POSITION SUMMARY:
HIS Kenya is seeking a Resettlement Specialist to advance the department’s objectives of advancing resettlement as a sustainable solution for the most vulnerable refugee populations. This role entails evaluating resettlement needs assessments and Referral and Resettlement Forms (RRFs) to ensure compliance with submission targets established by the Office. Additionally, the Specialist will provide strategic leadership, specialized guidance, and expert counsel on intricate refugee and resettlement matters—including legal considerations—to the Resettlement team. The position also requires the timely preparation, review, and submission of comprehensive reports for both country-level and headquarters stakeholders, as well as donor entities.
ESSENTIAL FUNCTIONS:
Build and nurture strategic partnerships with local organizations, stakeholders, and communities to uphold HIS’s reputation for professional excellence and high-quality service delivery among all parties.
You will lead and support the resettlement program staff in executing performance and development initiatives in a timely manner, encompassing performance appraisals and corrective measures as needed.
Each month, conduct thorough reviews of the team’s Resettlement Referral Forms (RRFs) to ensure procedural compliance and maintain high-quality standards before submission to the Third Country Solutions team, with a requirement to review and submit 30 individual forms.
Ensure all BID’s and Bias prepared by associates comply with established standards prior to their submission to the BID panel for review.
Facilitate participation in cross-functional theme group sessions with diverse stakeholders, ensuring comprehensive reporting of key insights and outcomes.
Preparing and overseeing a budget for resettlement initiatives, as well as tracking expenditures, will be part of your responsibilities.
Facilitate and engage in training initiatives focused on resettlement and anti-fraud protocols, encompassing tasks such as developing training materials and conducting comprehensive research.
Serve as the primary point of contact and lead for the resettlement project, overseeing its overall coordination and execution.
Assist in creating, refining, and overseeing HIS standard operating procedures, policies, and guidelines related to resettlement and fraud prevention efforts.
Engage collaboratively in evaluating resettlement requirements, developing a comprehensive strategy and budget, and meticulously tracking expenditures to ensure accountability and efficiency.
Maintain precise resettlement statistics and ensure current documentation of individual cases; support the compilation of reports, and conduct thorough reviews of the prepared materials.
Oversee resettlement operations to verify alignment with established targets, uphold transparency standards, and streamline case submissions while maintaining effective communication and follow-up with resettlement countries and essential stakeholders.
Prepare and submit reports, as required, to the Program Director or their authorized representative, detailing precise submission figures and any challenges encountered in the designated format.
Deliver prompt and precise feedback and information to HIS resettlement partners and stakeholders.
Carry out additional tasks and responsibilities as assigned, ensuring adaptability and flexibility in meeting operational needs.
QUALIFICATIONS AND REQUIREMENTS:

Preferred candidates should possess a strong understanding of the international legal frameworks that govern refugees and human rights law.
Proven ability to draft and evaluate Requests for Reimbursement Forms (RRFs) is required.
Professionals with a proven track record in refugee resettlement are sought, particularly those skilled in executing comprehensive resettlement assessments and preparing meticulous submissions.
Exceptional proficiency in both written and verbal communication is required.
Proven capability in engaging effectively with refugee communities, coupled with exceptional interpersonal aptitude and diplomatic acumen, is required.
Proficiency in Accountability to Affected Populations is required, encompassing the ability to uphold ethical standards, ensure humanitarian principles, and prioritize the safety and dignity of individuals impacted by crises. This expertise involves adhering to established guidelines, implementing protective measures, and fostering accountability throughout operational processes to effectively address the needs of vulnerable communities.
