    Specific tasks and responsibilities

    The consultants will be expected to deliver as follows:
    Provide technical inputs to ensure standardized data entry across all established systems.
    Develop tools and templates to organize project data collection, enhance team capacity in using these tools, and coordinate the conversion of ongoing project files into these standardized templates.
    Develop, refine, and maintain the Unit’s dashboards to track project processes, key performance indicators (KPIs), with a focus on finance, project development, project management, reporting, consultancy recruitment, and travel data.

    Qualifications/special skills

    Advanced university degree in one of the following fields is required: Engineering, Environmental Sciences, Environmental Management, Environmental Policy, Computer Sciences, Management or in a related field is required
    A first level degree with an additional one and a half years of qualifying experience may be accepted in lieu of an advanced university degree.
    Minimum two (2) years experience with Microsoft Power Platform tools – Power BI, Power Automate and Power Apps is required
    Advanced proficiency in Microsoft Office tools (Excel, Word, PowerPoint) is required.

  • Strategic Information (SI) Coordinator

    Program SI Portfolio coordination

    This is the program’s SI point of contact and coordinates the implementation of SI activities in all the supported facilities.
    Responsible for the development and implementation of the program’s SI work plan.
    Ensures that required metrics are in place to track performance of the program.
    Will collaborate closely with other technical program staff and key SI points of contact (PoCs) across supported health facilities to monitor and advance key SI priorities.

    Health Information Systems

    Provide technical support to facility staff and resolve EMRs and mobile application challenges in order to strengthen EMR utilization and migration to point of care.
    Supports the facility staff in the use of mobile applications in the facilities supported for patient case management. This entails working closely with the program managers on increasing the uptake of the different program EMR modules and monitoring progress.
    Engages with stakeholders from National HIS partners, MOH, and KDF on EMR and mobile applications to ensure adequate support for HIS.
    Strengthen the implementation of health information systems and provide support to program and facility users by troubleshooting ICT related problems, diagnosis and taking appropriate actions.
    Works with the National HIS partner to provide end user and systems support, troubleshooting and fixing system and data issues as well as facilitating data demand and information use.

    Capacity building

    Provide support to partners, program and facility staff in interpreting MER, program, and MOH indicators in data collection.
    Train and build capacity of the facility staff through on-job training and mentorship, transferring skills on data collection tools from PEPFAR, MHRP-IHPT, MOH, etc. and processes, registers, and any other custom tools developed by the program.
    Provide supportive supervision and mentorship in monitoring & evaluation and health information systems to supported facilities.

    Data Management

    Support execution of data collection of Monitoring, Evaluation and Reporting (MER) and non-MER indicators and entry in IMPACT and DC2 systems; and monitor the data in K/DHIS2 system. This entails working closely with the partners and facilities to meet data entry deadlines, cleaning data, working with program managers to review data and compile narratives, and troubleshooting any data irregularities. Liaise with the HJFMRI Senior SI Advisor to ensure all data is accurate.
    Develop and/or enhance the standard operating procedures (SOP) for data collection, entry, and cleaning in IMPACT, DHIS2, DC2 and DATIM data systems, storage back-up, Data Quality Assessment (DQA), Electronic Medical Record (EMR), and ensure compliance.
    Support the partners and facilities to ensure accurate and timely data entry into the DHIS2 system.
    Review and clean data entered in DATIM for accuracy on a quarterly basis ensuring that disaggregation is aligned to aggregate result and the program cascades.
    Ensure timely flow and transmission of data and other reports from the facilities to program and PEPFAR levels.
    Works in collaboration with the program quality staff to ensure that SI-related activities in the Site Improvement through Monitoring Systems (SIMS) are conducted. These include setting -up of the tablets, keeping the tablets up to date with the SIMS system, data entry in the system, and the use of SIMS findings to improve program implementation.

    Data Analysis and Dissemination

    Manage the analysis and presentation of data to ensure results are on track to meeting agency and partner-level annual Country Operation Plan (COP) targets. This includes working closely with the program staff to ensure they have the capacity and data to perform analysis enabling quick corrective actions or shifts in implementation strategies to meet targets. Lead the program staff in data analysis, triangulating data from all possible sources (i.e. EMR, IMPACT, DATIM, K/DHIS2, SIMS, DQA, CQI, HIV Estimates, Surveys etc.) and incorporate findings into a presentation or report and recommend program improvements. This involves working closely with the program managers and the Senior SI Advisor to align with the program priorities.
    Review, analyze and compile monthly, quarterly, semi-annual, and annual activity reports to comply with PEPFAR and MHRP-IHPT reporting requirements.
    Incorporate robust and innovative strategies to enhance program data utilization for implementation research, as well as in the development of scientific products such as conference abstracts and manuscripts for journal publications.

