Job Purpose

The Chief Executive Officer reports to the Board of Directors, ensuring the Agency’s strategic objectives are executed and resources are effectively managed while providing visionary leadership to fulfill its mission. Additionally, the Chief Executive Officer serves as the Accounting and Authorized Officer, overseeing the enforcement of Board decisions and the daily operations and administrative functions of the Agency.

The role involves overseeing the development, upkeep, and administration of the national public water infrastructure within the designated operational area.

As the water service provider, you will manage and operate the waterworks while maintaining water service provision until the responsibility for these operations is formally transferred to the county government, a county authority, or another designated water services provider operating within the jurisdiction or service area where the waterworks is situated.

With leadership responsibilities, this position will ensure the delivery of reserve capacity for water services, as outlined in section 103, until the Regulatory Board directs the transfer of water services functions from a non-compliant provider to an alternate licensee.

Coordinating the delivery of technical services and capacity-building initiatives for county governments and water service providers within its designated jurisdiction as may be requested.

The Cabinet Secretary receives specialized technical assistance to effectively execute duties mandated by the Constitution and relevant legislation.

To uphold operational efficiency and maintain strict discipline among all staff members of the Agency.

Providing leadership and managerial guidance to oversee the Board’s primary responsibilities and operational functions.

Provides comprehensive leadership and direction for all TWA initiatives, overseeing daily operations to ensure seamless functionality and optimal efficiency across the organization.

Person Specifications

An individual seeking appointment to this position must meet the following qualifications:

Requires a minimum of fifteen years of cumulative professional experience, with at least five years served in a Director-level role or equivalent capacity.

A recognized institution must confer a Bachelor’s Degree in Engineering (Civil, Water, or Environmental) or an equivalent qualification.

A master’s degree in Civil, Water, or Environmental Engineering, Project Management, Business and Strategic Management, or an equivalent qualification from a recognized institution is required.

Registration with the Engineers Board of Kenya (ELK) as a Professional Engineer is mandatory.

Membership in an appropriate professional organization, with current and compliant status, is required.

Earn a Leadership certificate from a reputable institution, completed over a minimum duration of four weeks.

A valid and current practicing certificate, where applicable, is required.

Proficient in utilizing a variety of computer applications with expertise in their operation and functionality.

Demonstrates exceptional managerial and professional proficiency, as evidenced by consistently high work performance and measurable achievements.

Ensure full compliance with the provisions outlined in Chapter Six of the Constitution.
