    Essential Responsibilities

    Coordinate CCS procurement activities according to the Field Procurement Policies and Procedures, SOPs and donor rules & regulations.
    Act as Head of Procurement for the CCS Secretariat, with primary focus on FSP contracting
    Support the set-up of a common payment system for cash programming, supporting development of guiding rules and governance structures.
    Identify CCS partner procurement and compliance requirements for participation in aggregate payment architecture, developing solutions that serve the widest diversity of members’ institutional procurement processes and norms.
    Lead the negotiations, contracting, and management of financial service providers, proactively identifying opportunities to strengthen and expand FSP capacity and performance.
    Lead procurement of technology vendors and platform operators that will support implementation of aggregate payment architecture.
    Ensure that the procurement department supports the program efficiently and compliantly.
    Interact with contractors, in coordination with the CCS Program & Operation teams.
    Ensure that the required documentation of supplies and transactions are completed to standards.
    Prepare status reports on deliveries for P&L and office Management and recipient of supplies.
    Maintain thorough procurement files as outlined in the MC procurement policy.
    Coordinate with the Warehouse on delivery of items including completion of Goods Received Notes, storage of items and transfer of items to field sites, as needed.
    Ensure that Mercy Corps’ procurement activities are legal and moral.
    Enforce proper use of procurement ceilings and approval procedures.
    The Procurement Manager will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

    Minimum Qualification & Transferable Skills

    Degree in a relevant business field or professional procurement qualification is desired.
    Minimum 5 years of experience in procurement management at a large scale.
    Experience with procurement for cash and voucher programming required, preference for experience with digital payments and/or financial service providers.
    Extensive work experience in procurement management, preferably in the humanitarian or development sector.
    In-depth knowledge of procurement principles, regulations, and best practices.
    Strong expertise in establishing and managing MPA/MSA contracts across multiple categories.
    Proven ability to lead and coordinate procurement activities in a fast-paced and demanding environment.
    Experience and/or interest in developing governance systems to guide common solutions and services for shared humanitarian challenges.
    Experience and/or interest in applying market systems development principles to procurement.
    Excellent negotiation, communication, and interpersonal skills.
    Familiarity with the PROSOURCE procurement system is highly desirable.
    Strong organizational skills; ability to interact effectively with international and national personnel.
    Excellent oral and written English skills.
    High level of computer skills on MS Office programs.
    A demonstrated ability to multi-task and process information into action as to not delay program activities.
    A clear understanding of procurement ethics and donor compliance is essential
    Experience in the development of shared or interoperable payment schemes desirable but not required.

    The consultant will undertake the following specific tasks:

    Design processes of data collection instruments and schema workflows, ensuring the generation of multiple rounds of validation, leading to the development of an elaborate data collection system tailor-made according to the needs of the evaluation.
    Develop, create, and maintain a codebook to standardize coding practices that are used on the data to give consistency and accurate meaning across the dataset.
    Develop a fully detailed data analysis plan providing methodologies and procedures for qualitative and quantitative data. This data analysis plan will guide the analytical process and ensure its relevancy to the evaluation objectives.
    Analyze both qualitative and quantitative data in great detail. Interpret data into actionable insights that further the objectives of the evaluation.
    Design and implementation of analytical tools or scripts for an effective data analysis. This includes using data collection software to collect the evaluation data.
    Ensure throughout the evaluation that data quality, and the validation of that data, is done. Implement necessary mechanisms to assure accuracy and integrity of data.

    Support the TL in drafting a comprehensive evaluation report and two-page summary findings report.

    Deliverables:

    A comprehensive codebook for standardizing data coding and consistency across the dataset is maintained.

    Qualifications

    Minimum of a Bachelor’s degree, or equivalent, in statistics, data science or a related field.
    Over 5 years of progressively responsible professional experience in evaluation related data analysis for USAID or major development partners
    Understanding and knowledge of market systems, value chains and economic growth issues in East Africa, especially Somalia is preferred.
    Experience in GIS, QGIS, or ArcGIS for mapping analysis is preferred.
    Data visualization experience, including experience with platforms such as Microsoft PowerBI, Tableau, or similar
    Previous experience in conducting USAID evaluations, preferably economic growth, and market systems programs.
    Strong skills in quantitative and qualitative data analysis and collection.

    Job Summary: 
    The Senior Project Officer – WASH will coordinate WASH related activities at the County level. He/she will facilitate the achievement of Nawiri project objectives through coordinating and reporting on all WASH activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable.     Roles and Responsibilities:

    Organize and lead the implementation of WASH activities at the county level as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
    Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding implementing partners in their efforts to reflect on project experiences. 
    Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules. 
    Coordinate and oversee working relationships with all local project stakeholders including county government officials and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

    Minimum of 5 years of work experience in project support, ideally in the field of WASH, food security, nutrition and/or livelihoods related activities.
    Demonstrable knowledge and experience in using Engineering CAD Software, EPANET, Civil 3D and other computer applications such as Arc GIS, word, excel, access, PowerPoint, etc.
    Demonstrable skills in project planning and design, drafting, calculation, Bill of Quantities preparation, and technical writing.
    Registered with a relevant professional body.
