    POSITION SUMMARY
    Based 70% in Dhobley, Somalia and 30% in Nairobi, Kenya, the HR Assistant will perform general HR support functions and assist the HR Team as directed. He/she will work with the HR Team to ensure efficient running of the day-to-day HR functions.
    SPECIFIC ROLES AND RESPONSIBILITIES

    Recruitment

    Working closely with the Heads of Departments (HoDs) and Recruitment Managers to determine staffing needs.
    Communicating with and responding to enquiries in relation to recruitment and on boarding of Staff.
    Leading the creation of recruitment plans for open positions.
    Providing administrative support to the HR Manager and other managers throughout the recruitment and job advertising process.
    Advertising vacancies on job websites, newspaper classifieds, with professional organizations and in other appropriate venues.
    Acting as liaison with advertising agencies.
    Screening incoming CVs and assessing them for relevant knowledge, skills, experience and aptitudes.
    Providing the longlists of qualified candidates to Recruiting Managers for shortlisting.
    Performing in-person and telephone interviews with candidates.
    Communicating employer information/benefits during screening process.
    Coordinating interviews with the Recruiting Managers, evaluating applicants by discussing job requirements and applicant qualifications; interviewing them on a consistent set of qualifications.
    Documenting interview summaries and hiring decisions.
    Performing reference/background checks for successful candidates.
    Sending job offer emails and answer queries about compensation and benefits.
    Following up with the related clerical aspects of employment, such as completing of health, employment and insurance forms, notifying the HoDs and Recruitment Managers of the new employee’s starting date etc.
    Organizing the induction programs/schedules for new employees.
    Ensuring all recruitment and on-boarding documents are managed and processed in a timely manner.
    Completing timely Recruitment Status Report Updates for review by the HR Manager and Recruitment Managers.
    Monitoring and applying HR recruiting best practices.
    Using Adeso policies and procedures and other relevant standards to guide the performance of the recruitment and on-boarding function.
    Staying current on the organizational structure, personnel policy, and labor laws regarding employment practices.

    Employee and Consultancy Contract Database Management

    Updating the employee and consultancy contract database on regular basis.
    Updating Line Managers of approaching contract end dates, probation dates, and performance review dates for employees and consultants under their supervision two (2) months in advance to enable them take appropriate actions.

    Employee Leave Management

    Notifying staff of their accrued/usage of leave days.
    Receiving Leave Request Forms from staff in order to confirm leave balances before approval by Line Managers.
    Updating the employee Leave Database on a regular basis.
    Filing employee Leave Request Forms in the appropriate physical files.
    Announcing/disseminating information on staff who are taking leave so as to let other departments know who their substitutes are while on leave.

    Payments

    Receiving approved invoices and time sheets from consultants, temporary and casual staff and volunteers for payment processing as per the set schedules, in accordance with the donors and Adeso’s rules and regulations.
    Updating the HR payments physical file on regular basis.

    Exit and Separation

    Notifying exiting staff of the Organization’s acceptance of resignation.
    Providing guidance on the exit and clearance process and documentation.
    Conducting interviews with employees during the exit process.
    Computing staff final dues for review and approval by the HR Manager.

    Records Management

    He/she will be the custodian of all personnel and consultancy physical files.
    Receiving, verifying and filing monthly employee time sheets.
    Updating time sheet trackers.
    Scanning and uploading documents to the available cloud platforms.
    Preparing HR files and other relevant documents for audits.

    Others

    Providing information and feedback on general HR queries from staff and external parties.
    Participating in employee performance management review meetings when necessary.
    Making new staff ID card requests from the vendor.
    Supporting and assisting in coordination of HR communication.
    Administrative tasks as instructed from time to time.

    Any other duties as may be assigned.

