Responsibilities
Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
Assists managers in the elaboration of resource requirements for budget submissions.
Supports the Programme Management Officers(s) in extracting information and generating expenditure, donor income and other relevant Grant/Project reports from computerized information system databases (Umoja); assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Programme Management Officer(s).
Researches/compiles data and other information required by the Programme Management Officer(s) in the review and analysis of relevant proposals. Undertakes research, consolidates data and provides support to Programme Management
Officer(s) with respect to budget reviews of relevant intergovernmental, donors and expert bodies.
Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
Assists Programme Management Officer(s) in preparation/finalization of budget performance submissions, reports and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures and also with donor approved budget/agreements.
Prepares pre-commitments and commitments, purchase orders, etc., in Umoja and review them to ensure that funds are available, and the correct account has been used.
Assists the Programme Management Officer(s) in the issuance of Grant budget/allotments (unreleased and released) and related staffing table authorizations.
Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued and Grant cash availability and compliance with donor agreements.
Assists in the financial backstopping of trust funds, including monitoring the status of donor voluntary contributions, generating expenditure reports from UMOJA and monitoring reporting requirements by donors.
Reviews outstanding commitments including advances and expenditure reporting by implementing partners and ensures payments/liquidation, service entry sheets are raised in time and close unused balances in a timely manner.
Support Programme Management Officer(s) in data cleansing and Grant closure processes.
Monitors integrity of various financial databases.
Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
Prepare request to UN-Habitat Budget Office on redeployment of funds and to WUF Coordinator on movement of funds
Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to extra budgetary programme/project budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with
United Nations policies and procedures and Donor Agreements.
Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
Maintain and keep up-to-date files.
Provides administrative support to the WUF Coordination Officer and/or Finance/Programme Management Officer(s), as required. May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
Assists with visualizations and updating information material such as web pages or brochures
Performs other related duties, as assigned.

Education
High school diploma or equivalent in accounting, finance and budget.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be
accepted in lieu of the GGST.
The GGST is administered to applicants when required before the administration of a written assessment and/or interview.
Work Experience
A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required.
Experience in the administration of extra budgetary, trust funds, Grants/projects is required.
Experience in working with an Enterprise Resource Planning (ERP) system such as SAP Umoja or other similar ERP systems is desirable.
Experience in Microsoft Excel and Word is desirable.
One (1) year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
