    The CRE’s program mission is to contribute to inclusive, pro poor and thriving climate change resilient economies for economic, social, and environmental sustainability in Africa. The program’s strategic objective is to support the development of enabling capacities, policies, organisations, and institutions for harnessing applications of climate change related sciences, technologies and innovations for energy access and security, water quality and security, biodiversity, and natural resource management in Africa.
    Required Qualifications:

    Have at least MSc or preferably a PhD in Agricultural related fields such, Agricultural Economics, Agribusiness, Agriculture and/or Food Science or closely related fields with interest and application on climate resilience issues.
    At least three years’ experience in agriculture, food and nutrition security, and climate action related research and related policy engagement.
    Strong team building, project management and networking skills.
    Knowledge and experience in the broad spectrum of issues related to climate-change, resilience, agriculture, and food systems.
    Ability to work across multidisciplinary disciplines and in multistakeholder partnership projects.
    Excellent written and spoken English. The written skills will be demonstrated by publications record including peer reviewed articles.
    Capacity to speak French or Portuguese will be an added advantage
    Experience with supervising and guiding junior staff.

    Skills and competences for the position
    The position entails undertaking high quality research, contributing to, or leading in the development of major and small grant proposals. It also requires effective dissemination of the research through publications and other innovative forms of knowledge sharing, and engagement with various stakeholders including policy makers and other decision makers.
    The suitable candidate will therefore have the following skills and competencies

    Have the capacity to work with both social sciences and natural sciences on agrifood systems related topics including value chains, climate smart agriculture, climate resilience, adaptation and mitigation, and integration of cross-cutting themes especially gender and inclusivity perspectives.
    Demonstrated competence in quantitative and qualitative research methods.
    Excellent knowledge of data management methods and ability to use various quantitative and qualitative analysis software
    Good knowledge in digital data collection platforms like ODK, CSPro, etc.
    Experience in undertaking fieldwork including supervision of field teams
    Handle and analyse data to provide high quality technical reports, briefs, and publications.
    Good record of scientific publications is an asset.
    Demonstrated experience in project proposal development and resource mobilization aspects.
    Excellent oral presentation skills and ability to engage technical and non-technical audiences including policy stakeholders on research findings and generally about our work.

    THE OPPORTUNITY
    Reporting to the Director of Human Capital Development (HCD),  the Head of Disability, Diversity and Inclusion will support Regional Programs, Country Offices and partners to advance towards the full realization of the Young Africa Works Strategy (YAW).  He/she will also manage the development of all Disability and Inclusion programs, partnerships, strategic plans and annual workplans of the Disability and Inclusion Unit and ensure their alignment with critical aspects of Human Capital Development (including budgeting).  He/she will also lead oneness, building an inclusive, accessible and collaborative work environment, leading the Disability Diversity and Inclusion Team and the rest of the matrixed team, aligning with Young Africa Works Disability Inclusion Partnership ‘We Can Work’.

    Provide support to partners and the Scholars Program team with the implementation of Diversity, Disability and Inclusion initiatives (including existing initiatives), driving organizational change towards impactful disability and inclusion in programming, operations and strategy.
    Masterfully and compassionately manage relationships with senior stakeholders at the Foundation and the broader Scholars Program community.
    Coach and mentor the staff of the Disability Diversity and Inclusion Unit, managing their workload.
    Provision the development of an Inclusive Budgeting Initiative and HCD budget in line with Inclusion Guidelines, Tools & Processes.
    manage numerous internal and external meetings involving the Foundation’s partners in relation to Disability Diversity and Inclusion.

    WHO YOU ARE

    A Master’s Degree (Ph.D. preferred) in relevant field including Special Needs Education, Human Rights, Sociology, Social Work, Psychology, Development Studies or related Social Sciences field.
    Minimum 15 years of experience in a similar or related role in a fast-paced environment with local and multinational experience.
    Proven experience in programs design and implementation related to Disability and Inclusion in various countries of Africa and beyond.
    Excellent operational skills covering Special Needs Education policy and Disability and Inclusion planning; and ability to lead complex policy and strategy dialogue.
    Excellent leadership and supervisory skills with established track record managing multi-location and virtual teams.

