The consultancy’s main goal is to oversee the qualitative data collection for the AIM Plus FY26 Baseline across all designated Area Programs, guaranteeing that data is gathered rigorously, ethically, and punctually before submission to the WVK National Office DEAL team for analysis. Additionally, responsibilities include training and supervising volunteers to conduct STAR assessments in schools, perform WASH facility evaluations in educational institutions and health centers, as well as assessing the role of faith leaders in promoting child wellbeing.
Scope of Work
The consultant will be responsible for executing the following duties:
Conduct comprehensive pre-field preparations to ensure all necessary arrangements are completed before deployment, maintaining adherence to project timelines and operational standards. Verify the availability of required equipment, supplies, and documentation, while coordinating with relevant stakeholders to confirm logistical arrangements. Assess potential risks and implement mitigation strategies to address any challenges that may arise during field activities. Additionally, ensure all team members are briefed on their roles, responsibilities, and safety protocols prior to departure.
Examine the AIM Plus Basic Information Sheet, qualitative assessment tools, and sector-specific Focus Group Discussion and Key Informant Interview guides prepared by the NOD MEAL team.
Acquaint yourself with endorsed Global Centre qualitative protocols and WOK-customized guides, such as those pertaining to Child Sponsorship, CBO, WASH, Health, Education (STAR Tangerine/IDEA), and Faith & Development indicators.
Note:
School WASH, health facility, and faith leaders’ Community-Wash Behavior assessments will utilize WV-designed Kobe tools, while reading proficiency assessments will be conducted using the STAR Tangerine tool.
Prior to commencing fieldwork, participate in an introductory briefing with the NOD MEAL team.

The position necessitates meticulous documentation and timely transmission of data, ensuring all information is accurately recorded and submitted according to established protocols. The consultant is responsible for gathering, documenting, and delivering unprocessed qualitative data to the WVK NOD MEAL team, which will perform the subsequent analysis. The following protocols govern data recording and submission.
Prior to recording any focus group discussions or key informant interviews, explicit consent or assent from participants must be secured, and all sessions must be audio-documented accordingly.
The consultant is responsible for conducting accurate verbatim transcriptions of all Focus Group Discussions (FGDs) and Key Informant Interviews (Kids). Each transcription must be finalized within 48 hours following the conclusion of the respective session.
Transcripts should explicitly identify the participant group for each session, such as Children Focus Group Discussion (FGD) ages 7–12, Adult FGD Female Caregivers, or Key Informant Interview (KIT) with a Health Facility In-charge. Additionally, the document must include the name of the AP, the date and location of the session, the names of the facilitator and note-taker, and the total number of participants.
Responses should be documented for each question, ensuring that every answer or recurring theme is explicitly linked to the corresponding discussion question. The transcript must adhere to the structured format of the FGD/KIT guide, with responses systematically arranged in question-by-question order.
For structured evaluations, the consultant is responsible for administering the STAR Tangerine reading proficiency tool to 50 Grade 3 students per administrative partner (AP), ensuring all individual responses per question are documented. Additionally, the consultant must complete WV-designed Kobe tools for school WASH assessments across 20 schools per AP, health facility assessments at all designated facilities, and faith leaders’ CWB assessments. Each Kobe submission should include the school, facility, or respondent identifier, AP designation, date, and assessor’s name. All Kobe data must be submitted to the NOD MEAL team in the specified format, as outlined during the orientation session.
Audio files and transcripts are required to be retained and submitted together, ensuring both are archived securely. All materials must be transmitted to the NOD MEAL team exclusively through WOK-approved secure digital channels that meet compliance standards.
Field notes documenting non-verbal signals, group interactions, and contextual factors are essential to complement audio recordings for every Focus Group Discussion and Key Informant Interview conducted.
AIM PLUS FY26 QUALITATIVE DATA COLLECTION: TERMS OF REFERENCE
All submitted data must adhere to WVK data protection protocols by ensuring identification, which excludes any participant names.
The consultant is not responsible for conducting qualitative data analysis. The NOD MEAL team will handle the thematic analysis and synthesis of all submitted transcripts and data.
World Vision Kenya will extend the following resources to the consultant:
Reviewed and authorized qualitative research instruments, including focus group discussion guides, key informant interview guides, and assessment tools, prior to their implementation in the field.
The NOD MEAL team will conduct an orientation and briefing to introduce the AIM Plus methodology, its associated tools, and the ethical requirements governing its implementation.
Introductory correspondence and facilitation of community engagement are coordinated through AP Managers and Cluster DEAL Officers.
Access to AP-level participant lists and sampling frames, including RC lists, caregiver rosters, and school/facility directories, is required.
Logistical support coordination, including field scheduling and AP-level contact management, requires consultants to incorporate transportation and accommodation expenses into their financial proposals.
A state-of-the-art digital platform ensures secure transmission and storage of academic transcripts and audio recordings.
As the designated NOD MEAL liaison, you will serve as the primary point of contact for day-to-day field coordination efforts and quality feedback initiatives.
Ethical Considerations and Safeguarding involve ensuring adherence to moral principles and protecting individuals’ rights and well-being throughout all activities. This encompasses rigorous compliance with legal standards, industry regulations, and internal policies to mitigate risks and prevent harm. Responsibilities include identifying potential ethical dilemmas, implementing preventive measures, and fostering a culture of integrity and accountability within the organization. Safeguarding efforts prioritize the prevention of abuse, exploitation, or neglect, while promoting transparency, fairness, and respect in all interactions.
The consultant must possess a valid ACOSTA research permit prior to commencing fieldwork or alternatively, conduct activities under WVK’s institutional permit as specified.
Before conducting any focus group discussions or interviews, written informed consent must be secured from all adult participants. For participants under the age of 18, consent must first be obtained from a parent or legal guardian, followed by the child’s assent, which should be documented using age-appropriate language and methods.
All child-focused group discussions must be held in environments that prioritize child safety, guided through approaches that are engaging and appropriate for children, and conducted without any form of pressure or suggestive questioning.
The consultant and all field assistants assigned to this project are required to review, sign, and strictly comply with WVK’s Child Protection and Safeguarding Protocol prior to the initiation of fieldwork.
Under the Do No Harm principle, any safeguarding concerns arising during data collection must be promptly reported to the designated WVK Safeguarding Focal Person.
All personally identifiable information must be processed strictly in line with WVK’s established data protection protocols. Under no circumstances should participant names be included in either transcripts or any submitted datasets.
Audio recordings and any accompanying photographs necessitate explicit, supplementary consent or assent prior to use, and their distribution—whether publicly or externally to WVK—is strictly prohibited without prior organizational authorization.
