  • Consultancy for the Development of Childfund Africa Websites

    SCOPE OF THE ASSIGNMENT

    Developing up to 9 websites, on WordPress, prioritize user experience by creating a visually appealing website that’s easy for visitors to navigate and engage with.
    Mobile Optimization, make sure that the website is fully responsive and optimized for devices especially considering the growing use of smartphones for browsing.
    Ensure security all security aspects are embedded in website.
    Provide a prototype for user testing and acceptance before going live.
    Provide onsite training to the ChildFund staff and system administrators to perform content upload, system maintenance, and administration.
    Support and maintenance: Administrative and technical support, and quality control for a period of 3 months after the website is launched.

    WORK SETTING

    The work setting for the assignment will include different aspects:
    Timing and duration of the assignment
    The duration of the contract will be 15 months, and the expected starting date is 3rd February 2025. The development of the sites should be completed within 15 months starting from the contract’s signing date.
    Briefing/debriefing arrangements
    first meeting call will be scheduled to brief the firm on the background information to develop each of the requested deliverables.
    Reporting relationships and identification of responsibility for assessment of the services/outputs
    The company will work in close consultation and under the supervision of ChildFund’s communications team and IT Officer. The ChildFund communications and IT team will assess the services and outputs of the firm. This will include weekly and bi-weekly catch-up meetings as agreed by both parties.

    WORK PLAN DELIVERABLES

    New ChildFund websites
     Following ChildFund’s branding guidelines, design new websites capturing the different functionalities outlined in this TOR.
    Ensure a consistent visual language on the new website by introducing fixed styles in templates ensuring consistency in fonts, formatting, icons, images, and layout techniques.
    The exciting and interactive feel should be adapted to all pages including the homepage, sections, subsections and the following components of the site: article template, resource, project and programs pages, webpage template, publication/guidance webpage template etc.
    Standard page elements including header, footer, tabs, persistent navigation, contact us, email and page print options should be included in the new templates.
    The new templates should guarantee that most recent content on the site is captured automatically in the homepage in an organised way following specific categories, tags or other custom taxonomies.
    All section and subsection webpages should incorporate functionalities to guarantee the latest information on that section and sub-section is displayed (news, resources, publication/guidance, country stories, and events).
    Functionalities to include

    Responsive design;

    Document Download management and Online Forms: design feedback, contact and request forms. This includes implementing a captcha system to reduce spam and unwanted email messages and for use in the collection of information, feedback and inquiries.
    Payment features for fundraising: PCI Compliance/GDPR Compliance, Payment gateway such as Bank, etc

    WEBSITE HOSTING

    The consultant shall also support the provision of these services:
    Domain name registration.
    Webserver hosting through identified local hosting providers.

    KNOWLEDGE TRANSFER

    REQUIRED SKILLS AND EXPERIENCE

    The vendor should demonstrate and provide examples of previous experience in the performance of similar services as follows:
    Be a reputable individual or firm with at least 5 years of prior experience designing visually appealing and navigation-friendly websites for NGOs;
    Familiarity and relevant experience in using different Content Management Systems (CMS), particularly WordPress.
    Have a broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java;
     Have excellent knowledge of recent trends in graphic design, websites, including online video publishing, and social media networking;

    Area 1: Audit Planning

    KEY AREAS OF ACCOUNTABILITY

    Need Assessment 

    Be responsible for technical part of WASH needs assessments and participate in the selection of target communities and WASH facilities to be rehabilitated and / or build in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, and interview with key members of the community.

    Program design and implementation :

    Be responsible/ support for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the construction of WASH infrastructures in public institutions and communities, such as:
    Construction or rehabilitation of community water supply systems facilities 
    Construction or rehabilitation of drinking water infrastructures (hand dug well wells, boreholes, pipe network, reservoir, drinking water treatment device). 
    Technical training of community volunteers, members of WASH committees, governmental staff 
    Hygiene promotion for community including leading in distribution of WASH NFI
    Planning, organization and follow up of the community mobilization in target communities on issues related to of construction, operation and maintenance of WASH facilities.
    Be responsible to establish the technical aspect of the internal purchase order and tender documents for construction and rehabilitation of WASH facilities.
    Be responsible for the quality control of materials WASH procured by Save the Children and its subcontractors.
    Site management: general supervision of contractors and save the children staff under his management, ensuring the safety of construction sites and community participation.
    Validate the progress and quality of work of the contractors, and make the connection with the administration and supply chain to ensure their payments are done on time.
    Design, implementation and organization of training for construction of small WASH facilities at household level (hand washing device, sand filters …).
    Follow up logistics / budget management / site supervision in case of direct intervention of Save the Children for small scale works (rehabilitation of water points or latrines etc.)
    Follow-up of activities of local partners of Save the Children (such as local NGOs or governmental agencies) in the field of WASH facilities construction, and participate in their capacity building.

    Monitoring, Evaluation, Accountability and Learning:

    Verify that WASH infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by Save the Children through quality checklists 
    Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed)

    Reporting:

    Writing weekly report to line manager, and verbal reports whenever necessary.

    Integration, coordination and traversal aspects:

    Ensure that all WASH activities are integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built. 
    Coordinate WASH and construction activities with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries.
    Coordinate WASH activities with other local actors (governmental and non-governmental).
    Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of WASH activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.

    Scope of work and responsibilities of the Nutrition Specialist Consultant

    In consultation with the Lead Consultant, the Nutrition Specialist consultant will:
    Propose the methodology and workplan for development of ARNS 2026-2035.
    Recommend the strategic and technical changes that should be incorporated into the new ARNS 2026-2035, through review of feedback from ATFFND 2024 meeting, desk review of relevant documentation, including the current 2016-2025 ARNS and theory of change, national, regional and global nutrition strategies and plans, and the latest global guidance and lessons learnt related to multisector nutrition and food security programming with a special focus on the life cycle approach.
    Special consideration will be given to proven, scalable, cost-effective and impactful interventions.

    Deliverables

    The consultant will report and provide the following deliverables (mandatory outputs) to the AUC:
    Inception report on an understanding of the Terms of Reference (TORs), describing the methodology and approach to be used in undertaking the assignment, including timelines and risk assumptions, and a detailed plan of stakeholders to be consulted.
    A report of the review of the implementation of the ARNS 2016-2025, including the review of institutional capacity and needs for strengthening.
    A situation analysis report on nutrition and food security on the continent.

     Timeline

    The assignment will be undertaken over a period of 12 months. Taking into cconsideration flexibility to plan missions as per convenience and availability of country and regional teams, and time required by the Technical Advisory Committee, ATFFND, STC members and other stakeholder colleagues to review and provide feedback on intermediate products as per proposed timeline. The envisaged timeframe is to produce an inception report within 4 to 6 weeks after the start of the assignment, with the implementation review, situation analysis report and policy brief produced within 5 to 6 months after the start of the assignment.

    Expertise Required

    The Nutrition Specialist consultant should possess relevant skills, experience, and capacities to undertake the assignment. Range and nature of skills and experience to include, but not be limited to:
    Advanced university degree in Nutrition and Public Health or related disciplines.
    Over 10 years of country or regional experience in nutrition, policy and programming or related fields.
    Conversant with the current and emerging nutrition issues/challenges and approaches and frameworks in nutrition, including the 1000 days approach, the lifecycle approach, nutrition specific- and sensitiveinterventions, nutrition integration, and Scaling Up Nutrition (SUN) Movement.
    Have developed strategic frameworks, strategies, policies or related or reports at least within the last five years.
    Experience in collation and analysis of qualitative and quantitative data including for desk reviews.
