    Mapping of Medical Specialists in Kenya

    Objectives and Scope:
    The main objective of this consultancy is to account-for and map-out available medical specialists and; clinical officers and nurses with higher diploma in various specialities in Kenya by area of speciality and of work and establish the country training capacity.
    Main Tasks and Responsibilities:

    Develop and present a detailed inception report outlining methodology and costed work plan;
    Undertake a desk review of all available data, including but not limited to:
    Kenya Medical Practitioners and Dentists’ Council (KMPDC), Nursing Council of Kenya and Clinical Officers’ Council specialist data, iHRIS, Regulatory Human Resource Information system (rHRIS) and Integrated Payroll & Personnel Database (IPPD);
    Contact National and County Health managers for current specialist establishments, in-post and requirements;
    Establish the country capacity to train specialists by contacting the relevant medical training institutions and other stakeholders;
    Establish the existence and effectiveness of mechanisms for transfer of medical specialists from county to county and between the two levels of Government;
    Triangulate and cross-check the information from the various sources;
    Prepare a report which includes suggestion on:

    Framework for development of a rational medical specialists training plan and
    Effective mechanism(s) of equitable distribution of the medical specialists including inter county and county/national transfers;

    Make presentations and facilitate during internal MoH meetings and final validation meeting.
    Expected Outputs/deliverables

    The consultant will produce the following deliverables:

    An inception report inclusive of methodology, data collection questionnaire(s) and costed work plan.
    First draft report that includes mapping of specialist’s lists – current numbers, ideal and gaps, and country training capacity in medical training institutions and teaching hospitals.
    A debriefing presentation document (Power Point) synthesising the main preliminary findings
    Second draft report to be presented at a validation meeting.
    A final review report, both narrative and in power point format for dissemination. The final report should include an executive summary of maximum 2 pages. The executive summary should be able to be read as a standalone document.

    Timing of the Consultancy: The contract will run for two months starting from 01 May 2020

    The assignment will commence not later than 01 May 2020.
    First draft report shall be submitted to MoH no later than 27th May 2020.
    Debriefing Meeting not later than 8th June 2020
    Second draft report shall be submitted to MOH no later than 15th June 2020
    Validation meeting by 22nd June 2020.

    Qualifications
    This assignment requires a consultancy team (2-3 consultants) who will complement each other in execution of the work. The following qualifications are required:

    A Ph.D. or master’s level holder with over 10 years’ experience in human resources for health, medical education, health research.
    A human resource management (HRM) or organizational development specialists with 5 years’ experience and good grasp of the health sector and devolution.
    Good report writing skills – Team player with good interpersonal, communication, report writing, analytical and presentation skills are required. – Previous experience in MOH HR management related issues is desirable

UN Women uses its convening power to bring together partners such as civil society and the private sector to address a wide range of dimensions of women’s economic empowerment in a holistic, coherent and coordinated manner drawing on its own expertise in the areas of economic empowerment including women’s access to decent work, redistribution of unpaid care work, gender and macroeconomic growth and social protection.In 2017, UN Women embarked on developing an “All Africa Strategy”, to improve coordination, promote synergy and prioritize its activities for maximum impact, thereby increasing efficiency of the organization’s resources in the region. The strategy tackles the most compelling issues affecting women and girls on the continent and positions UN Women for effective implementation of the Sustainable Development Goals in Africa.     Identify and map top private sector companies in each of the 12 selected countries within East and Southern Africa
    Conduct Desk review of key UN Women document including but not limited to UN Women private sector go-to-market strategy; UN Women global strategy, UN Women Private Sector Accountability Framework (UNW-PSAF), Africa Strategy and ESARO Strategic note (2018 – 20-21) to understand UN Women’s programme of work and priorities for gender equality and women empowerment.
    Hold consultation with all 12 UN Women Country Offices in ESA region to assess previous engagement with private sector, identify and map out potential cooperate entities.
    Identify the value chains and value proposition or corporate priorities of these private sector companies that aligns to UN Women’s work, indicating areas of possible mutual collaboration.
    Consult with potential corporates to identify and confirm their value proposition, capturing areas of mutual collaboration with UN Women in ESAR.
    Develop a comprehensive database of private sector entities in ESAR, capturing the head of these institutions, contact details and mutual areas of collaboration;
    Propose entry points for the integration of women businesses supported by UN Women in the value-chains of large companies established in ESAR.
    Identify, map and develop a database of women-owned businesses established in ESAR.
    Develop a UN Women – Private sector engagement strategy document for ESA region proposing entry points for UN Women engagement and drawing on the findings of the study.