    Data Quality Assurance

    Coordinates the DQA process at the program level by executing regular DQAs for verification of data reported and systems assessments. Work closely with partners and facilities in executing DQAs in the supported facilities employing the DQA SOP and following guidelines.
    Collaborate with the CQI POC to ensure DQA findings are effectively integrated into CQI projects.
    Ensure that DQA findings are shared with all relevant partners, facilities and program staff and conduct follow-up to verify that corrective actions are implemented.
    Any other duty as assigned by the supervisor.

    Qualifications

    Education and Experience

    Bachelor’s degree in Statistics, Computer Science, Information and Communication Technology, Health Informatics, Health Records, Health Records and Information Management, Monitoring & Evaluation, or closely related degree from an accredited institution of learning. A master’s degree in Statistics, Computer Science, IT, Health Informatics or related field will be an added advantage.
    A minimum of 5 years of experience working with PEPFAR funded programs with experience working with PEPFAR data collection and reporting, data quality measures and data analysis.
    Experience in Kenya EMR is a MUST.

    Required Knowledge, Skills and Abilities 

    Strong working knowledge in MS Excel is a MUST.
    Must have working knowledge in DHIS2.
    Knowledge in MOH and PEPFAR program reporting tools, indicators, etc. is imperative.
    Demonstrated experience in managing large databases, data mining and analyzing data using R, STATA or any other statistical software.

    The Area Prolog Officer is a key member of DCA’s Turkana team. The Area ProLog Officer will supervise and provide support to the Kakuma-based ProLog Assistant, with technical support from the Country Office (CO) ProLog Officer based in Nairobi. 

    Key responsibilities:

    Procurement

    Ensure implementing partners and DCA staff in Turkana comply with DCA and donor procurement guidelines and policies.
    Ensure that DCA and implementing partners in Turkana have up-to-date procurement plans, revised quarterly.
    Maintain an accurate and up-to-date procurement tracker for the DCA-led projects in Turkana
    Launch, assess and ensure that tenders are awarded in a fair and open manner adhering to DCA and donor  procurement guidelines and polices. .
    Ensure that goods, services and works procured are of the right quality, in the right quantities, at the right price, delivered to the right place, at the right time (5 Rs).
    Inspect and ensure the quality of received goods, engaging technical experts where necessary. After receipt, ensure dispatch in an efficient and accountable manner.
    Review DCA and partner procurement documentation for completeness and accuracy, providing timely feedback to partners, finance, programmes and administration when required.
    Prepare, maintain and file all documents related to Operations for audit purposes (such as Purchase Request Forms; Request for Quotations; Comparative Bid Analysis; Purchase Orders, contracts and all Tender documents) electronically.
    Periodically conduct supplier performance evaluation of the services provided and include observations, challenges and suggested solutions in the report for future use/improvement of logistics related practices.
    Negotiate pricing and supply contracts for better deals
    Ensure quick, efficient and supportive services for projects is provided with communication/feedback regarding difficulties and concerns.
    Provide technical support and supervision to the Area ProLog Assistant

    Logistics

    Provide the required logistics support for project-related logistics.
    Ensure that all DCA vehicles and motorcycles are in an optimal operating condition and monitor performance standards of selected garages to ensure value for money repairs
    Ensure that DCA fleet is handled within DCA policies and that a comprehensive monthly fleet report is produced with an analysis of fuel consumption and general maintenance to ensure cost effectives of operations. Review and submit monthly fuel and repair cost reports with analysis that guides management decision-making.
    Ensure regular physical inventory checks are done of all assets and equipment, that appropriate storage conditions exist, and security of such items is ensured.
    Ensure the maintenance, management and functionality of all office equipment and assets including communication and IT items.
    Support the disposal of assets for DCA to ensure that proper procedures are followed and that disposals are conducted in a timely and transparent manner.
    Maintain and organise complete and accurate documentation and filing systems for all files (e-filing)
    Liaise with the CO ProLog Officer to arrange the required IT support services for DCA Turkana-based staff. 
    Support budget planning of programs and project proposals with regard to logistics requirements.

    Partner support

    Participate in ProLog assessments of new partners, and periodic re-assessments of existing partners in Turkana.
    Support partners with procurement processes when requested to do or when required according to the value of the procurement.
    Train and provide ongoing support to partners in project-related procurement processes, ensuring compliance with the relevant DCA and donor guidelines.
    Undertake partner support visits and spot checks on a regular basis to follow up on the quality of ProLog procedures.