    Hold a kickoff, exploratory conversation with the USAID team to develop a better understanding of knowns and unknowns, refine research questions, propose methodological approaches, and discuss overall timeline, outputs, deliverables, and expectations.
    Develop and share an inception report including an understanding of the assignment, research work plan, methodological approach, and outline.
    Conduct a review of published research and grey literature.
    Develop an understanding of the criteria in place that provide guidance to the wider agency, to include laws, executive orders, regulations, policies, and all levels of anti-corruption strategies.
    Assess agency-wide anti-corruption initiatives for lessons that can be derived and incorporated. Identity lessons and best practices from the Agency’s global initiatives, such as the Anticorruption Task Force, including specific lessons about known bad actors in direct USAID past experience.
    Develop an understanding of the way in which corruption, and anti-corruption, have evolved over time in Kenya.
    Examine measures that have been attempted and implemented to mitigate corruption in Kenya and assess the success, or the lack thereof, of these efforts over time, and specifically, identify what has worked and what has failed.
    Conduct key informant interviews with Kenyan stakeholders, USAID staff, implementing partners, and other experts and development actors.
    Develop a map or matrix of key institutional stakeholders and key actors.
    Develop an understanding of the interests of key actors and groups.
    Develop recommendations for ways in which USAID may more effectively target its resources and programs for positive anti-corruption results.
    Develop recommendations for what practices should be continued and replicated due to past or current success.
    Share early findings and information on these topics with USAID and select partners during an activity co-creation event.
    Prepare a sequence of drafts answering part or all of the agreed-upon research questions.
    Prepare the first full complete draft of the paper.
    Revise drafts based on USAID feedback and compose a final foundational Anticorruption concept note for USAID/KEA.

    Reporting:

    Qualifications:

    Experienced economic governance expert with understanding of political economy dynamics related to anti-corruption in Kenya
    Independent researcher with the ability to uncover and present new ideas
    Understanding of both internal control and law enforcement aspects of corruption
    Ability to engage and gather information from key informants and stakeholders
    Experience working with a key stakeholder institution in the anti-corruption space in Kenya preferred

    Key Duties and Responsibilities

    Relevant Experience

    10-15 years’ relevant experience working in various African countries on gender in agriculture (at analytical, policy and operational level), with experiences working in similar organizations or institutions 
    Program design, implementation and management, monitoring and evaluation working with gender in agriculture, working with governments and institutional partners, women networks, and civil society advocacy bodies.  
    Excellent track record in leading evidence-based analysis in the field of development, agribusiness, and gender-related issues.
    Demonstrable ability to work in complex work dynamics and challenges. Able to adapt rapidly to new technical areas.
    Experience in developing and managing strong partnerships and relationships inside and outside the organization, managing conflicts, and building consensus. Comfortably engages with senior decision makers within organization and constructively challenges colleagues, clients, and stakeholders.
    Experience of end-to-end project management, including scoping and design, resourcing, risk management and quality assurance.
    Good command of English, a working knowledge of French will be an advantage
    Excellent oral, facilitation, and written communication skills; works well in diverse teams, with efficiency and diplomacy.

    Academic and Professional Qualifications

    Masters’ degree in gender, agriculture, sociology, political science, public policy, international relations, gender and development, or any other relevant discipline related to gender and rural development. (PhD is desirable).
    Deep knowledge of gender in agriculture, with expertise in gender in agricultural production, gender in rural productive asset ownership systems and power structures, policies governing asset ownership and institutional (formal and informal) roles in gendered access to resources, knowledge, and assets. Specific areas of considerations are gender in seed systems and sustainable agriculture, gender in policy, state planning instruments and gender-budgeting, Gender data and evidence building amongst key considerations in agriculture. 
    Solid knowledge of international, continental, and regional planning and investment frameworks relating to gender in agriculture, i.e., familiarity with CAADP and Biennial review frameworks, regional bodies influencing planning for equitable and inclusive investments in agriculture, markets and trade institutions and policies. 
    Good team working skills, ability to deliver high quality products under pressure.
    Strong analytical skills and demonstrable ability to engage government, development partners and private sector.

