    Beans provide a highly nutritious food, containing protein, fiber, complex carbohydrates, vitamins, and micronutrients; about 400 million people in the tropics eat beans as part of their daily diet. Beans also provide income for millions of people, particularly in Africa and Latin America. Farmers struggle to satisfy consumer demand, producing around 12 million tons of common beans (Phaseolus vulgaris) every year worldwide.
    With our partners, CIAT develops improved beans that show resilience under harsh growing conditions, which are worsening as a result of climate change impacts. Decades of CIAT research on bean have led to massive uptake of improved varieties, with significant impacts on food security in major bean-producing countries. CIAT preserves the world’s largest and most diverse collection of beans. Most of the germplasm originates in the Neotropics where beans where domesticated thousands of years ago. Mexico, Peru, Colombia, and Guatemala are particularly well represented. The collection also contains important diversity from Europe and Africa and, to a lesser extent, Asia.
    With the aim of successfully keep tackling these challenges and ensure relevance of CIAT’s research on common beans, the Center is looking for a strategic, highly motivated, and experienced Bean Program Leader & PABRA Director. The position will be located at CIAT’s regional office in Nairobi, Kenya.
    Responsibilities:

    Provide management, leadership, and strategic direction to all CIAT research for development initiatives within the Bean Program and supervise all aspects of global research implementation with special focus in Sub-Saharan Africa.
    Responsible for coordinating all research efforts of the bean program with CIAT’s headquarters scientific team.
    Identify opportunities for resource mobilization, proposal development and collaborative research, which respond to regional demand and facilitate follow-through on these opportunities.
    Link with public and private sector research collaborators at the national, regional and global level.
    Engage and maintain active relationship with key partners in the region, to influence CIAT-PABRA’s participation, and the Strengthening of PABRA partnerships.
    Alignment and contribution of PABRA to CIAT Africa Business Plan
    Encourage development of co-authored publications by CIAT-PABRA partners
    Represent CIAT at meetings of all levels, providing updated information or presentations on project activities.
    Orient and evaluate the Staff after setting individual and teamwork plans, and develop human talent of the Bean Program.
    Plan and manage the budget in full accordance with the donors’ and CIAT policies.

    Requirements and Qualifications

    PhD or MSc with 15 years experience in agricultural science, rural development, food security and sustainable agriculture, crop science or related fields,
    International experience of 10+ years managing scientific programs. Management experience in bean programs and/or agricultural research and development in Africa would be considered a plus.
    The program/projects managed will have included the management of resource mobilizations, identification of new partnership opportunities and proposal development.
    Proven ability to lead and develop multidisciplinary teams, communicate a common vision among diverse partners, and effectively work with diverse stakeholders, including senior government officials.
    A demonstrated ability to elaborate high quality publications meeting international standards.
    Full English language communication skills, both written and oral.
    Spanish and/or French language skills would be considered a plus.

PASET was launched in 2013 by the governments of Senegal, Ethiopia and Rwanda. The governments of Kenya and Ivory Coast have since joined the initiative, while several others have expressed commitment to enter the partnership.
    With funding from African governments, the World Bank and the Korean government, RSIF aims to support PhD training, and research and innovation in various African universities selected as centres of excellence in fields identified by PASET as priority economic sectors for growth and development, including food security, ICT and materials science. A competitive grants scheme, RSIF has two components: (i) the general fund, which supports PhD training, research and innovation projects annually; and (ii) the permanent or endowment fund, whose return proceeds will become part of the general fund.
    In July 2018, the International Centre of Insect Physiology and Ecology (www.icipe.org) was appointed the Regional Coordination Unit (RCU) of RSIF.     Position Summary:
    The Regional Technical Advisor of the ASAP project will be responsible for leading a broad spectrum of activities, including programmatic planning and design, technical excellence in design and delivery of capacity development interventions, management of the regional technical assistance delivery team, communication and coordination with the HQ and other regional teams as necessary, and oversight of regional administrative actions and financial and programmatic reporting.

    Overview:
     
    International Business and Technical Consultants Incorporated (IBTCI) is seeking a Data Quality Assessment (DQA) Consultant. He or she will be responsible for a number of activities to ensure that the USAID/EA/Somalia Office is aware of 1) the strengths and weakness of data collected by the Office from its implementing partners; 2) the extent to which the data can be trusted to influence management decisions. 
     
    This position is based in Nairobi, Kenya and requires short trips throughout Somalia. The estimated start date is October /November 2018 and the position will continue intermittently until February 2019.
     Essential Duties/Tasks and Responsibilities:  
     
    The Data Quality Assessment (DQA) Consultant must:

    Review documentation, including past DQAs, the USAID/Somalia Performance Management Plan, and Implementing Partner (IP) Activity Monitoring & Evaluation Plans.
    Communicate with IPs such that they are adequately prepared for the DQA.
    Train IPs using a mix of teaching techniques such as lectures, discussions and practice exercises to ensure that trainees are able to internalize information provided and apply their learning.
    Ensure that all necessary information is collected during meetings with IPs and site visits; travel to the sites and report findings.
    Review each indicator against the quality standards and complete a DQA checklist and where appropriate a System Assessment Protocol at the USAID, IP and IP sub-contractors level (as appropriate); based on this review, and identify actionable recommendations to address any emerging data quality issues.
    Facilitate a series of validation and findings dissemination workshops with each IP and their COR/AOR. 
    Submit a detailed DQA report to IBTCI/SPSS.

    Required Knowledge, Skills and Abilities:

    Extensive experience in conducting rigorous and evidence-based DQAs;
    Strong understanding of stabilization, electoral systems, and democracy and governance programming;
    Proven ability to review and update training materials and conduct trainings, findings dissemination sessions using DQA findings;
    Knowledge of USAID requirements on DQAs; and
    In-depth understanding of USAID performance management standards and guidelines.

    Minimum Requirements:

    At least eight years of experience in monitoring and evaluation, preferably with experience working on USAID projects.
    Extensive experience in conducting rigorous and evidence-based DQAs.
    Willingness and ability to travel to Somalia.
    Fluency in spoken and written English.

    Education:  Graduate degree in a relevant field preferred.
     
    Working Environment:  Work is typically performed in an office environment.
     
    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    This will be a short-term assignment.
    Position Summary: The Qualitative Survey Supervisor will oversee the implementation of large household surveys in Kenya and Africa. He/She will ensure that the survey enumeration targets are met or exceeded, and quality standards are rigorously enforced, within the budget and time constraints.
    Duties and Responsibilities

    Travel to the study areas/ sites selected for the qualitative study in any of the nine counties of Kenya (Baringo, Garissa, Isiolo, Mandera, Marsabit, Samburu, Tana River, Turkana and Wajir).
    Lead the selection of study participants (based on the set rules) by liaising with respective local authorities.
    Closely work with the Kimetrica/ Tango team leaders to facilitate conducive environment for the qualitative interviewers.