    Job description

    PSI is seeking Project Lead who will coordinate stakeholder engagement and oversee project activities in close collaboration with PSI’s local implementing partner, PS Kenya. The Project Lead should have: a track-record of successfully managing HIV projects around prevention, testing or treatment, working through multiple stakeholders and experience working with the private healthcare sector. The successful candidate will have extensive knowledge of the Kenyan context and HIV epidemic as well as experience implementing pilots or projects focused on end users and/or providers. Knowledge of the relevant scientific literature and donors about HIV testing, prevention and treatment preferred. This position will be based at PS Kenya and will coordinate between all three donors as well as sub-awardees on the project.
    PSI has been invited by three donors – The Children’s Investment Fund Foundation (CIFF), Unitaid, and the Elton John AIDS Foundation (EJAF) – to lead a project in Kenya aimed at increasing the use of HIV Self-Testing (HIVST) among young men.
    The project will focus on three objectives:

    Optimizing distribution and linkage models in the public and private sector that increase uptake of HIVST among at-risk men ages 20-34;
    Creating a sustainable supply of HIVST kits that are conveniently available and accessible for those in need; and
    Creating an enabling environment for HIVST scale up and sustainability.

    Key Responsibilities

    Support meaningful, extensive stakeholder engagement from across the spectrum in Kenya, including but not limited to national and sub-national government, donors, community organizations, implementing partners and academia.
    Serve as main point of contact/representative of the project to the three donors and other national and community stakeholders in Kenya.
    Lead the develop of project-wide implementation and work plans including timelines and assigned roles and responsibilities for all project partners; manage the roles of sub-awardees.
    Assist in design, implementation and oversight of pilots, working closely with the implementing teams.

    Qualifications

    At least 5 years of exceptional experience in programmatic and technical leadership of complex donor-funded health programs, involving coordination with multiple program partner institutions and  with sub-awardees. Experience with private foundations a plus.
    Broad and up-to-date understanding of the HIV epidemic and response in Kenya, including PEPFAR- and Global Fund-sponsored projects. Experience working with young men a plus.
    Experience with or demonstrated willingness to learn about HIV self-testing and private sector approaches to public health.

    KRCS is seeking a qualified person for the position of Research & Design Lead for an anticipated 5-year USAID Food For Peace (FFP) Development Food Security Activities (DFSA) in Kenya. The project focuses on sustainably reducing levels of acute malnutrition in Kenya’s arid and semi-arid lands (ASALs), in Isiolo, Marsabit, Samburu and Turkana counties. The project will be implemented in two phases, from October 2019 to September 2025; (1) Phase 1 will focus on researching, testing approaches and collaboratively designing a context-sensitive, multi-sectoral activity to sustainably reduce acute malnutrition; and (2) Phase 2 will focus on activity implementation and system and institutional strengthening to manage nutrition interventions. KRCS will be putting in an application in response to the FFP DFSA request for applications in collaboration with other consortium partners.

    Overall Purpose:
    Under the supervision of the Chief of Party, The Research and Design Lead, will provide technical leadership to formative research activities, refinement of the Theory of Change, and development of a locally adapted programmatic approach to reducing acute malnutrition.
