Synergies
Engage with local authorities and relevant stakeholders on behalf of CEA as needed, participating in conferences, roundtables, and other pertinent forums related to the project.
Facilitate cohesive alignment of all project components with stakeholders, including project partners, local governmental entities, and the international community in Kenya.
Identify synergistic initiatives and foster collaborative contributions from diverse stakeholders to enhance project value and amplify overall impact.
Performs various duties aligned with the position’s requirements and technical competencies, as instructed by the Project Manager or Regional Coordinator.
Requirements
A bachelor’s degree in Agriculture, Agribusiness, Aquaculture, Environmental Science, Natural Resource Management, Rural Development, or an equivalent field is required.
A minimum of three years of hands-on experience in executing projects focused on agriculture, the blue economy, climate resilience, or livelihoods is essential. Possession of a Master’s degree in a related field will further strengthen your candidacy.
Possesses advanced proficiency in English, encompassing both written and verbal communication skills, ensuring the ability to convey complex ideas with clarity and precision.
Proficient in Project Cycle Management (PCM), encompassing a comprehensive understanding of all project phases.
Proficient in utilizing the entire Microsoft Office suite with a high degree of skill and efficiency.
Demonstrates exceptional precision and a steadfast commitment to meticulous work, ensuring consistent and accurate performance in all tasks.
Proven expertise in problem resolution, demonstrated through the capacity to discern key challenges and implement efficient solutions.

Relevant professional experience with either the Certified Education Financial Advisor (CEA) credential or the Accredited Investment and Credit Specialist (AIDS) designation is highly advantageous.
