    Project Leader – Climate Policy Action

    ABOUT THE POSITION

    We are seeking a Project Leader for Climate Policy Action to lead and support interdisciplinary research and policy development initiatives aimed at promoting climate action for food systems from local to global levels. This position will engage science-policy networks and organizations with ability to frame technical questions and integrate scientific evidence to help solve practical policy problems and strengthen capacity of African partners. The ideal candidate will be responsible for providing technical guidance, and strategic direction to advance the science of climate action within the Climate Action lever of the Alliance of Bioversity and CIAT and develop innovative solutions to address the policy and institutional capacity challenges of climate change.
    The ideal candidate for this Project Leader position should have demonstrated expertise in using scientific research to inform and contribute to climate policies and interventions, including experience working with relevant frameworks, such as Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), Local Adaptation Plans, and Long-Term Strategies (LTS) under the United Nations Framework Convention on Climate Change (UNFCCC), as well as other policy and strategy processes such as national and local agricultural investment planning processes, climate finance processes (e.g. Green Climate Fund) among others. They should have a deep understanding of the current landscape of climate action, including the Paris Agreement and its implementation, and be able to navigate the complex interplay between different levels of governance and actors, including international organizations, governments, civil society, and the private sector.
    The candidate should also have experience with innovative approaches to climate change engagement, such as multi-stakeholder platforms, multimedia communications approaches, behaviorally premised policy instruments, among others, to complement traditional climate change policy tools, as well as the ability to identify and address the barriers to compliance and policy design that governments may encounter in combating climate change. While the role has defined objectives and responsibilities, there is significant flexibility for the candidate to shape their research agenda. This includes selecting specific policy areas, regions of focus, and developing innovative approaches to climate action, in alignment with the organization’s strategic goals.
    In addition, the candidate should also have experience with capacity strengthening of African institutions, policy-makers, students, among others in fostering climate policy and investment action. This includes developing training materials, developing university/student curricula, organizing, and leading training events, and evaluating the effectiveness of capacity strengthening activities.
    Finally, the candidate should have experience leading teams and managing staff in a highly dynamic and multicultural environment, working with a range of partners including national and local governments, regional organizations, NGO and civil society organizations, international development partners, and private sector actors.

    Main responsibilities

    Research: Conduct research on decision-making processes related to climate change and agriculture, with a focus on understanding the barriers to compliance and policy design encountered by governments and stakeholders in the agricultural sector.
    Innovation: Lead the development and implementation of innovative approaches to foster climate action engagement, ensuring that interventions are contextually appropriate, effective, and scalable.
    Policy advise: Provide expert advice to policymakers, climate negotiators and other stakeholders on the design, implementation, and evaluation of climate policies and initiatives.
    Partnerships: Collaborate with external partners, including government agencies, non-governmental organizations, private sector organizations, and other stakeholders in the agricultural sector to address barriers to climate action, and design and evaluate policy interventions, such as national agriculture and rural development strategies and programs, NDCs, NAPs, LTS, locally-led climate action, and other relevant frameworks, with a focus on promoting sustainable agriculture practices and mitigating the impact of climate change on agriculture.
    Capacity Strengthening: Organize and conduct capacity strengthening of African institutions, policy makers, students in fostering climate policy and investment action. This includes developing training materials, developing university/student curricula, organizing, and leading training events, and evaluating the effectiveness of capacity strengthening activities.
    Publications: Publish research findings in high-impact academic journals, present at conferences and other public events, and engage with the media to communicate research findings to a wider audience.
    Outreach and communications: communicate the teams’ work through a range of means including, blogs, policy briefs, discussion papers, social media, popular media, among others.
    Leadership: Lead a team of staff working on climate policy action and capacity strengthening of African institutions and stakeholders.
    Mentorship: Provide mentorship, training, and supervision to junior researchers and staff, and actively participate in the recruitment and selection process for new team members.
    Resource Mobilization: Proactively identify and funding opportunities and develop compelling proposals to support our climate policy action research and capacity strengthening activities.
    Thought leadership: Stay up to date with the latest developments in climate policy and science, including emerging trends, challenges, and opportunities, and integrate this knowledge into research projects and initiatives.

