    Job Description

    Malaria Diagnostic Technical Advisor will be responsible for ensuring technical rigor on the implementation of malaria diagnostic service delivery activities in the assigned country and liaise with and maintain productive collaborative relationships with in-country partners such as 1) Advance the Progress of Malaria Service Delivery Consortium (PSI/MCDI/Jhpeigo/ UCSF/Global Health and Sciences/ MEI; 2) PMI/Country team and other PMI implementing partners; 3) Ministry of Health/National Malaria Control Program and other departments; 4) other stakeholders working in malaria, such as local NGO, private sector representatives, WHO country office, etc.

    Essential Job Functions:
    This position is contractual for one to five years depending on the needs expressed by USAID and reports to the MCDI Project HQ Country Backstopping team.
    Local Office program backstopping for MCDI’s portfolio of malaria projects:
    He/she may serve as the primary programmatic backstop for MCDI malaria projects assigned to him/her, leading and guiding strategic planning, program design, program monitoring and evaluation, work plan development, budget managements, local logistics including TDY visits and virtual support during weekly or bi-weekly teleconference and through regular activity reports, semi-annual and annual report and publications.
    MCDI’s Malaria Diagnostic Technical Assistance:
    She/he will provide MCDI with local-based technical leadership on malaria diagnostics, supervision and quality assurance/quality control on malaria diagnosis. This technical assistance includes (among others) the provision of technical assistance to Home Office and field teams, provide technical assistance to the MOH/NMCP on malaria diagnosis, provide training, develop SOPs, manuals, training materials, participate in manuscript preparation, semi-annual and annual report, represent of MCDI in regional and global technical working groups and consortia, promotion of MCDI’s capabilities with potential collaborating partners, and disseminating MCDI’s malaria experience to global audiences.
    Other Functions:
    Other functions will include, but not necessarily be limited to:

    Assist in the dissemination of the malaria case management (diagnostic and treatment) policy
    Track and report on accomplishment of activities in the workplan
    Submit weekly written /or verbal (during weekly calls) updates on the work undertaken under each of the areas described above, significant achievements, challenges, and plans for the coming week.
    Provide Case Management training and continued adaptation of materials for the enhanced case management (clinical and diagnostic) supervision process: Materials for the malaria case management (clinical and diagnostic) supervision process, based on mentoring concepts, will be drafted and vetted as needed with the NMCP.
    Identify barriers to care-seeking behavior and options for community-based service delivery.

    Qualifications/Requirements:

    At least a Masters’ degree in biomedical Sciences. A PhD or Doctorate degree in Medical Biology will be highly regarded.
    At least 10 years of professional experience in malaria, especially on diagnosis, treatment, prevention, control and/or malaria elimination, either in an academic, research and/or program setting.
    Experience working with malaria donors such as USAID, World Bank, Global Fund, DFID will be preferred
    Experience in project management, managing staff and resources, mostly provided by malaria donors, to execute academic, research or field implementation programs.
    Experience in writing scientific report, manuscript and peer-reviewed publications.
    Good interpersonal skills, team player and makes her/himself available as needed
    Excellent written and oral communication skills,
    General professional proficiency in the French language is preferred.
    Very proficient in the use of the standard Microsoft Office package with particular experience using Words, Excel, PowerPoint and Internet Explorer.

    IFDC seeks to recruit a Soil Fertility Expert to be based in Accra, Ghana or Nairobi, Kenya and reports to the Deputy Director, Field Research, based in Nairobi. Working closely with project Chiefs of Parties, Team Leaders and technical staff, the Soil Fertility Expert will support the projects’ productivity objectives of sustainable and profitable increases in agricultural productivity and product quality in the developing world, while safeguarding the natural resource base on which many small-scale producers depend. This work focuses on the introduction and use of best agricultural practices, with specific attention to integrated soil fertility management (ISFM), defined as a set of soil fertility management practices adapted to local conditions that will maximize agronomic use efficiency of nutrients and improve crop productivity. Such practices include the use of balanced mineral fertilizer, soil amendments (lime, rock phosphate, organic inputs), improved germplasm, agro-forestry and the use of rotations or intercropping with legumes. As many IFDC programs also have a strong agribusiness component, the Soil Fertility Expert will stimulate demand for technical interventions in the context of a market driven value chain approach concept. The Soil Fertility Expert will also contribute to IFDC’s research agenda and publications related to fertilizer technology and market development.

    Responsibilities

    Provide leadership and vision to fertilizer initiatives for IFDC African projects.