    Security

    Support the Area Programme Manager and the CO ProLog Officer (Safety & Security Focal Point) to: 
    implement and updating logistics aspects of the area security plan to ensure resources and facilities are always ready for prevention/response and for either hibernation or evacuation.
    Monitor the security situation in DCA areas of operations and undertake risks assessments.
    Ensure the area security risk assessment and SoPs are updated and followed by staff.

    General

    Implement systems to improve transparency, ensuring adequate anti-fraud procedures are in place.
    Support the CO ProLog Officer in the implementation of the CO ‘Green Procurement Plan’. 
    Any other task assigned by supervisor.

    Required Education and Experience

    Bachelor’s degree in Logistics, Supply Chain Management, or any related field. Equivalent relevant professional experience is also accepted. 
    Minimum of four years professional experience in logistics, supply chain management, contract management, procurement or other relevant experience. 
    Possess a professional qualification in Purchasing and Supply Chain Management and a registered member of the CIPS/KISM as an added advantage.
    Experience supporting team members and partners, and confident in doing so in a proactive and positive way. Proven experience with training and mentoring.
    Prior experience working with (I)NGOs and international donors such as Danida, the EU, DG ECHO.  
    Excellent communication, interpersonal and team skills. Should have a good sense of humour.
    Good IT skills, including MS Office, Teams and procurement software systems (DCA uses ADMIND)

    Key Role:

    The Case Officer provide Inclusive Case management and oversees daily activities related to this.
    Conduct field to meet with persons of concern within the community and identify the most vulnerable people in need of internal and/or external services;
    Safely assess persons of concern to conduct internal referrals for rehabilitation, PSS, inclusive CM or external referrals to other specialized services;

    Conduct a holistic assessment of Persons (children, persons with disabilities, elderly and Single HH) identified by the project Staff and referrals from UNHCR and other partners in need of protection support.
    Organize the lists of identified supported persons, coming from community resource people, community structures and institutions, external referrals received and direct identification.
    Act as caseworker:
    Assess the basic and specific needs of the beneficiaries, their caregivers and their families, giving particular attention to any protection concerns.
    Develop a case management profile of the child/caregiver according to the situation and determine needs and goals, and intervention (Person-centered approach) in collaboration with the beneficiary, his/her caregiver/family and the project technical team.
    Develop an individual/familial case action plan according to the needs and limits of the project design
    Fill approved assessment forms and referral forms as needed
    Organize regular case follow-up and update case follow-up forms according to documentation guidelines
    Identify needs for referrals to other relevant stakeholders and monitor referrals conducted in coordination with the other project staff.
    Recognize emergency situations or situations that need immediate medical care or protection measures and react in consequence making efforts to ensure that beneficiaries receive the appropriate services.
    Discharge individuals according to agreed discharge criteria
    Coordinate an Inclusive case management plan including individual, treatment, and maintaining ongoing contact with relevant actors’ link to the child/caregiver’s needs based on the plan of action
    Link with different stakeholders in the community and participate in relevant coordination meetings in the settlement (in coordination with the project team)
    Manage and implement activities to prevent and respond to children violence and gender-based violence

    Responsibility 3: Contribute to HI project quality standards – 10%

    Support documentation and sharing of impact/success stories and best practices to promote
    Implementation of ICM services, Data entry and documentation of the cases in line with HI ICM standard operating procedures and guidelines such as CP / GBV minimum standards;
    Ensure cases are documented safely through mobile data and other data collection methodologies;
    Adhere to HI’s data protection and confidentiality protocols;
    Responsible for archiving case records and files with guidance from the Protection technical unit and MEAL team.
    Contribute to monthly, quarterly and annual technical reports on ICM / protection related progress , indicators and data.
    Produce weekly activity reports and contribute to the development of project reports using HI templates, reporting any specific problem that jeopardize the activities and suggest solutions.
    Prepare and submit monthly case report to the Project Supervisor and Project Manager
    Participate in the data collection and reporting process by ensuring tools are used correctly Participate in the project’s overall implementation and achieving objectives, anticipating any responsibilities assigned by the Project Manager and the Technical team.
    Ensure compliance with HI values, MHPSS/ Protection technical standards and Code of Conduct;
    Ensure PSEA and Child Safeguarding standards are upheld. Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies among the teams or other actors. Report any incident or act that causes any harm to beneficiary or to others
    Respect HI mandatory cross cutting approaches such as DGA , conflict sensitivity and protection mainstreaming principles

    YOUR PROFILE :

    Educational background and experience

    Bachelor’s degree in Social Work from a recognized institution
    At least three (3) years of experience as a social worker in the humanitarian and refugee context
    Prior experience with INGO working on CP or GBV is an added advantage
    Prior experience as a caseworker providing CP / GBV case management
    Prior experience on child protection and/or gender-based violence activities with NGOS
