The County Assembly is tasked with representing the interests of constituents at the Ward level and advocating for special interest groups within the County Assembly framework. It exercises legislative authority by drafting and passing Bills, which, upon approval by the Governor, become law. Additionally, the Assembly conducts oversight over the County Government Executive and related bodies, ensuring scrutiny of appointments, plans, policies, budgets, and expenditures.
Strategic Objectives
– To enhance the knowledge and expertise of Members of the County Assembly (MCAS) and staff, fostering effective representation, transparency, and accountability.
– To strengthen the Assembly’s capacity to represent constituents through strategic partnerships and stakeholder engagements, promoting sustainable development.
– To improve legislative, administrative, and infrastructural support services, enabling MCAS to fulfill their legislative and oversight roles efficiently for optimal public resource utilization.
– To develop robust institutional capacity to deliver high-quality, efficient, and responsive services to stakeholders while addressing emerging challenges.
– To secure sufficient financial resources to meet both capital and operational expenditures of the Assembly.
