    JOB PURPOSE

    PRIMARY RESPONSIBILITIES

     Provide leadership to ensure that the programme maintains the highest administrative, financial, and operational standards for compliance and audit.
     Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub-award and operations aspects of the programme.
     Ensure compliance of financial systems within Amref Health Africa policies and procedures, the Global Fund rules and regulations, award requirements, and relevant government laws.
     Ensure all financial transactions are recorded accurately in the accounting system.
     Provide guidance in the development, analysis and monitoring of the programme budgets.
     Work closely with the Programme Accountants and other finance staff and operational teams to ensure timely and quality reporting, and lead programme teams.
     Prepare and submit accurate financial reports to the Global Fund and other stakeholders within set deadlines. Conduct financial forecasting and variance analysis to support programme planning and decision-making.
     Work closely with the grants management unit to ensure financial reporting alignment for sub-recipients and conduct monthly sub-grant reconciliations.
     Coordinate and support internal and external audits, providing necessary documentation and responses to audit queries. Implement audit recommendations to improve financial controls and processes.

    EDUCATION, EXPERIENCE AND ABILITIES
    Education and Experience

     Bachelor’s degree in Accounting, Finance, or a related field and a full professional accounting qualification (e.g., CPA, ACCA).
     A Master’s degree in a relevant field will be an added advantage.
     At least 7 years of experience in financial management, preferably with experience managing the Global Fund funded grants including overseeing the finance and operations of equally large and complex programmes.
     Demonstrated experience in budget management, financial reporting, and compliance.

    Knowledge, Skills and Competencies

     Familiarity with Global Fund policies and procedures.
     Familiarity with grants management and experience with financial and operations management.
     Ability to provide leadership, communicate effectively, conflict resolution, and promote a team approach to enhance staff commitment to the programme’s success.

    UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.  
    UNEP, Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.    
    Background The Go-Blue Project is a partnership between the European Union (EU) and the Government of Kenya to advance the Blue Economy agenda across six counties in Kenya’s coastal region.
    The implementing partners include four-member states agencies from Germany, Italy, Portugal and France, and two UN Agencies (UN-Habitat and UNEP), with each implementing specific components of the Project in collaboration with the coastal counties and the Jumuiya ya Kaunti za Pwani (JKP) Secretariat and relevant national government Ministries.
    UN-Habitat and UNEP are jointly implementing the main environmental component Result Area
    Connecting People, Cities and the Ocean: Innovative Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coast. Under this component, UN-Habitat and UNEP are focusing on Innovative Integrated, Ecosystem-based Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coast.
    The core goal is to enable integrated land-sea planning, including demonstration pilot projects and compilation of relevant data in Kenya’s six coastal Counties.
    This includes addressing key socio-economic and environmental drivers and challenges to secure marine and coastal ecosystem services through planning, capacity building and pilot activities across the six coastal Counties.  

    The project has four (4) specific outcomes:  

    Planning authorities to use information generated from the project in demonstration exercises on integrated, sustainable land-sea spatial planning and management,  
    JKP counties and coastal locations apply new frameworks and approaches in integrated land-sea planning and management,
    Pilot interventions resulting in protection of coastal ecosystems, improved waste management, climate change and blue job creation in target areas,
    Good practices and knowledge from integrated land-sea planning are applied by county governments, local communities, and private sectors in JKP region.  
    Rational These Terms of Reference (TORs) seek to support the delivery of outcome 2 – JKP counties and coastal locations apply new frameworks and approaches in integrated land-sea planning and management. More specifically, the assignment will contribute to output 2.2 “Application of integrated Land-Sea planning guidelines”.
    Under the County Government Act 2012, each county in Kenya is by law required to develop a GIS-based county spatial plan to achieve national and county development goals.
    Lamu County was the first county to prepare its spatial plan to strategically guide sustainable development for a period of 10 years (2016 – 2026). Since 2016 when the CSP was officially launched, the county has had a change of personnel both at executive and policy level and developed three county integrated development plans.
    Most importantly, despite Lamu county harboring diverse and fragile ecosystems including mangroves, coral reefs and seagrass beds, the CSP did not adequately factor its coastal and marine resources/ecosystems in the planning and development, hence a gap exists in land-sea integration.
    This, coupled with the legal requirement for counties to review their CSPs every five years, forms a strong basis for the review of the county spatial plan.
    Given that the Go Blue project is spearheading the development of the Land-Sea Planning guidelines, there is an opportunity to review and revise the county spatial plan while ensuring integration of terrestrial and marine components in the plan.
    This proposed review and revision of the Lamu CSP would also ensure that there is seamless integration of the CSP with other ongoing national planning processes such as the Marine Spatial planning (MSP) process.  
    Responsibilities The County Government of Lamu has expressed its desire to undertake a review and revision of its County Spatial Plan (2016-2026) based on the County Government Act (2012) which requires that a CSP can be reviewed every five years and the revisions approved by the county assembly. Based on this desire, the Go Blue project wishes to support Lamu County with the review and revision of its CSP.
    The scope of work covers the geographical extents, resources and settlements within, sectors of analysis, existing forms, institutional systems (policy and legal coherence) and future anticipations.
    This assignment includes a thorough evaluation of the current CSP, its implementation and recommendations on how to mainstream land-sea planning guidelines in the revised plan.    
    The overall supervision of this consultancy will be under the Project Manager of Marine and Freshwater Branch, Ecosystems Division.  
    Tasks to be undertaken by the consultant.
    Working in close collaboration with the County Director of Physical Planning, County Planners and a technical team of international and national experts under the Go Blue Project, the Consultant will:
    Prepare a workplan and methodology covering the review process. II. Work with Lamu County leadership on the review and concretizing of the gaps to be addressed in the revision of the 1st generation CSP.
    A database consisting of all the resources in Lamu County including marine resources, and base map that includes the exclusive economic zone to an appropriate scale,  
    A base map of the current implemented projects from the CSP, outstanding projects, and any other,  
    A report detailing the procedures undertaken and how to update the database,  
    well prepared and accurate thematic maps to facilitate understanding of the planning and location of various facilities, services.
    Ensure that the Department for Land Use and Physical Planning as the legally mandated national entity in matters planning is involved from the onset for appropriate policy guidance, oversight and alignment.

    Qualifications/Special Skills

    Advanced university degree (Masters or PhD) in subjects related to urban and regional planning, environmental planning, marine resources, land surveying or related fields.
    Required  Must have at least 2 years of work experience is required regional/county spatial planning; must be a registered, practicing and a corporate member of Kenya Institute of Planners.
    Required Demonstrate previous experience conducting similar assignments in Kenya and the Jumuiya ya Kaunti za Pwani (JKP) economic block. Required  Excellent writing, communication, and presentation skills preferably with proven experience working as an urban/marine planner. Required

    Duties and Responsibilities

    Background  Kenya’s a population of 48 million is rapidly urbanizing at the rate of 4.3% per annum and national population growth rate per annum is 6.8%) and is exerting tremendous pressure to natural resources such as land and a variety of services.
    Thirty two percent (32%) of the total population already resides in urban areas, and close to 0.5 million people move into towns and cities every year, cause considerable strain to the existing infrastructure and available limited livelihood opportunities generating an increasing number of urban poor.
    This manifests itself in the form of overcrowded settlements with residents with inadequate access to housing, water, sanitation, and energy services living in degraded environments worsened by non-existent solid waste management.
    These circumstances hinder meaningful local economic growth and development.  
    To promote local development and respond to the above challenges, Kenya adopted a devolved system of governance under the 2010 Constitution and established 47 Counties in 2013.
    To deepen devolution and strengthen the capacity of Counties to deliver services, the Urban Areas and Cities Act of 2011 provides for the formation of Municipal Boards.
    Over 59 Municipal Boards have since been established.
    Government of Kenya is implementing large urban development programmes such as KUSP, KISIP that amongst others are building the capacities of the newly formed Municipal Boards to deliver services. Considerable investment is still needed to get the Municipal Boards fully operational.  
    The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities.
    It is the focal point for all urbanization and human settlement matters within the UN system. Institutional and human resources capacity building are at the core of its mandate.
    The Agencies discharges its duties globally from Nairobi, Kenya.
    Both UN Habitat and Government desire therefore to see UN Habitat have a bigger footprint in the country and demonstrate its value addition in the country it is headquartered.  
    UN Habitat provides its technical and other support to Kenya through the UN Habitat Country Office for Kenya located in the Regional Office for Africa. As part of strengthening and making the UN-Habitat Kenya Country Office fit–for-purpose, including increasing the human resource capacity to enable the Office provide substantive support to the Government of Kenya to respond to the above challenges, and accelerate the implementation of the country programs, UN-Habitat requires the services of a Consulting Engineer – Civil & Structural.    

    The Go Blue Project:   

    The Go Blue Project Result Area 2 is titled “Connecting People, Cities and the Ocean: Innovative Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coast” and is jointly implemented by UN-Habitat and UNEP.
    The Project aims at enhancing land-sea planning and management by addressing key socio-economic and environmental challenges while stimulating benefits from the blue economy.
    By promoting the economic growth of coastal urban residents and the preservation of coastal and marine resources, the Project seeks to assist in the nation’s transition to a sustainable blue economy.  
    Objective  The objective of this Terms of Reference is to identify a suitable Consulting Engineer – Civil & Structural to supervise, within the agreed quality, budget, and timeline, the implementation of “Beautification, Rehabilitation and Construction Works at King Fahd Hospital Seafront, Lamu Island, Lamu County, Kenya” described in the enclosed Request for Expression of Interest (EOI) dated 27 September 2023.  
    The Works and Location  Construction of Lamu Waterfront Public Space is an intervention that seeks to contribute to the Go Blue Project Outcome on “improved environmental, social and economic benefits for communities and cities through pilot implementation of integrated land-sea plans” since through it, the local communities in Lamu will be conserving and protecting the waterfront while at the same time deriving livelihoods from the public space.
    Further, the intervention is transforming part of the Lamu waterfront into a blue economy infrastructure that supports existing green transport culture and local heritage, complements the two landing sites and promotes market access for fish processing and vending.
    This transformation will involve participatory site planning, culture and heritage-sensitive designing and sustainable construction.
    Street furniture and related urban amenities will be installed in the public space that measures 0.467Ha located near King Fahd Hospital leading to the upgrading of the space.  
    Specific Works to be carried out by the Consulting Engineer – Civil and Structural – will include the following:  
    Reviewing the Scope of Works (SOW) including the site plans, conceptual designs, detailed working drawings, Bill of Quantities (BOQ) and Technical Specification, which have been prepared by Lamu County technical teams (Departments of Lands, Physical Planning, Urban Development and Public Works and Fisheries and Blue Economy, and the office for the Governor) and providing expert inputs that align the Scope of Works to existing engineering standards.  
    Supervising the building construction works upon selection of the building contractor and handing over of the project site to the building contractor.  
    Ensuring that the building construction works are aligned to the approved Scope of Works including the site plans, conceptual designs, detailed working drawings, Bill of Quantities (BOQ) and Technical Specification.  
    Attending and participating in periodic and regular meetings for project construction convened by UN-Habitat for purposes of reporting, monitoring and evaluation.  
    Reporting line  The Consulting Engineer – Civil & Structural will report directly to the Program Manager, Go Blue Project and will deliver the below outputs:
    Output 1: Supervision, Quality control and Management Report.
    Output 2: Project Closure Report.

    Qualifications/Special Skills

    Advanced university degree (master’s degree or equivalent) in civil & Structural Engineering is required.  Must have registered with Engineering Board of Kenya (EBK) as a Consulting Engineer.  
    A minimum of 7 years of work experience in civil and structural engineering is required.  Experience in supervising similar or related project is desirable.

    For this position, fluency in oral and written English and Swahili is required.

    Responsibilities

    Within assigned authority, the Programme Officer will be responsible for the following specific duties:

    Overall purpose of the role: 
    The position holder will lead the Supporting Displacement Affected Communities in Kenya with Entrepreneurship Development (SDACKED) project’s advocacy and communication efforts to effect positive change for communities through influencing decision-makers, individuals to change their policies and practices, attitudes or behaviour to address their needs. The role will also contribute to strategically amplifying DRC’s work in line with respective donor projects and the organizational advocacy, visibility & communications strategy/or guidelines.  
    Duties & Responsibilities:

    Lead to develop and manage Mandera projects’ communication plans (internal and external) and activities, according to DRC’s policy and guidelines while promoting DRC’s work in Mandera.
    Work closely with project leads on the development and implementation of the DRC advocacy strategy and ensure high quality communication products that speaks to the organization’s work especially in Mandera.
    Provide technical support and advice to project staff/partners on advocacy and communication deliverables.
    Lead and support the communication of visits to the programme so as to highlight work being done on the ground and at urban level.
    Maintain a high-quality photo repository of DRC’s work in Mandera for amplifying the organization’s efforts to impact the lives of communities.
    Lead and support in developing Mandera Field Office social media content and support the Advocacy & Communication Officer in Urban and the Advocacy & Communication Coordinator at the Country office in administering DRC’s social media platforms.
    Conduct regular field visits to areas of operation in Mandera to document human interest stories, successes and impact of DRC’s work.
    Develop project information sheets, donor briefs, key messaging and other relevant material for use at strategic events to promote and showcase impact of DRC’s work.
    Conduct advocacy & communication capacity development or training for Mandera field office staff and partners and come up with an action plan for follow up.
    Ensure that DRC brand, donor branding and visibility guidelines are adhered to during project implementation, procurement and external communication.
    Support SDACKED Project Manager during external representation when required to do so, budget management and donor reporting aligned to advocacy and communication deliverables.
    Support in fundraising efforts by contributing in developing concept notes and proposals in advocacy and communication framework designs including budgetary requirement elements.

    Experience and technical competencies: 

    Minimum 2 years + working on advocacy campaigns or communications. 
    Experience with building constructive working relationship with diverse stakeholders or working with networks or coalitions (work with northern Kenya communities desirable). 
    Demonstrable understanding of how change occurs and of effective advocacy and campaigning strategies including familiarity with online and social media use.
    Strong planning, organizational and problem-solving skills with ability to work both independently and within a team in a demanding work environment.
    Good analytical and strategic planning skills.
    Ability to communicate complex ideas simply, both verbally and through writing.
    Excellent computer skills with MS applications Word, Excel & PowerPoint. 

    Education

    Degree in Journalism and Mass Communication, Development Studies. Degree in Social Science with relevant 2 years’ experience in Advocacy and Communication work can be considered.

    Language: 

    Written and spoken fluency in English and Kiswahili