    How can you make a difference?
    Preparedness and response to public health emergencies in the eastern and southern Africa region

    Monitor public health events in the region, follow up notification and response with countries, HQ and partners, ensuring that information on the events is updated and shared with relevant parties as needed.
    Support UNICEF country offices in the development/updating on health emergency work planning, contingency planning processes with other sectors to ensure cross sectoral response programming and resilience building and other relevant documents as needed.
    Support development and review of health emergencies related resource mobilization proposals and reports, relevant TA and funding applications documents as needed.
    Conduct country support missions as part of the first line of regional response to public health events and/or in response to TA requests/ joint preparedness and performance monitoring including for accelerated disease control initiatives

    Technical assistance for COVID-19 vaccine roll-out

    Collaborate with the Regional Immunization team to facilitate smooth COVID-19 vaccine roll out in ESAR countries including but not limited to resource mobilization, monitoring, identification and addressing bottlenecks in countries and providing technical assistance as required for planning and reporting.
    Monitor vaccine roll out in humanitarian settings, identifying bottlenecks and collaborating with the Regional immunization team to support countries to address them.
    Lead the development of technical updates and documents for use by ESAR countries with respect to implementation in humanitarian situations including using integrated approaches and existing emergency mechanisms.

    Maintain internal and external collaborations and partnerships

    Support coordination of the UNICEF ESARO cross sectoral public health emergencies group in response to new and emerging events.

    Support coordination of UNICEF cross sectoral participation in the following external regional health emergency coordination platforms including:
    COVID-19 ESA coordination forum (health partners’ group; technical working groups);

    Ad-hoc relevant coordination forums/mechanisms

    Capacity building

    Provide carefully curated public health emergency guidance, reports and other information to all country focal points, health managers and chiefs of health as needed.
    Develop the expression of interest for national health specialists/officers, and the PHE consultancy roster and review, assess, and recommend candidates for selection.  
    Support the completion and rollout of the PHE toolkit in priority countries.
    Support the development of the Maternal newborn health package for humanitarian settings.
    Compile and update a package for cholera response capacity building in collaboration with WASH and social and Behaviour change regional focal points.

    Knowledge management

    Analysis and risk informed planning: Lead the deployment of the public health emergencies risk analysis in selected countries in collaboration with country health teams and use the findings to develop health sector emergency preparedness and response plans with subnational level analysis and outputs.
    Technical guidance: Provide technical support to UNICEF country offices and partners including contributing to the development/adaptation of or sharing relevant standards, protocols, guidelines and training materials for public health and health in humanitarian crises.  
    In collaboration with WASH and social and behavior change, conduct a regional stock take and review of the ESARO Cholera Strategic Framework 2017-2020 and update as necessary.

    To qualify as an advocate for every child you will have
    Education:

    Advanced university degree in public health (MSc or PhD), plus degree in health field (MD or other related health discipline).

    Experience:

    A minimum of 8 years of progressively responsible experience in public health, with field experience in responding to health emergencies. This includes coordination & partnerships, risk assessments, planning, programming, implementation monitoring and evaluation of public health emergency programs relevant to communicable disease control. Within disease control, expertise mainly in: viral haemorrhagic diseases; vaccine preventable diseases; epidemiology & surveillance; International Health Regulations including JEEs/country core capacity assessments.
    Experience with UNICEF and other agencies/NGOs in emergency settings agency, and/or INGOs.
    Country work experience in the region with work experience in a district health system is an advantage.

    Language Requirements:

    Fluency in English is required.
    Knowledge of French or Portuguese (a working language in some ESA countries) is an asset

    Ensure overall Theme coherence and deliver on the Theme targets and outcomes. This includes responsibility for:
    Coordination of Theme activities among CGIAR Centres and relevant partners
    Coherence of the Theme workplan, annual planning, reporting and budget
    Providing technical backstopping of Theme activities to ensure quality of outputs and outcomes (reviews of the P&R, checking budgets, supporting inter-Center discussions and planning).
    To provide guidance and oversight on monitoring and evaluation on the project.
    To keep in close contact with the Regional and country Leads to ensure that the Theme research activities in each region contribute to the overall achievements of the Project and that strong synergies are build.
    Establish high quality and high-profile scientific outputs, ensuring its regular delivery
    Provide support to the AICCRA leadership team to foster synthesis work
    Oversee and execute fund raising actions for the Theme
    Ensure the implementation of good internal communication on all Theme activities and meetings team so that other AICCRA core team members, appropriate country and regional leaders are familiar with the various plans in the Flagship.

