    Child Protection Officer

    Contract Duration: 10 months renewable subject to funding availability and performance.
    Key Areas of Accountability

    Manage and support the individual case management through Child Protection BIA & BID development processes in the field offices,
    Provide mentorship and support to the community supervisors and workers through on the job training and guidance to enhance their case management skills and competencies
    Design a capacity building strategy for CP/BID community workers and other stakeholders involved in the of BIA & BID process.
    Actively participate in interagency coordination meetings such as BID panels, CPWG and Case conferences both at DMO and in the field office.
    Analyse training schedules for the BID community workers and provide technical support and guidance for effective implementation of BID/BIA process
    Ensure timely management of data and documentation of cases at camp level; and through coordination with MEAL assistants ensure children records, data are accurately recorded in the CPIMS database.
    Contribute to the design of an overall programme contingency plan when needed
    Provide BID Supervisors with technical support regarding complex cases or specific technical difficulties
    Produce timely progress reports, including both quantitative and qualitative information, on Child Protection activities and input into regular situation reports, monthly and quarterly reports
    Ensure correct management of BID/BIA documentation at camp level
    Manage and coordinate the planning of the Camp Child Protection activities to ensure minimal disruption to programme Activities-Including staffing issues and office administration; to ensure effective management of programme resources
    Facilitate regular interviews and home visits with relevant persons who can give information on the child (the child, his/her family, leader, teacher, neighbour)
    Participate in camp level interagency meetings and engage in the identification and building of linkages with other partners/agencies, the Government and the community to ensure that issues related to child protection are raised and addressed.
    Comply with all relevant Save the Children policies and procedures with respect to child protection, code of conduct, health and safety, security, equal opportunities and other relevant policies
    Manage BID community workers staff annual leave and time off ensuring minimal disruption to programme activities
    Collect required data and coordinate with the MEAL team on a monthly basis and ensure data is correctly captured
    Identify and build links with other partners, ensuring that issues for child protection are raised and addressed
    Coordinate the identification, follow up of children in alternative care and, monitoring of foster parents/Guardianship
    Ensure the placement of children in alternative care adhere to SCI procedure and with the Kenya alternative care guidelines (Guidelines for Alternative Care of Children in Kenya 2011)
    Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CFRM database.
    Escalate complaints and feedback of a serious nature to program manager and field office child safeguarding focal point.

    Qualifications and Experience

    At least Degree in Social Work/Social Sciences or equivalent.
    At least three (4) years relevant experience in similar settings.
    Prior experience in child protection and best interest determination process in refugee set-ups in essential.
    Substantial management and leadership experience, preferably in emergency programmes
    Demonstrable competence in proposal and report writing
    Has high-level communication skills’, including engaging and informative formal public speaking.
    Fluent in English and Kiswahili (both spoken and written). Working knowledge of local language strongly preferred.
    Able to work effectively in a multi-cultural environment.
    Sets high standards for quality and consistently achieves project goals.
    Maintains and extends an effective network of individuals within the organisation and with government and development partners.

    Key Responsibilities:

     Work closely with the BI DRMP team to provide strategic guidance on the overall preparedness planning and actions for the DRM programme to ensure that proposals for funding are produced, donor reporting requirements are adhered to and are of the highest standards
     Provide appropriate technical support in delivering and implementing programme activities in BI countries to ensure timeliness and effectiveness

     Explore the capacity building and learning opportunities (national and international) for the BI country teams to ensure capability is as per the expected level
     Introduce a basic preparedness system is in all BI countries to ensure the system is operational
     Work closely with DRM Director for developing fundraising strategies through successful engagement with donors, government agencies and development partners in the global humanitarian sector
     Engage in regular scanning of new programme opportunities and primary donors from global communities for humanitarian response
     Review and drive the adherence of all humanitarian proposals and programs to common humanitarian and recognized technical standards (SPHERE) as well as the country-specific cluster guidelines
     Provide guidance to produce high-quality and timely emergency situation report and rapid damage and need assessment report for BIHP, within agreed reporting schedules as required
     Represent DRM in different coordination forums eg, humanitarian clusters (Protection, Health, Nutrition, WASH, Education in Emergencies, etc) as well as the different policy and advocacy forums to ensure that DRM efforts in humanitarian response are recognized and addressed in humanitarian policy and practice
     Lead on all grant revisions, extensions, and donor reporting to ensure it is completed timely
     Lead, coach and guide the staff in technical expertise, management and soft skills, where necessary in order to enhance capabilities and deliver up to expectations

    Others (Safeguarding)

     Establish a safeguarding culture across all levels of the program by implementing the safeguarding policy as well as act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
     Enforce the adherence to safeguarding reporting procedure in case any reportable incident takes place and ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified in accordance with the safeguarding policy and procedure

    Educational Requirements:

    Job Description
    The intern will be responsible for the project mobilization in the target community, sensitization and awareness among stakeholders, organization of community events, provision of support for the implementation and monitoring of all DRC program activities including micro-enterprise development, vocational skills training, dryland agriculture, value chain development and VSLA trainings to persons of concerns, within the target areas in Garissa County.
    Responsibilities:

    Undertake Community mobilization & sensitization activities for all DRC programs in Garissa County in close consultation with the project staff.
    Develop rapport with community leadership and stakeholders (e.g. village chiefs, Camp, block leaders etc.) and enhance their participation in all DRC programs.
    Plan and organize community forums for project engagement including community entry meetings, awareness creation event among others, community feedback sessions among others.
    Support project implementation of specific intervention as may be directed by the supervisor/mentor, including conducting training on specific areas and other support for the smooth delivery of DRC programs.
    Making periodic follow up visits to trainees and other program beneficiaries for further mentorship on needs basis.
    Participate in ABLI project assessment, surveys, data collection and field supervision activities in consultation with the responsible project staff. 
    Keep abreast of political, economic and social developments priorities in the area of operation and report the same to the supervisor for appropriate action.
    Prepare weekly, monthly plans and progress reports of DRC program activities directly involved in including documentation of success stories/best practices.
    Adequately share the DRC feedback mechanism with beneficiaries, to allow for timely feedback on emerging complains/complements concerning program implementation in close consultation with the relevant national staff.
    Facilitate and adhere to none violent conflict resolution mechanism among program beneficiaries
    Mainstream HAP in all DRC interventions being implemented in the designated areas.
    Help the program team in roll-out of program activities, including sharing of advertisements, overseeing receipt of application and participate in mobilization, identification and vetting of project beneficiaries.
    Maintain the PoC data base and any relevant information regarding the selected beneficiaries and file for reference.
    Observe all the rules and policies applicable to DRC and be available for the entire duration of the internship. 
    Actively participate in the learning experience and relevant skills development planned.
    Complete and submit monthly timesheet for the time worked 

    Experience and technical competencies: 

    Knowledge of the key issues/challenges and trends with regard to sustainable livelihood in refugee and host community set up.
    Experience in the use of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database package.
    Flexible, with ability to work and handle multiple tasks and meet strict deadlines
    Ability to provide continuous input on the organization’s processes and programs.
    Strong planning, organization and problem-solving skills with ability to work hands-on, independently, and within a team

    Education:
