    Responsibilities

    Participates in the development, programming, testing, debugging and implementation of existing information systems of the Collective Intelligence Unit as well as any new application systems releases, custom and contributed modules and functionalities.
    Develops tests and implements web information systems and programs using UN established standards for IT technologies, programming languages and tools. Develops with Apache web servers, Internet Information Server (IIS).
    Serves as team member in the planning, specification, design, development, deployment and support of web application systems; independently liaises with users to define and specify requirements.
    Manages the design, prototyping, development, maintenance and updating of mobile applications for both the iOS and android platforms(objective-c and Java).
    Prepares and updates technical and user documentation for deployed web information systems, as well as training and guidance materials and conducts technical presentations.
    Maintains functional specifications for web application as well as related programs and procedures developed and/or modified e.g. data schemas and API specifications developed/used by the Collective Intelligence Unit.
    Provides support for deployed web information systems including user and version management, data recovery and deployment to development and production environments; performs ongoing reviews with end users and developers and responds to users requests.
    Drafts correspondence and communications, including work plan revisions and other related issues as well as prepares unit contributions for a variety of periodic reports.
    Serves as focal point for coordination, monitoring and expedition of web information systems development projects, involving extensive liaison with various partners including the Secretariats of several Multilateral Environmental Agreements and other United Nations bodies to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services.
    Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
    Assists with visualizations and updating information material such as web pages or brochures.
    Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions.
    Provides guidance to new/junior staff.
    Performs other related duties as assigned

    Education

    High school diploma or equivalent is required.

    Work Experience

    A minimum of seven (7) years of progressively responsible experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher
    Experience in API development, web server administration, administration of the Drupal Content Management System, and application of Controlled Vocabularies is desirable.
    Experience with the installation and administration of Moodle-based Learning Management Systems is desirable. One (1) year or more of experience in data analytics or related area is desirable.

    Area Manager – Maintenance Key Responsibilities:

    Network Maintenance & Management: Oversee general maintenance of the fiber network, network nodes, and 4G infrastructure within your assigned region. Ensure the integrity of both underground and overhead optic fiber networks through proactive maintenance and inspections.
    Team Leadership & Coordination: Lead and manage maintenance teams, ensuring timely allocation of tasks, continuous follow-ups, and clear communication on troubleshooting and fault recovery efforts. Provide support and guidance for field teams and contractors.

    Reporting & Feedback: Generate regular reports for senior management, detailing network performance, customer impact, and maintenance progress. Ensure all assigned trouble tickets are followed up and resolved in a timely manner.
    Equipment Management: Ensure proper maintenance, servicing, and repair of all assigned splicing equipment and tools, ensuring they are in good working condition.
    Safety & Compliance: Ensure that safety protocols are adhered to in all maintenance activities and that the regional team operates within established safety standards.

    Area Manager – Maintenance Qualifications & Skills:

    A degree or Higher National Diploma in Electronics, Telecommunications, or a related field.
    At least six (6) years of experience in network maintenance and support, with at least three (3) years in a supervisory role. Experience managing a team and working with contractors is essential.
    Strong technical aptitude in electrical and telecommunications infrastructure, with the ability to solve complex issues in a fast-paced environment.
    Demonstrated ability to lead and coordinate teams effectively, managing both people and projects with a focus on performance and efficiency.
    Excellent analytical skills with the ability to identify and resolve network issues proactively. Strong decision-making capabilities.
    Excellent communication and relationship-building skills, particularly when liaising with contractors, authorities, and cross-functional teams.

    Required Qualifications and Competencies:

    Five (5) years of progressively responsible experience creating eLearning application preferably with experience creating a skill development platform and conversant with WordPress Development Technologies
    Proficiency in technologies of the web i.e.: JavaScript, jQuery HTML, and CSS/Bootstrap, experience in at least one modern UI framework (e.g., AngularJS, ReactJS, etc.), and experience in building eLearning web applications for mobile (Android, IOS)

    Role purpose

    The main role of the Finance SME is to ensure the Global Financial Data Model and the Agresso system are implemented in Country offices. The work with Country offices will include explaining the Global Financial Data Model and working with other CAPP SMEs to support Country offices to understand the impact of implementing the full CAPP global solution. This includes working with and advising the Country teams on what additional financial data they need to satisfy local reporting requirements, help them with mapping from their current data model to the global data model and explain to them how key financial processes will work in the future state, such as budgeting and recording of expenditure. The Finance SME will also work closely with other members of the wider project team and Country teams to explain the standard Agresso system solution and confirm with the Country offices that this is fit for purpose for them or whether they have any additional requirements.

