    Requirements for Appointment

    For appointment to this grade, an officer must have:-

    A PhD or equivalent degree qualification (or a Master’s degree qualification in special cases) in the relevant area [rom recognized/accredited University;
    Served in the grade of .ecturer/Research Fellow or in a comparable position for a minimum period of three (3) years or six (6) years research/industry experience;
    A minimum of thirty-two (32) publication points as a Lecturer or equivalent of which twenty-four (24) should be from refereed scholarly journals;
    Supervised at least three (3) postgraduate students to completion as a Lecturer/Research Fellow;
    Been registered by the relevant Professional Body (where applicable); and
    Demonstrated merit and ability as reflected in work performance and results.

    Duties and Responsibilities

    Lecturing specific units of specialization in accordance with the curriculum;
    Preparing students progress reports;
    Carrying out research work in relevant field or specialization;
    Conducting seminars/workshops or symposia;
    Coordinating of courses, projects and practical work;
    Preparing teaching/learning materials;
    Setting, invigilating and marking examination/assignments;
    Developing proposals to attract research grants;
    Writing journal articles and books;
    Presenting academic papers in conferences/seminars/workshops or symposia;

    Overview

    The position holder will conduct research on Integrated Water Planning and water-energy-food (WEF) nexus analysis in terrestrial and marine settings, including oceans. A major role for the position holder will be to undertake water modelling using SEI’s WEAP (Water Evaluation and Planning) tool), and other and other water modelling and management tools, support policy engagement on water, oceans, and blue economy, and contribute to capacity building activities, including training while also providing scientific advice to external partners, including policy makers, local communities, and private sector actors.

    Duties and responsibilities

    Research, policy, and capacity development tasks Lead and coordinate water systems modelling and analysis using the WEAP (Water Evaluation and Planning) tool and other water management tools to quantify current and projected water demands across different sectors, considering drivers of change, including climatic variability.
    Coordinate the Centre’s research on Integrated Water Planning, water-energy-food (WEF) Nexus, Water and Sanitation (WASH), and Oceans and Blue Economy.
    Coordinate Centre’s engagement in key water and ocean policy processes at the national, regional, and global levels, including the Sustainable Development Goals (SDGs), the UN International Decade for Action on Water for Sustainable Development (2018-2028), the United Nations Decade for Ocean Science for Sustainable Development (2021-2030), and the African Ministerial Conference on Water (AMCOW) processes.
    Conduct internal and external water focused capacity building initiatives, including coordinating training and providing technical support for users of SEI’s Decision Support Tools (DST) for water planning and management.
    Contribute to formulation and implementation of the Centre’s Annual Workplan, including budget preparation, programme design, knowledge management, and project  implementation.
    Support the Communications team in outreach activities, including media appearances, public presentations, science-policy dialogues, and preparation of articles for specialist publications as appropriate.
    Supervise postgraduate students and contribute to teaching and training at universities that have partnership arrangements with SEI.
    Centre development Manage projects, including coordinating project teams, and contributing to research design, data collection and archiving, data analysis, writing of publications, and dissemination of findings through seminars, workshops, conferences, and other public outreach activities.
    Provide guidance to early career research staff in the research process and career development and contribute to SEI’s staff research development program.
    Contribute to strengthening the relationship between the Centre and other partners through joint research, policy engagement and capacity development activities.
    Project specific tasks Coordinate the implementation of the project “Applying the Water-Energy-Food Nexus to Promote Ecosystem Based Adaptation in the Ewaso Ng’iro North River Catchment, Kenya.” Support the implementation of the EU funded project ONEPlanET (OpeN source Nexus modelling tools for Planning sustainable Energy Transition in Africa). Support the implementation of the project “Integrated Management of Natural Resources for Resilience in the ASALs (IMARA).”
    Work on existing and new projects as assigned by the supervisor. 

    Education, knowledge and experience

    Ph.D. degree and two (2) years’ work experience, or a Master’s degree and five (5) years’ work experience in Hydrology, Engineering (Civil/Water/Agriculture Engineering), Geography, Natural resources management, Environmental Science, or interdisciplinary studies with Water relevant qualifications.
    Research background in water management, WEF (water-energy-food) nexus, ocean and ecosystems management, preferably applied research that links to policy and decision-making in African context.
    Track publication record in both refereed and non-refereed publications.
    Experience in water systems analysis, and water modelling in a GIS platform, including strong ability and skills in using Water Evaluation and Planning (WEAP) tool and other water modelling tools.
    Research, policy and capacity development experience in water, oceans, ecosystems, and related areas.