    QUALIFICATION REQUIREMENTS

    A PhD degree or MSc degree plus appropriate experience in a discipline relevant to policies and institutions for scaling CSA.
    At least 10 years’ experience in agricultural research for development in areas relevant to AICCRA (e.g. climate smart agriculture, scaling agricultural innovations, enabling conditions for agricultural development, policies and institutions, monitoring and evaluation)
    Extensive regional experience (min. 10 years) of working in Africa.
    Broad working experience (min. 10 years) at international organizations.
    Proven experience and skills in managing projects and partnerships.
    Proven capacity to work across multiple stakeholders, including government entities, civil society organizations (CSOs), local communities, and the private sector.
    Excellent written and oral communication skills in English. Written and oral communication in French an added advantage.

    Providing technical backstopping of Theme activities to ensure quality of outputs and outcomes (reviews of the P&R, checking budgets, supporting inter-Center discussions and planning).
    To provide guidance and oversight on monitoring and evaluation on the project.
    To keep in close contact with the Regional and country Leads to ensure that the Theme research activities in each region contribute to the overall achievements of the Project and that strong synergies are build.
    Establish high quality and high-profile scientific outputs, ensuring its regular delivery
    Provide support to the AICCRA leadership team to foster synthesis work
    Oversee and execute fund raising actions for the Theme
    Ensure the implementation of good internal communication on all Theme activities and meetings team so that other AICCRA core team members, appropriate country and regional leaders are familiar with the various plans in the Flagship.

    REPORTING LINE/COMMUNICATION

    The Thematic Lead shall report to the Project Coordinator of AICCRA.

    QUALIFICATION REQUIREMENTS

    A PhD degree or MSc degree plus appropriate experience in a discipline relevant to policies and institutions for scaling CSA.
    At least 10 years’ experience in agricultural research for development in areas relevant to AICCRA (e.g. climate smart agriculture, scaling agricultural innovations, enabling conditions for agricultural development, policies and institutions, monitoring and evaluation)
    Extensive regional experience (min. 10 years) of working in Africa.
    Broad working experience (min. 10 years) at international organizations.
    Proven experience and skills in managing projects and partnerships.
    Proven capacity to work across multiple stakeholders, including government entities, civil society organizations (CSOs), local communities, and the private sector.
    Excellent written and oral communication skills in English. Written and oral communication in French an added advantage.

    Scope of Work:
    The Strategy Advisor will manage a team that supports the Mission’s strategy development and implementation, process management initiatives, strategic communications, and the development of knowledge products for learning, adaptation, and organizational capacity enhancement. The Strategy Advisor will support USAID Kenya and East Africa to advance its localization agenda and further other strategic choices to improve the sustainability of development interventions and outcomes in Kenya and East Africa.

    Roles and Responsibilities
    The Strategy Advisor will report to the Chief of Party.

    Technical and organizational development support in developing, monitoring, adapting, and communicating USAID/KEA strategies and associated enabling environment;
    Technical and organizational development support to streamline management processes to enable strategic and efficient implementation;
    Manage a strategy and communications team including direct reports and consultants to deliver high-quality products and services for USAID/KEA;
    Collaborate with other technical and operational teams to deliver integrated support to the Mission and implementing partners;
    Lead support in the organization, and execution of internal and external learning and collaboration events, workshops, co-creations, and training with USAID personnel, implementing partners, and other stakeholders;
    Generate ideas and act as a knowledge partner to support USAID/KEA Strategic Planning and Analysis (SPA) office in systems strengthening;
    Support USAID/KEA SPA office to conceptualize, create, reengineer, or develop mission orders, templates, and tools;
    Lead support to communicate USAID/KEA strategies, policies, procedures to other USAID implementing partners;
    Support the design, organization, and execution of training on USAID policy, and
    Recruit and manage local experts, expatriate experts, and local firms to supplement bandwidth and technical expertise.

    Qualifications:

    Master’s degree or PhD in public policy, international relations, economics, or a relevant social science degree; a Bachelor’s degree and 10 years of relevant professional experience may be substituted for the education requirement
    Excellent English written and oral communication skills
    At least 5 years’ experience working with an international donor on strategy or program management, monitoring, and evaluation
    USAID experience; work with a program office preferred
    Comprehensive understanding of USAID ADS Chapter 201 Operational Policy for the Program Cycle
    Analytical and writing skills with experience authoring program and operations guidance, mission orders, or project designs
    Excellent communication and presentation skills and experience working with senior leadership