    Accountabilities

    Fully understand and manage successful knowledge transfer and explanation of the Global Financial Data Model’s key concepts, attributes, and definitions to our Country offices, to enable them to effectively perform an impact assessment including developing Country Office specific guidance and training materials
    Guide Country offices in doing their current state and change impact analysis (on processes, systems and people) of the introduction of the Global Financial Data Model in their office. As part of this conduct Change impact assessments of existing finance processes to determine the impact of the new coding model on future state and support countries to prepare for implementation 
    Guide the Country offices in doing the mapping of their current data model to the global data model and support them to work through any accounting and budgeting problems they may find. Support Country offices in thinking through how they will execute key financial processes and reporting when they adopt the new financial data model
    Partner with Regional Change Managers, Country / Regional Office teams, wider SMEs etc. to review and quality assure data and any associated processes requiring change. Execute the Programme Data Migration Strategy to ensure that all new codes are generated, and data is migrated and tested on time
    Carry out testing of the system changes to ensure that they are in accordance with the design documents and meet the needs of stakeholders at country, regional and SCA level. Carry out testing of the migrated data to ensure they are in accordance with the agreed Data mapping rules and actively investigate and follow up on any discrepancies, pulling in IT as needed
    Ensure that any issues or solutions that have an impact on the Country Office deployment scope are brought to the relevant governance groups for review and approval, before any final decisions are made on how to proceed
    Engage with CAPP project stakeholders including through the Finance working group, preparing content as required. Act as CAPP Programme team representative in all non-project meetings and forums as required
    Serve as part of the Finance Functional team on the CAPP programme with a flexibility to support and help on other pieces of work that have the highest priority for the programme
    Actively share knowledge with other Finance SME’s working in other workstreams of the programme

    Experience and Skills

    As a Sector Specialist, you will play a critical role in the execution of Instiglio’s projects and our impact on the ground, supporting teams in developing rigorous and context-driven assessments, strategies, and designs for our clients. Reporting directly to either a Project Lead or Manager, you will deploy your deep technical expertise and experience to provide sector-specific guidance and advisory to the project team, engage directly with our clients and partners, and input into critical project deliverables and strategic recommendations.     Summarizing the basics of the sector in project countries, including main actors, policies, initiatives, and basics of service delivery and the beneficiary market (where applicable).

    Consultant Roster and consultancy logistics

    Shortlisted consultants will be incorporated into our Consultant Roster database and will be contacted on an as-needed basis over the next 24 months when project opportunities match their experience and skillset. Inclusion in the Consultant Roster does not represent a guarantee of a consultancy assignment with Instiglio, and consultancy assignments do not carry any expectation of further assignments or conversion to another type of contract with Instiglio. The specific terms of consultancy assignments will be dictated by the needs of a given Instiglio project, but key aspects of the arrangement include:

    Contract type: Consultants engaged for a specific assignment will be contracted on a fixed-term basis
    Location: The work location will be determined based on the specific project needs, particularly the project’s location and the location of the Instiglio team, with the potential for remote consultancy engagements on most of Instiglio’s projects.
    Effort and duration: The effort and duration of the engagement will be determined based on the specific project needs with most projects ranging between 3-9 months and requiring consultants to be engaged anywhere from 1 – 3 days a week throughout the assignment.
    Remuneration: Consultants’ remuneration will be commensurate with qualifications, experience, and skills as well as the nature of the assignment in terms of the responsibilities and complexities of the assignment and the degree of expertise required. Payment will be based on completion of the hours and/or deliverables in the specific contract, subject to the approval of the Project Lead or Manager.

    Qualifications

    Bachelor’s degree in relevant fields specific to the sector being applied for. A Master’s degree, professional certification(s), and/ or completed training(s) relevant to the sector of expertise are desirable, but not a requirement.
    At least 5 years’ experience providing technical advisory for development projects in Latin America, Africa, and/ or MENA in the sector being applied for (projects with a duration of at least 3 months). 
    Experience on projects that deployed RBF, performance management, or other results-based approaches is desirable, but not a requirement.
    Experience managing or leading complex stakeholder relationships, including with donors, implementing entities, and governments. Experience in the delivery of capacity building, change management, or performance management support for sector actors, is desirable but not a requirement.
    Experience in managing or participating in field work/ in-country missions associated with development consultancy projects.
    Excellent writing, communication, and presentation skills.
    Proven track-record of delivering high quality outputs for clients in short timeframes.
    Ability to excel in both team-based and independent work using a collaborative and proactive approach.
    Proficiency in Microsoft Office suite applications (Sharepoint, Excel, Powerpoint, and Word) and Google Workspace (Google Drive, Docs, Sheets, Forms, etc.).
