Role Purpose

The In-Country Coordinator plays a pivotal role in delivering strategic, technical, and coordination assistance to strengthen national engagement in the FCLP and drive the execution of country-specific priorities pertaining to forests, climate, and biodiversity.

The position encompasses responsibilities centered around strategic planning and operational execution to drive organizational objectives. We assist in executing Country Packages and associated programs, ensuring alignment with strategic objectives and timely delivery. Our role involves collaborating with cross-functional teams to streamline processes, address challenges, and drive consistent results across implementations. Additionally, we monitor progress, evaluate outcomes, and provide recommendations to enhance effectiveness and scalability of these initiatives.

Ensuring strategic alignment between national priorities and the key focus areas of the FCLP, in accordance with the specific context and objectives of each nation.

Provide assistance in facilitating access to financial resources and cultivating strategic partnerships.

Functions / Key Results Expected

Under the guidance of the Deputy Program Director and in collaboration with each country’s Sherpas, the In-Country Coordinator will offer specialized technical, coordination, and facilitation services to strengthen the countries’ engagement in the FCLP. Key responsibilities include the following duties:

The position involves overseeing collaborative efforts and ensuring accurate dissemination of information. Key responsibilities include managing interdepartmental communications and preparing comprehensive reports to track progress and outcomes. Proficiency in multitasking and attention to detail are essential for success in this role.

Spearhead the formulation, periodic revision, and ongoing evaluation of the nation’s annual Foreign Currency Lending Program (FCLP) strategic plan.

Facilitate continuous communication and collaboration between national and international stakeholders to ensure alignment and synergy in initiatives.

Deliver regular updates, reports, and briefing materials

Assist in the orchestration and execution of significant events and pivotal political engagements.

Craft comprehensive annual reports analyzing countries’ involvement in the Foreign Commercial Loan Program (FCLP).

Facilitates governance processes and actively engages with national stakeholders to ensure alignment with strategic objectives. Responsible for developing and implementing governance frameworks, policies, and procedures to enhance operational efficiency and compliance. Collaborates with senior leadership and external partners to drive national initiatives, fostering transparency and accountability. Monitors regulatory developments and assesses their impact on organizational policies, recommending necessary adjustments. Ensures adherence to governance standards and promotes best practices across the organization.

Facilitate government involvement in FCLP governance structures, including participation on the Steering Committee and attendance at key meetings.

Drive engagement in key FCLP thematic priorities—including integrated fire management, sustainable wood production, and resilient supply chains—to foster alignment with strategic objectives.

Explore potential avenues for execution and collaborative alliances.

Facilitate coordination, as needed by each country, between relevant national institutions, private-sector entities, and FCLP partners, where such collaboration aligns with their interests.

Collaborate effectively with various ministries and national stakeholders to ensure cohesive input integration.

Prepare succinct briefing documents, concise talking points, and clear summaries.

Deliver sustained and strategic engagement at the national level, informed by thorough research and analysis.

Country Packages/National Action Strategies are meticulously developed comprehensive frameworks that support the implementation of sustainable development initiatives. These tailored programs are designed to address specific national priorities, ensuring alignment with global goals while fostering local ownership and accountability. Each strategy integrates cross-sectoral collaboration, stakeholder engagement, and evidence-based policymaking to drive measurable impact. Key responsibilities include coordinating with government entities, civil society organizations, and international partners to facilitate policy coherence and resource mobilization. The role demands a strong background in development studies, project management expertise, and proficiency in monitoring and evaluation to assess progress and adapt strategies as needed.

Assist in the creation and execution of Country Packages and other country-specific initiatives as part of national action plans.

Assist in the planning and execution of meetings, dialogues, and other activities under the National Action initiative.

The role involves fostering collaboration across national stakeholders, partner organizations, and the FCLP Secretariat to ensure cohesive and effective communication and operational alignment.

Align Country Packages and other FCLP initiatives to align with national strategic frameworks, including Nationally Determined Contributions (NDCs) and National Biodiversity Strategies and Action Plans (NBS APs).

Assist in the development and maintenance of investment pipelines, as well as facilitate political engagement initiatives.

Facilitate the exchange of expertise and foster engagement within the Country Packages International Working Group.

IPs and LCs, and Land Tenure

Assist with the execution of the International Land Tenure Commitment (ITC), where applicable.

Engage collaboratively with Indigenous Peoples and Local Communities to foster meaningful partnerships.

Enhance the coordination, monitoring, and reporting mechanisms associated with the participation of Indigenous Peoples (IPs) and Local Communities (LCs) in Forest Conservation and Land Protection (FCLP) initiatives or projects.

The position involves managing financial operations and carbon market transactions. Responsibilities include analyzing market trends, assessing carbon credit valuations, and executing trades. Candidates must possess a strong background in finance, with expertise in carbon pricing mechanisms and regulatory frameworks. The role requires proficiency in financial modeling, risk assessment, and strategic decision-making. Effective communication skills are essential for collaborating with stakeholders and reporting performance metrics. A degree in finance, economics, or a related field is required, along with relevant certifications such as CFA or CPA preferred. Experience in sustainable finance or carbon accounting is a significant advantage.

Facilitate the expansion of national participation in carbon markets and climate finance programs under the FCLP framework.

Collaborate with private sector entities, donors, and financial institutions to ensure seamless coordination and alignment of efforts.

Performing comprehensive national-level assessments of pertinent frameworks, such as Article 6 and voluntary market mechanisms, as required.

This plan establishes well-defined priorities, sets achievable timelines, and ensures seamless delivery across all pertinent workstreams.

National coordination and engagement in FCLP have been significantly enhanced through the establishment of robust coordination mechanisms across government institutions and partners, ensuring seamless and coherent participation in FCLP processes.

Country Packages, where applicable, undergo systematic development and advancement in accordance with mutually agreed milestones, ensuring enhanced alignment among national priorities, strategic partners, and available funding avenues.

FCLP engagement enhances the alignment of national strategies—such as NDCs and NBS APs—with international initiatives, partners, and platforms, thereby strengthening overall coherence and coordination.

Enhanced financial and partnership access involves greater mobilization of both technical and financial resources, achieved through strategic alignment with donors, private sector stakeholders, and relevant programs.

Ensures transparent and reliable reporting and communication by providing timely, high-quality updates, briefings, and reports to support informed decision-making and facilitate external stakeholder engagement.

Bachelor’s degree in a relevant discipline, such as computer science, engineering, or mathematics, or equivalent professional experience, is required. Master’s degree or higher in a specialized field is preferred. Additionally, candidates must possess at least five years of hands-on experience in a related role, with a proven track record of delivering successful projects. Strong analytical, problem-solving, and communication skills are essential, along with proficiency in industry-standard tools and methodologies. Certification in a pertinent area is advantageous.

Required

A bachelor’s degree in Administration, International Relations, Communications, Public Policy, Forestry, Forest Management, Natural Resource Management, Environmental Studies, Environmental Science, Ecology, Climate Change, Law, or a closely aligned discipline, combined with a minimum of seven years of pertinent professional experience, is required.

Holders of an advanced university qualification—such as a Master’s degree or equivalent—in forestry, environmental science, or climate-related disciplines, combined with a minimum of five years of pertinent professional experience, are invited to apply.

Proficiency in forest management, climate finance, carbon markets, or project management through additional training or certification is advantageous.