    SKILLS AND QUALIFICATIONS

    Diploma in HR, Business Management/Administration or equivalent;
    Eligibility to legally work in both Kenya and Somalia;
    At least one (1) years’ experience in HR or administration, preferably with an INGO;
    Substantial knowledge of HR administrative procedures and systems;
    Knowledge of Kenya and Somalia Labor Laws.
    Fluent spoken and written Somali language required;
    Experience with employee-benefits administration;
    Computer skills – MS Word, Excel and Outlook;

    Job Details
    Through the “promise renewed” commitment, and as part of efforts to strengthen organizational capacity to support quality education for all children, UNICEF has re-emphasized its focus on equity which is at the core of the 2018-2021 Strategic Plan. Guided by the Convention on the Rights of the Child, the Millennium Declaration and Education for All (EFA), UNICEF works to ensure the right of all children to education. One of the key outputs under Goal Area 2 “Every child learns” in the 2018-2021 Strategic Plan is “Countries have strengthened their education systems for gender-equitable learning outcomes” within which community participation in education is one of the five dimensions of an effective education system for learning outcomes.
    In order to support progress towards the achievement of this output, UNICEF designed the “Data Must Speak” (DMS) initiative and successfully submitted funding proposals to the Global Partnership for Education and to Hewlett Foundation for its implementation. The DMS initiative: i) provides direct field support and capacity building of Ministries of Education for the design and use of monitoring tools enhancing social accountability/community empowerment and equitable education systems/management; and ii) supports analysis, dissemination and use of data on the impact of community involvement on school resources and performance. Started in 2014, the initiative is, in 2018, jointly implemented by Headquarters’ (HQ) and Regional Offices’ education teams in eight countries (incl. Madagascar, Namibia and Zambia and soon to join Angola). There is an increased demand from Country Offices (COs) of the Eastern and Southern Africa Region (ESAR) to be part of it. While not all interested countries may join the initiative formally, reforms can be implemented to align the treatment they apply to data in alignment with DMS principles to ensure wider use and strengthened community participation. To meet the increase in demand, the additional support of a data specialist is required.
    Under the guidance of the Regional Education Advisor and direct supervision of the Education Specialist (RBM), the incumbent will be part of the Basic Education and Gender Equality unit of the UNICEF Eastern and Southern Africa Regional Office (ESARO). The incumbent will also work in close collaboration with the System Strengthening, Innovation, Data and Evidence for Results (SIDER) team at UNICEF Headquarters Education as well as other colleagues of the Basic Education and Gender Equality unit of ESARO and other UNICEF regional offices. She/he will have close collaboration with other sections of UNICEF ESARO, in particular the Communication for Development (C4D) unit, and with Country Offices, staff of other UN Agencies, and Government officials, multi-lateral and bi-lateral donors ensuring successful UNICEF education programme implementation in Eastern and Southern Africa.
    How can you make a difference?
    The Education Specialist will

    provide direct field support and capacity building for the design and use of monitoring tools enhancing social accountability/community empowerment and equitable education systems/management for the implementation of the DMS initiative in ESAR;
    monitor the implementation of DMS activities in participating countries to facilitate cross-pollination, South-to-South cooperation and alignment with UNICEF’s global and regional strategic priorities;
    support analysis of data on the impact of community involvement on school resources and performance and its communication/dissemination in a user-friendly manner; and
    serve as the technical regional focal point for the implementation of the recommendations of the formative evaluation of the DMS Initiative.

    Major duties and responsibilities
    Under the supervision of the Education Specialist (RBM) and with regular guidance from the Regional Education Adviser, the Education Specialist (DMS) will provide the following:
    1. Build capacity and provide support to CO education teams and Ministries of Education for the design and use of monitoring tools enhancing social accountability/community empowerment and equitable education systems/management for the implementation of the DMS initiative, focusing on the achievement of the following results:
     

    Capacity building of CO staff and Ministries of education for designing monitoring tools, such as district/school profile cards and education equity indices.
    Quality assurance of education indicators and data to be used in monitoring tools and related support to Education Management Information System (EMIS) strengthening
    Technical support in collaboration with the C4D regional and HQ section for an effective plan for the dissemination and use of the monitoring tools

