Reporting to the Director of Primary Health Care via the Head of Division for Primary Health Care Networks, this position is accountable for the oversight and coordination of activities within the specified division.
Background
Kenya’s dedication to fulfilling Universal Health Coverage (UHC) stems from the constitutional guarantee of “the right to the highest attainable standard of health,” further reinforced by ongoing national health strategies and reforms designed to guarantee fair, high-quality, and cost-effective healthcare access for every individual.
UHC aims to guarantee that all individuals in Kenya have equitable access to essential, high-quality healthcare services, irrespective of their socioeconomic background, thereby ensuring inclusion for every segment of the population. At the heart of this initiative lies Primary Health Care (PHC), which serves as the foundational pillar of the strategy, functioning as the initial point of interaction between people and the healthcare system while acting as a vital mechanism for delivering essential services throughout all stages of life.
The Kenya Primary Health Care Strategic Framework 2019–2024 and the Primary Care Networks (PCN) Guidelines 2021 have played a pivotal role in advancing this initiative by facilitating the restructuring of service delivery, reinforcing community and primary-level systems, and enhancing referral linkages.
The Ministry of Health has implemented a range of health reforms—such as digital health initiatives, health financing mechanisms (including social health insurance and facility improvement financing), and the Primary Health Care (PHC) Act—to advance Universal Health Coverage (UHC). Key accomplishments encompass the scaled-up deployment of well-equipped and digitally empowered community health promoters, improved access to essential services through multidisciplinary PHC teams, the expansion of integrated service delivery models, and strengthened coordination across Kenya Essential Package for Health (KEPT) care levels as part of broader sector-wide reforms.
To deliver expert technical guidance and solutions, this consultancy aims to enhance system performance and resolve complex IT challenges efficiently. By diagnosing issues, providing actionable recommendations, and implementing tailored strategies, the role ensures minimal downtime and optimal functionality for clients’ technological infrastructure. Strong analytical skills, proficiency in troubleshooting, and a deep understanding of hardware, software, and network systems are essential, along with excellent communication abilities to convey technical concepts clearly to non-technical stakeholders. Additionally, the position requires adherence to best practices in cybersecurity and a commitment to continuous learning to stay updated with evolving technologies.
The objective of this technical support consultancy is to deliver timely and strategic guidance to Kenya’s Ministry of Health, Directorate of Primary Health Care, in the development of the Kenya Primary Health Care Strategic Framework for 2027–2032, which will build upon the recently completed framework for 2019–2024. Drawing on the insights and recommendations from the End-Term Review (ETR) of the 2019–2024 framework, the consultancy will facilitate the formulation of strategic directions, key priorities, and operational arrangements for the 2027–2032 period. Critical components of this assignment involve examining relevant policies, strategies, guidelines, and plans, as well as consolidating lessons learned from the ETR.
Conducting consultations and validation with stakeholders, refining priority interventions and the results’ framework, and developing the new Primary Health Care Strategic Framework.
The Ministry of Health (MOH) intends to establish a collaborative and evidence-based approach to craft the 2027–2032 framework, incorporating insights from the End-Term Review while leveraging both primary and secondary data sources. This effort will engage a diverse range of stakeholders, facilitated through an appointed steering committee, a technical working group, and structured consultations conducted at both national and county levels. The initiative will remain adaptable to the dynamic health environment across national and county jurisdictions, accounting for continuous public sector and health sector reforms. Furthermore, it will distill critical accomplishments, unresolved challenges, and key lessons learned into clear, actionable priorities for the upcoming strategic period.
Oversee and execute essential tasks and obligations, ensuring adherence to established protocols and standards. Perform a range of critical functions integral to the role, maintaining high levels of efficiency and accuracy. Address key objectives through methodical planning and systematic execution, contributing to the overall success of the team or organization.
Spearhead the design and execution of the Kenya Primary Health Care Strategic Framework for 2027–2032, developing a comprehensive inception report that outlines a rigorous methodology, guarantees alignment with national health policies, and fosters meaningful engagement with stakeholders across national and county levels.
Conduct comprehensive desk reviews and evidence synthesis to inform the development of evidence-based strategic objectives for Primary Health Care, aimed at delivering scalable, innovative, and responsive interventions or programs tailored to Kenya’s evolving population health requirements.
To promote accountability and facilitate tangible advancements toward Universal Health Coverage and the Sustainable Development Goals, implement results-based management principles by defining precise indicators, establishing measurable targets, and deploying robust monitoring mechanisms.
To foster a human rights-centered strategic framework, prioritize inclusivity, equity, and targeted support for vulnerable and marginalized groups—such as rural communities, pastoralists, persons with disabilities, refugees, and the urban poor—while ensuring full alignment with Kenya’s established development blueprints and medium-term plans.
Facilitate collaborative planning initiatives and engage key stakeholders, including the Ministry of Health, its various divisions, directorates, and programs, the Council of Governors, county representatives, development partners, and local communities, to cultivate shared ownership and guide strategic priorities and directions.
You will design and execute capacity-building programs that analyze problems, prioritize solutions, and track outcomes, encompassing training programs, interactive workshops, and knowledge-sharing initiatives to enhance stakeholder engagement and comprehension.
Prepare and deliver strategic documents and presentations of the highest caliber, distilling essential insights and actionable recommendations while refining deliverables based on stakeholder input to uphold relevance and foster alignment.
Execute strategic planning initiatives and program development tasks, as directed by the Director for Primary Health Care or their authorized representative, while maintaining alignment with evolving and context-specific priorities.
Collaborate with the Ministry’s Planning unit to develop cost estimates for the strategic framework.
Proven expertise in the relevant field is required, along with a minimum of three years of hands-on experience in a comparable role. The ideal candidate will possess strong analytical skills, exceptional attention to detail, and the ability to manage multiple priorities effectively. Excellent communication and organizational abilities are essential, as well as proficiency in industry-standard software and tools. A commitment to continuous learning and adaptability to evolving business needs is also expected.
A qualified candidate must possess an advanced university degree in a relevant discipline, such as public health, medicine, public policy, health economics, or a closely related field.
A minimum of a decade of progressive, practical expertise in crafting national health policies and strategic plans within Kenya or comparable environments is essential.
A proven track record and specialized proficiency in evidence synthesis are advantageous.
Demonstrates extensive experience collaborating with Kenya’s Ministry of Health in comparable initiatives.
Demonstrated proficiency in composing and refining strategic and policy-related documentation is required.
Demonstrated success in fostering collaborative relationships with stakeholders and implementing inclusive, participatory strategies.
Proven ability to convey complex technical information in a clear, articulate manner, ensuring effective communication across diverse audiences.
Proficiency in both spoken and written English and Kiswahili is essential.