    Research Lead – Economic Opportunities

    The Position 

    The Research Lead will provide direction to Mercy Corps’ research and learning on economic opportunities, which includes a number of technical areas including cash, Market Systems Development (MSD), agriculture, youth employment and financial inclusion. They will be responsible for advancing Mercy Corps’ growing research agenda, partnerships, and portfolio on economic opportunities issues. The position engages strategically across the organization and externally to develop and drive research that is responsive to the major policy debates and knowledge gaps around program theories and practice. 
    A key element of this role is mobilizing the organization’s internal expertise, analysis, and research to drive program impact, identify scalable solutions, and influence external priorities and decisions. To this end, the Research Lead works closely with Mercy Corps’ Policy and Advocacy team, and collaborates with Mercy Corps’ Technical Support Unit, Media and Communications, Monitoring and Evaluation, and Crisis Analytics teams. In addition, they work closely with program and country and regional teams to identify relevant questions, ensure that evidence is being used in improving program strategies, and that new programs are designed to generate evidence for further learning and influence.
    The role will involve developing and managing original research products, in consultation with members from other teams. They will lead research and drafting of major long papers, shorter reports and quick-turn around analytical pieces. The Research Lead will contribute to new research grant opportunities and partnerships, to help expand the scope and impact of our research and influence around economic opportunities. 
    The position serves as a public thought leader, engaging externally with government, think tank, academic and institutional partners, to advance our evidence and analysis on economic opportunity issues. The Research Lead dedicates time to raising the profile of Mercy Corps’ research and evidence by giving high profile talks, participating in panels and research networks, and attending key external forums, as well as cultivating and deepening relationships with donors, policy makers, academics, and other evidence consumers. The position writes timely analysis, thought pieces, and other products, which maximize the impact of and learnings from Mercy Corps research.

    Essential Responsibilities 
    Research and Learning Team Leadership and Management 

    Co-lead Research and Learning team strategy development to develop/refine priorities, oversee work planning, resource allocation, implementation, and adaptive management.
    Represent the team on strategic internal and external initiatives, working groups, and fora related to advancing research and evidence in the humanitarian and development fields.
    Contribute to team communications in research and evidence to promote more effective and efficient coordination within and across the organization, including to executives and other senior leaders.
    Regularly contribute to new research proposal development and technical advising to country and program teams, advising on partnerships, and reviewing and input to major research designs, analysis, and written products.
    Supervise researchers or project coordinators, including providing them strategic direction in line with the broader research strategy, operational support, performance reviews, and mentoring/coaching.
    Manage and recommend use of discretionary research funds towards filling high priority opportunities needed to advance the economic opportunities evidence and learning agenda.
    Contribute to a team and organizational culture of curiosity, experimentation, collaboration, and learning to improve our capacity to produce and use rigorous,  ethical, actionable research. 

    Evidence Generation

    Lead the implementation of the global research agenda on economic opportunities, in collaboration with Mercy Corps technical, policy, and program teams, as well as key academic and think tank partners.
    Collaboratively identify, design, and lead research opportunities that respond to our priority topics and questions on economic opportunities, and that connect to Mercy Corps’ programming.
    Manage and coordinate the work of external researchers, co-authors, data analysts, research assistants, and other consultants to execute and communicate studies on economic opportunities. 
    Lead or co-author program and policy-relevant research products, including technical reports, white papers, policy briefs, commentary pieces, op-eds, and other products tailored to key audiences. 

    Partnership and Resource Development  

    Promote Mercy Corps as a respected generator and consumer of research, as an organization that implements evidence based programming, and as the go to organization  for conducting credible and actionable research on economic opportunities in fragile contexts.  
    Act as leading external voice in contributing to and influencing policy and practice on economic opportunities issues based on our research and learning, including representation at key external program and policy forums.  
    Develop and advance partnerships with think tanks, academics, and other research entities that improve the credibility and reach of our studies, and strengthen relationships with and engagement of local research partners where Mercy Corps operates. 
    Establish and maintain strategic relationships with key consumers and users of our evidence, including peer NGOs, think tanks, and government officials.
    Cultivate / strengthen relationships with foundations and institutional donors, and identify and lead the development of grant proposals to grow the resource base for our economic opportunities research portfolio. 