     
    2. Monitor the implementation of DMS activities, focusing on the achievement of the following results:
     

    Effective and timely implementation of DMS in the participating countries
    Cross-pollination and South-to-South cooperation
    Support to alignment with UNICEF’s global and regional strategic priorities

     
    3. Support analysis of data on the impact of community involvement on school resources and performance and its communication/dissemination in a user-friendly manner:
     

    Support country-level analyses of available evidence on the impact of community/parental participation on school resources and performance, using EMIS and MICS data
    Technical assistance and capacity building of CO staff and Ministries of education in disseminating and applying the results in education and C4D programming and planning.

     
    4. Serve as the technical regional focal point for the formative evaluation of the DMS initiative, focusing on the achievement of the following result:
     

    Lessons learned from the DMS activities in ESAR countries are reported and used for knowledge exchange within ESAR and more globally for informing the next implementation phases of the DMS initiative.

    Job Description
    The Financial Manager has overall responsibility for supporting the finance functions for the country program. The Finance Manager responsibilities include internal control, accounting data base management, reconciliation and verification of payment, staff training, and management, budget and treasury and cash management functions.
    Key Responsibilities

    Internal Control

    Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements.
    As required establishes finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementation.
    Manages the finance staff activities and schedules to meet the financial reporting requirements and deadlines specified by New York and donors.
    Ensure that on a monthly basis balance sheet reconciliations are completed on a timely basis and those final reconciliations and trial balances are reviewed with the Sr. Finance Manager and Finance Controller.
    Closely monitors all financial activities, and keeps the Sr. Finance Manager advised of all situations which have the potential for a negative impact on internal controls or financial performance.
    Facilitates and co-ordinates external, internal, donor or government audits
    Oversees the protection of the country’s assets (cash, inventory, NEP) through the enforcement of internal control policies and procedures.
    Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.

    Treasury and Cash Flow Management

    Supervises all country office bank relations and bank account activities including negotiation of fees, interest and currency exchange rates.
    In compliance with IRC policy establishes country policies regarding cash holding limits, cash movements and foreign currency holdings.
    Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliation’s.
    Supervises the preparation of Cash Transfer Requests to New York and ensures that appropriate balances are maintained to facilitate grant implementation.
    Ensures the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses.
    Supervises the collection of contractual and other receivables.

    Budgets development, Operating budget update and, Prepare Donor Reports

    When necessary working with program staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and NY direct and indirect costs.
    Identify any shortfalls in shared costs budget coverage and ensure new budgets cover the appropriate percentage of shared costs and review of unrestricted funding versus approved allocation.
    Assisting in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.
    Update quarterly CO operating budget and advise the outcome to the finance controller
    Attend all Grant Opening and Closing Meetings for all Field Office
    Preparation of donor financial reports as per the donor agreements & contracts and ensuring donor regulations are adhered to for all aspects of the operations.
    Active participation in Nairobi BvAs review meeting and providing feedback on all finance related action points and Closely monitor all grants to ensure

    Document Management

    Review internal system of record retention to ensure compliance with IRC policy and the local laws.
    Ensure maintenance of uniform standards for documentation; including forms, support documents etc.
    Ensure sufficient procedures for retention of documents; proper and systematic filing for ease of access;
    Control access to financial records to authorized staff only.

    Key Result Areas
    Strengthen and maintain the integrity of finance systems, ensuring smooth financial operations for supporting program work, updating and generating timely financial information to the management, donors, partners and other organizational levels.
    Qualifications

    A Bachelor’s degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or ACCA.
    Not less than 3 years at a senior level within the Finance Department of an international organization. Experience in the humanitarian sector will be an added advantage
    Extensive experience in working with computerized accounting systems, standard spreadsheet and database programs is an asset

    Required Experience & Competencies:

    Good written and verbal skills in the English language.
    Must be comfortable in being a proactive member of the top-management team.  Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.
    Must be able to function effectively in a loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements
