    Duties and responsibilities will include;

    Co-ordinating and supervising development of policies on national Qualifications;
    Development of tools and instruments for registration and accreditation of institutions, qualifications and learners in the KNQF;
    Creating and maintaining databases of accredited institutions, qualifications and learners; 
    Preparing and submitting policy advisories regarding Qualification Frameworks (QFs) to the Ministry of Education and other stakeholders;
    Establishing and maintaining information and a library on Qualification Frameworks in Kenya to support research, training and capacity building in the sector; 
    Carrying out regular stakeholder engagement and regularly updating the public about registered and accredited institutions, qualifications and learners;
    Creating and maintaining national and international collaborations in support of the KNQF; and organizing stakeholder meetings and conferences.
    Coordinating implementation of policy and guidelines on Recognition of Prior Learning; 
    Building confidence in national qualifications and creating pathways to support student progression within the education system; 
    Formulating research and innovation strategies for promotion of Qualification Frameworks (QFs) in Kenya; and translating the findings into actionable programmes at Kenya National Qualifications Authority;
    Carrying out research on emerging trends on Qualifications and management of National Qualifications Frameworks (NQFs);
    Publishing an annual report on the status of national qualifications; and
    Planning for and managing projects and activities of the directorate.

    Job and Persons’ Specification:

    Person Specifications

    For appointment to this grade, a Director must have: 

    Bachelor’s degree in Education, Economics, Architecture, Engineering, statistics, Social Sciences, Science or related field from a recognized university in Kenya;
    Master’s Degree in Curriculum development, quality assurance, assessment and examination, Economics, Statistics, Project Management, Sciences, Social Science, Higher education, Comparative Education or related field from a recognized university in Kenya; 
    At least twelve (12) years working experience five (5) of which must be at senior level management; 
    Leadership course lasting not less than four (4) weeks from a recognized institution; 
    Computer literacy; 
    Fulfill requirements of Chapter Six of the Constitution of Kenya.

    Under the overall guidance and management of the UN Women Peace and Security Team Lead and supervision from the Deputy Director and Focal Point for the Women Peace and security in collaboration with the Principal Secretary State Department of Gender and Affirmative Action (SDfGAA), the Consultant will perform the following tasks.

    Task 1: Desk Review and Development of Inception Report 

    Conduct a desk review of existing relevant documents. 
    Conduct preliminary consultations with, SDGA, NSC and UN Women to develop a draft plan of consultancy activities. 
    Develop a detailed inception report explaining the approaches, schedules of the detailed activities/work-plan and expected time of delivery of the assignment.

    Task 2: KNAP III Development Work-Plan 

    Together with SDGA, NSC and UN Women and in coordination/collaboration with the National Steering Committee, the consultant is to develop a detailed work plan towards the successful design and delivery of Kenya’s 3rd Generation National Action Plan on UNSCR 1325.

    Task 3:  Participate in National and County Consultations On Content For KNAP III

    Together with SDfGAA and UN Women and in coordination/collaboration with the National Steering Committee, the consultant is to develop a detailed work plan towards the successful design and delivery of Kenya’s 3rd Generation National Action Plan on UNSCR 1325.

    Develop terms of reference for the proposed implementation structure
    Submit the draft KNAP III to SDfGAA and UN Women for review and inputs. 
    Support in presenting the KNAP III to National Steering Committee for validation before presenting at the final validation workshop.

    Task 5: Conduct Final Validation Workshop

    Develop concept notes and agenda for the final KNAP III validation workshops in Nairobi.
    Facilitate validation workshops and input feedback into draft KNAP III.

    Task 6: Finalize and Submit the Third Phase of the National Action Plan on Women Peace And Security 

    Incorporate inputs and recommendations from validations workshops into the draft KNAP III
    Finalize and submit the final version of the KNAP III to SDfGAA and UN Women. 

    Deliverables:

    Technical leadership

    Identify opportunities for multi-country impact evaluations through rapid review of literature, synthesis and consultations with key UNICEF stakeholders, donors, and partners.
    Support the Evaluation Office and, in turn, the global evaluation function to design, manage and implement multi-country portfolios of impact evaluations in the programme areas of strategic importance.
    Serve as principal investigator and co-principal Investigator on selected impact evaluations. This includes the design and technical specifications of all impact evaluations, projects’ timelines, human resource and partnership requirements, the analysis of data collected (qualitative and quantitative) and the preparation of evaluation reports and other materials.
    Manage staff and/or consultants and collaborate closely with regional and country office evaluation specialists and programme practitioners.
    Leverage the capacity and expertise of national partners working in the thematic area and ensure visibility of UNICEF and donor efforts.
    Provide technical assistance to UNICEF regional (including but not limited to ESAR) and country offices in developing terms of reference and donor proposals for mixed-methods impact evaluations.

    Standardization

    Lead the development of standardized methodological approaches, tools, analytical packages and processes in the thematic area of child protection, gender and social norms.
    Ensure cost-effectiveness, replication and harmonization of outcome and impact measurements in a credible manner.

    Methodological innovation

    Contribute to and promote the diversification of methods and data to measure outcome- and impact-level change in areas with a particularly sparse impact evidence base such as fragile and humanitarian settings.
    Collaborate with global and regional evaluation teams to initiate, test and scale up innovative impact evaluation approaches in areas with recognized challenges to construct a counterfactual or reach vulnerable populations.
    Lead the development of technical guidance papers and methodological packages.

    Learning and capacity development

    Support the development and roll-out of learning and capacity-building activities that raise awareness and promote the initiation, implementation, and better use of impact evaluations by UNICEF and its national partners, including academic and research institutions of the Global South.

    Partnerships

    Initiate and develop internal and external partnerships, including with other UNICEF evidence divisions, multilateral and bilateral organizations, other United Nations agencies and academic institutions to increase the coverage of impact evaluations at UNICEF.

    Minimum requirements:

    Education: 

    An advanced university degree (master or PhD) in social sciences (e.g., economics, public policy or a related field).

    Work Experience:

    A minimum of eight years of technical leadership experience in mixed-methods impact evaluation (e.g., randomized controlled trials) within an international organization, a development agency, academia, government or the private or non-profit sector.
    Demonstrated thematic expertise in areas of child protection, gender, and social norms.
    Solid track record of leading and managing mixed-methods impact evaluations that rely on both qualitative and quantitative approaches and a variety of data collection modalities (mobile surveys, interviews, focus groups, direct and indirect observations, desk reviews).
    Demonstrated experience in the execution of complex multi-regional, multi-country initiatives.
    Interest/ability to keep up to date with the latest skills and organizational guidance in the field of evaluation and to explore innovative and creative ways to apply a combination of novel data and methodological approaches.
    Proven ability to work with internal and external stakeholders at multiple levels, including providing technical support and capacity building and establishing/managing external partnerships.

    Language Requirements:

    Fluency in English; knowledge of another United Nations language (Arabic, Chinese, French, Russian or Spanish) is an asset.