    Representation and promotion of evidence use

    Ensure research findings translate into appropriate external products to support evidence-based influencing activities, including drafting of policy-related talking points, policy briefs, and key messages to use in external engagements.·      
    Act as leading external voice in contributing to and influencing policy and practice on economic opportunity issues based on Mercy Corps’ research and learning. 
    Promote awareness and uptake of research through publishing in widely-read outlets, participating and presenting in high-profile forums, and leveraging connections with technical experts, policy makers and thought leaders.
    Actively translate and promote awareness and use of research and evidence to inform organization-wide  strategies and priorities related to programming and policy advocacy on economic opportunities. 

    Supervisory Responsibility

    Minimum Qualifications & Transferable Skills 
    The ideal candidate will possess many, though perhaps not all, of the following qualifications and characteristics:  

    Ph.D in Development Economics, other relevant discipline with minimum 5 years applied research experience or a Master’s degree with over 10 years of research, evaluation, or analysis experience in international humanitarian and development programs. 
    Experience conducting independent research, analysis and publishing on economic opportunities or related topics in fragile contexts.  
    Expertise in at least one core technical area related to economic opportunities, such as sectoral cash, Market Systems Development (MSD), agriculture, youth employment and financial inclusion. 
    Knowledge of the rigorous and innovative methods in the field of applied research and impact evaluation of humanitarian and development programs, with a focus on economic development and recovery issues     
    Excellent leadership, management and team building skills that include the ability to mentor and coach peers within the team and across teams      
    Excellent analytical skills that include both an attention to detail and an ability to grasp complex theories and conceptual frameworks      
    Demonstrated representation and communication skills, including demonstrated ability to convey research findings and their implications to multiple audiences, including senior policy makers, practitioners and academics      
    Strong networks, relationships, and profile with major external actors, including policy and academic audiences

    Job Purpose

    Reporting to the Vice Chancellor administratively and functionally to the Council on the internal audit matters of the University, the Chief Internal Auditor shall formulate and implement annual strategic plans for the audit department to ensure the University meets its set strategic objectives.

    Job Description

    The Chief Internal Auditor’s responsibilities shall include:-

    Formulating and implementing annual strategic plans for the audit department in order ensure departmental strategy meets the university set objectives;
    Developing internal audit and audit committee charters to guide the work of audit staff and committee for effective implementation of departmental tasks and objectives;
    Developing and implementing annual work plans for systematic execution of audit activities and proper time management;
    Developing internal audit policies and procedure manuals periodically to standardize work output of staff;
    Chairing departmental staff meetings to review progress in execution of annual work plans and staff welfare matters;
    Advising management on the development and implementation of the risk management frame work of the university in order to mitigate risks;
    Preparing quarterly fundamental audit matters to indicate risk exposure and present it to the audit committee;
    Providing secretarial services to audit committee of Council to facilitate their oversight role and enable smooth operations of activities;
    Planning, guiding and monitoring execution of special audit investigations and testify as an expert witness investigation findings;
    Ensuring that sound practices adopted in the department conform to professional standards and legislative regulatory requirements;
    Coordinating preparation of final audit reports to management and follow up on implementation of recommendations;
    Collaborating with external auditors and follow up on implementation of their requested implementation for effectiveness;
    Ensuring fixed assets are properly recorded, valued and safeguarded for confidentiality and security purposes;
    Reviewing credibility of financial statements to ensure proper preparation in accordance to the international public sector accounting standards; and
    Any other duty as assigned from time to time by the Council, Vice Chancellor and Deputy Vice Chancellor (Administration and Finance).

    Job Specification
    Minimum requirements:-

    PhD in Accounting, Finance, Economics or Business Administration or its equivalent from an accredited University with twelve (12) years working experience, three (3) of which as Deputy Chief Internal Auditor, Grade 14 or its equivalent in a reputable organization OR;
    Master’s Degree in any of the following: Commerce, Finance, Economics, Accounting, Business Administration or their equivalent qualification from an accredited University with fifteen (15) years’ experience, three (3) of which as Deputy Chief Internal Auditor Grade 14 or its equivalent in a reputable organization;
    Certified Public Accountant (CPA-K) or its equivalent;
    Member of the Institute of Certified Public Accountants of Kenya (ICPAK)/Institute of Internal Auditors of Kenya – IIA (K) and in good standing; and
    Proficiency in relevant computer applications (Integrated Data Extraction and Analysis -IDEA /TEAM MATE/TEAM MATE PLUS).