    Job description
    Background
    To provide specific evidence on the links between women’s economic empowerment, sustainable agricultural production and economic growth, UN Women Regional Office for Eastern and Southern Africa (ESARO), the UNDP-UN Environment Poverty-Environment Initiative (PEI) Africa, and the World Bank in 2015 undertook a joint study ‘Costing the Gender Gap in Agricultural Productivity in Malawi, Tanzania and Uganda ’. In 2017, UN Women and UNDP-UN Environment PEI undertook similar studies on the cost of gender gap in agricultural productivity in Ethiopia and Rwanda in 2017.The 2015 report estimates the gender gap in agricultural productivity in Malawi to be 28%, Tanzania 16% and Uganda 13%. The 2017 analysis estimated the cost of the gender gap in agricultural productivity in Ethiopia and Rwanda to be 9.8% and 11.7% respectively. The gender gap in agricultural productivity in the listed countries translates to high loss of GDP per annum. For instance, the gender gap in terms of GDP loss in Malawi is USD 100 million; Tanzania USD 105 million; and Uganda USD 67 million per annum while the one-off GDP loss in Ethiopia is USD 256.6 million. The reports further estimated that closing the gender gap could lift many people out of poverty. For instance, 238,000 people could be lifted out of poverty in Malawi, 119,000 people in Uganda, and approximately 80,000 people in Tanzania on an annual basis, while in Ethiopia 1,323,886 people and Rwanda 2,100,000 people could be lifted out of poverty on a one-off basis. The findings of the report are striking and send a strong signal to policy makers in Africa as well as development partners that closing the gender gap in agriculture is smart economics.Following the costing exercises and the dissemination of the findings, there has been a growing demand from the target countries to build on the existing evidence through qualitative field studies to dig deeper into the findings of the 2015 studies. To respond to this demand and with the overall goal of influencing agricultural policies, programmes and investment frameworks in 2017, PEI and UN Women conducted follow up country field qualitative studies in Malawi, Tanzania and Uganda. The follow up studies build on the existing evidence and contextualize the findings to expand on the national policy analysis including costing of the solutions. The studies included field work analysis and in country validation workshops as a form of building capacity among national stakeholders on the recommendations to close gender gaps in agricultural productivity. The studies also tend to explore and quantify the link and impact of CSA on the gender gap productivity and suggest strategies and tools that could help in closing the gender gap in productivity through the adoption of CSA practices by the women farmers.
    UN Women and PEI seek a consultant to develop a regional policy brief based on the 1st studies (quantitative analysis) conducted in Malawi, Tanzania and Uganda in 2015; Ethiopia and Rwanda in 2017; and follow up studies (qualitative analysis) conducted in Malawi, Tanzania and Uganda in 2017. The purpose of the policy brief is to create synergies on the different country studies with regards the cost of gender gap in agricultural productivity and highlight lessons learned from the different countries. The policy brief will also be an opportunity to elicit key gender issues on agricultural productivity prominent in the quantitative studies and in the qualitative studies and provide key regional recommendations. This includes linking the different aspects of climate smart agriculture approaches that have been highlighted in the follow up reports in Malawi, Tanzania and Uganda. The brief shall employ the use of innovative presentation formats including infographics and multimedia communications hence the need for inclusion of key facts and figures from the review.
    Duties and Responsibilities

    Review the first phase reports on Tanzania, Uganda, Malawi (2015 report), and Ethiopia and Rwanda (2017 reports) and provide an analysis of key trends, differences and lessons learned;
    Review the second phase of the follow up studies in Malawi, Tanzania and Uganda on the factors driving the gender gap in agricultural productivity highlighting key trends, differences and lessons learned in adoption to climate smart agriculture and sustainable Environment and Natural Resource Management (ENRM);
    Based on the analysis, develop a policy brief highlighting key challenges that cause the gender gap in agricultural productivity in Africa and highlight key findings, policy and investment options and recommendations;
    Propose actions for the partners on how to move forward in implementing some of the recommendations of the studies focusing on actions required at the regional level;
    Distill similarities and differences among the countries of study and seek possible attributions;
    Attend and contribute to the roundtable discussion on the regional policy brief during the Africa Summit on Climate Smart Agriculture on 14-15th May, 2018.

    Job Responsibilities

    Formulation of policies and programmes that will create a positive impact both at national and regional level.
    Provide strategic and technical support to the 8 countries within the region.
    Ensure social protection and accountability to affected population (AAP) across the organization’s operations in the region.
    Support efforts to integrate into the organization’s programmes accountability to affected populations (AAP) andsocial protection
    Apply a conflict sensitive or peace building approach as appropriate and support principled humanitarian access.
    Coordinate the regional bureaus’ efforts to support country offices with the practical implementation of various policies.
    Develop, nurture and sustain partnerships both locally and internationally
    Participate in and carry-out, as needed, the development, appraisal and supervision of social protection and jobs related activities supported by the organization, including analytical and operational work
    Respond to government and donor partners requests for action on project implementation issues and help to ensure timely and complete responses to those requests
    Support the day-to-day operational activities to the organizationprojects and programs in their unit
    Organize, lead and participate in missions to provide technical inputs and share global best practices with government counterparts, including improving the monitoring and evaluation of project activities.
    Participate in developing reports and program evaluations as relevant.
    Contribute to cross-sectoral work, collaborating with other initiatives in social protection.

    Qualifications Required

    Advanced degree (MA or PHD) in one of the following disciplines: social sciences, international development, development economics or another related field like international relations, human rights, and political science or humanitarian studies.
    7 years solid progressive experience preferably in humanitarian setting.
    The candidate must be willing to travel extensively.
    Knowledge of French is desirable.
    Partnership Development experience
    Regional experience will be an added advantage.
