    Position Description

    Qualifications
    REQUIRED QUALIFICATIONS

    Bachelor’s Degree and 5 years of experience, Master’s degree and 3 years of experience or equivalent combination of education and experience.
    Certified Public Accountant (CPA) part III required.
    Previous experience with USAID-funded programs, and fluency with USAID policies and procedures related to financial management, financial reporting, and grant making.
    Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
    Ability to function independently and carry out routine responsibilities with minimal supervision.

    Lead implementation of risk-based monitoring for assigned studies.
    Review and approve monitoring visit reports submitted by CRAs for assigned studies.
    Complete monitoring oversight visits as needed to review clinical data for accuracy and completeness and resolve discrepancies in accordance with the study monitoring plan.
    Maintain good relations with IAVI collaborators and trial sites to facilitate site development and execution of clinical trials.
    Mentor and train CRAs and Clinical Trial Associates, Clinical Operations Specialists and Clinical Trial Managers as needed.
    When assigned a trial with a Clinical Operations Specialist (COS), delegate clearly defined clinical trial management activities to the COS and ensure deliverables are met with appropriate timeliness and quality; mentor and provide training to the COS as needed.
    Contribute to the Clinical Development (CD) departmental Standard Operating Procedures for conduct of clinical trials based on IAVI templates as well as ensure adherence to regulations/guidelines for GCP.
    Perform other duties as assigned by the manager.

    Education and Work Experience:

    Bachelor’s degree in a scientific or related field is required; an advanced degree is highly preferred.
    Minimum 7 years relevant experience in clinical trial operations, including 4 years in clinical trial management or equivalent experience at study sponsor or CRO is required.

    Qualifications and Skills:

    Expert knowledge of clinical research operations, Good Documentation Practices, ICH GCP, FDA CFR and other relevant regulations as well as Declaration of Helsinki and relevant country-specific regulations is required.
    Experience in project management, including skills and the ability to deliver on assigned tasks within deadlines is required.
    Experience leading multi-disciplinary clinical trial teams, effectively to deliver clinical trials at high quality, on time and within budget is required.

    Strategic

    Main Responsibilities

    To support the credit and equity approval process, the Operations Officer schedules and organizes the Credit Committee and Equity Investment Committee meetings, coordinates the approvals required to allow the investment to go ahead, develops the contract sheet in line with business unit requirements and transposing all relevant data into Efront, cross-checks the data with other relevant systems such as WebEPT and Efront, coordinates the pre-disbursement process with input from other relevant departments and coordinates payment with Financial Accounting.
    Typical administrative activities include ensuring system updates, running and distributing standard reports, coordination of invoices, statements and other letters to external parties as well as executing approved requests for changes in access permissions for various systems.
    The Operations team produces and distributes partner invoices and legal demand letters as per the agreed payment schedule and passes cases to the Special Collections Unit where required for further follow up.
    Additionally he/she performs operational and administrative tasks on behalf of Integrated Investments Analysis to support the wind down portfolio.
    For Capacity Building (CB) projects the Operations Officer ensures the relevant CB database is updated in liaison with SPI, the regional CBSP office and Financial Accounting.
    The Operations Officer is also responsible for executing the Oikocredit procurement procedures to centralize contract and purchase order administration. He/she interfaces with Financial Accounting to coordinate the approval of invoices for payments and store related documentation (e.g. proof of delivery) through a centralized archiving system.
    The Operations Officer also coordinates the update of the Chasqui newsletter by requesting input from the investments community and publishing updates on the relevant system.

    Qualifications

    Vocational degree.
    More than 4 years’ experience in an administrative or operational environment, preferably with lending administration.
    Sufficiently IT literate to make effective use of the applications and systems required, knowledge of Excel is a must.
    Good understanding of (financial) business processes.
    Experience with workflow automation is an advantage.