    Purpose, objectives, and scope
    The purpose of the consultancy is to conduct local consultations with the Kenya country team and local external stakeholders, which will contribute to a detailed assessment of the Kenyan context with regards to the situation of older people, HelpAge’s work, the stakeholders’ views and capacities, the civic space, and legal frameworks, etc. The consultancy will highlight opportunities and constraints and provide rigorous evidence to guide decision making on the transition to locally led development in the country.

    Objectives

    Undertake a consultation with external stakeholders, partners, and network members to assess the context, priorities, capacities, and appetites of local actors for locally leddevelopment and inclusion and advancement of the ageing agenda in country.
    Review and analyse the assessment information collected by the team and other relevant supporting documents.
    Support the team in identifying the best-suited locally led development option for Kenya.

    Scope

    The consultation will engage HelpAge staff, partners, network members, government agencies, donors, and local civil society to explore their views on locally led development and the role of HelpAge in supporting this.
    The consultant will clarify in the consultancy report the legal frameworks and the implications of status change on institutional arrangements and human resources.
    The consultant will review the assessment information collected by the team and other relevant supporting documents and provide additional analysis in light of findings from consultations with external stakeholders.
    The consultant will facilitate the identification of and discussions on potential options for locally led development with HelpAge team, and their assessment against HelpAge’s criteria.
    The consultant will support the team to identify and analyse the external and internal risks of locally led development and identify key milestones for the transition.
    Methodology and process to be agreed with the consultant. FGDs and key informant interviews with external stakeholders and HelpAge selected staff including members of the Global team, and desk review.

    Deliverables

    A consultation report, as per the agreed outline/template, providing a summary of information collected through consultations as well as triangulation and analysis of all information received.
    A presentation of the most viable options for the country, based on the external consultations and discussions with HelpAge teams, including justifications and evidence aand an initial assessment against HelpAge’s criteria for the locally led development.
    Facilitation of a country level workshop and production of a workshop report.
    Draft of the Recommendation using the outline shared by HAIK.
    A final consultancy report documenting the whole process.

    Qualifications and Experience Required

    We are looking for a change manager that meets the following requirements:
    PhD – Psychology, master’s degree in business administration (Project Management),  Administration and Management, development studies, international relations, social sciences, Statistics, or related field.
    Minimum of 10 years’ relevant professional experience in the development or  humanitarian sectors, in Project and programme management, organizational development, strategic management, organizational development, and research.
    Strong background and experience in change management and organizational transformation processes.
    Strong background in teaching and learning for the 21st Century. 
    Technical expertise in conducting surveys with a range of methodologies and providing a qualitative analysis. Ability to draw strong and valid conclusions.
    Understanding of regulations governing NGO sector in Kenya, donor trends and key regulations governing international and local organizations in Kenya.
    Fluent in English and Swahili.
    Excellent facilitation, communication and report writing skills.
    Consultant based in Kenya or the region, with a strong understanding of the Kenyan context.
    Engaging with organisations working with and for older people, and awareness of life course approach aging issues in Kenya will be an advantage.

    Principal Duties & Responsibilities
    Delivering the Science Research & Innovations Strategy

    Perform programme-relevant research to inform the development, implementation and delivery of the projects falling within the portfolio.
    Work closely with the M&E team to identify, collate, track, assess quality, analyse and validate, and report on programme-related data.
    Identify and build relationships with relevant stakeholders. 
    This may include universities and academic institutions, relevant African government departments and policymakers, Africa-based and international think tanks, and intergovernmental organisations etc.
    Prepare reports, articles and presentations during programme inception meetings, annual grantee meetings and site visits.

    Programme Support & Liaison

    Represent SFA Foundation programmes at internal and external meetings when required.

    Project-specific promotion and marketing, including social media, website page management and/or article writing, working in collaboration with the SFA Foundation communications team.

    Person Specifications

    An MSc and/or PhD degree in a recognised Mental Health discipline obtained over the past 5 years; or an MD (Psychiatry, Psychologists, GP with experience working with mental health patients etc), or equivalent training with proven research leadership qualities and experience; and project management skills and experience.

    Qualifications and Experience

    A proven record of research capabilities in mental health research as demonstrated by peer-reviewed publications and other quality outputs. 
    At least 5 years of experience working in research/research leadership capacity development, programme design and implementation on the African continent. 
    A professional qualification and relevant experience in large-scale programme/project management or training in research administration, ethics, leadership or related will be an added advantage
