CARRASCO was officially registered under the Companies Act, Cap 486 of Kenya’s Laws, as evidenced by its Certificate of Incorporation Number C.128339 issued on September 14, 2006. The company was formed with the primary objective of delivering reliable clean water and sanitation services within its designated operational zone. Its Memorandum and Articles of Association have been updated in accordance with the Constitution of Kenya 2010, which recognizes water service provision as a devolved responsibility. Consequently, CARRASCO is now fully owned and governed by the County Government of Nakuru.
The company’s governance structure consists of a seven-member Board of Directors, comprising five competitively selected representatives of key stakeholders and two designated by the County Government of Nakuru. CARRASCO’s service coverage spans the entirety of Nakuru County, excluding the Nakuru and Natasha urban centers.
Day-to-day operations are overseen by a professional management team led by the Managing Director, supported by a well-defined organizational structure that ensures clear accountability at every level. The service area, which covers a population of 1.1 million people based on the 2009 Kenya Population and Housing Census, has been strategically divided into five administrative regions—Eastern, Northern, Central, Western, and Southern—each managed by a dedicated Area Manager. Currently, CARRASCO provides water services to a population of approximately 350,000 residents.