    Requirements
    Requirements:

    PhD or MSc/MBA with specialized experience in substantive work and project portfolio or program management in their area of expertise in Climate Science/Policy, Environmental Policy, Social Science ,  or a related field with a focus on climate change, policy, institutions, and agriculture.
    A minimum of 7 years of relevant work experience in the field of climate policy and agriculture, with a focus on designing, implementing, evaluating, and strengthening capacity for climate action initiatives and policies, such as NDCs, NAPs, and LTSs.
    Knowledge of emerging, converging and disrupting technologies and trends in climate policy to provide science-based policy advice in the international context, either in the public or private sector.
    In-depth knowledge of international climate change policies and processes, including the United Nations Framework Convention on Climate Change (UNFCCC) and its related mechanisms and protocols.
    Strong analytical skills and ability to synthesize complex information and communicate research findings to a variety of stakeholders, including policymakers, researchers, and the general public. Excellent verbal and written communication skills, with the ability to write and publish research articles and reports in high-impact journals and outlets.
    Experience in developing and implementing innovative climate change engagement strategies, including multimedia communications and game-based interventions.
    Experience in training, mentoring, and capacity building in diverse cultural settings, especially in African institutions.
    Strong project management skills, with the ability to manage multiple projects simultaneously, meet deadlines, and work effectively in a team environment.
    Experience in identifying and securing funding for research and capacity-building initiatives.
    Experience working in interdisciplinary teams and collaborating with experts from different fields, such as climate science, economics, and public policy.
    Demonstrated ability to work effectively with stakeholders from diverse backgrounds, including policymakers, NGOs, businesses, and community groups.

    Desired:

    Passion for addressing the challenge of climate change in the agricultural sector, and a commitment to promoting sustainable agriculture practices.
    Experience in actively engaging in high-level events such as UNFCCC COP, Africa Climate Summit, etc.
    Proficiency in English and at least one other language relevant to the Alliance’s operational regions (e.g., Spanish, French, Swahili).

    Terms of Reference

    Livestock systems are integral to the food systems in southern Africa, accounting for over one-third of the agricultural GDP. Livestock-sector development, however, can result in negative externalities such as increased greenhouse gas emissions, land degradation, water pollution, biodiversity loss, animal diseases, and exclusion of smallholder producers. Addressing these challenges necessitates prioritization by public institutions, effective policy measures, and investments to mitigate negative impacts while promoting the sector’s positive contributions.
    The agri-food sector holds strategic importance in the Southern African Development Community (SADC), influencing economic growth, employment, demand for goods, economic stability, food security, and overall wealth creation. The Livestock Development Program under the SADC Regional Indicative Strategic Development Plan (RISDP, 2030) provides a strategic framework to boost livestock productivity, enhance livestock management practices, and promote effective regional animal disease prevention and control measures.
    The Alliance of Bioversity International and CIAT (ABC), and ILRI will develop the SADC Livestock Development Program 2024-2030, which will provide a strategic framework for guiding country planning and investments in the medium term to enhance livestock production and productivity, build resilience, and increase market access and trade capacities of the Member States.

    Deliverables

    A document describing the interactions between livestock and the environment, as well as the interactions between livestock and wildlife in Southern Africa. This document must analyze the challenges posed by various factors, including climate change, in these interactions.
    A document that includes the results of a comprehensive desktop review and interviews with key informants aiming to explore the proposed innovations and best practices to enhance livestock productivity while concurrently preserving the environment.
    A document containing an evaluation of the policy and regulatory environment that influences both livestock-environment/wildlife interactions and the adoption of proposed innovations and best practices. This evaluation will be based on existing information and will include an assessment of the level of support for livestock production and identification of potential regulatory challenges.

    Shortlisted candidate will be requested to develop a short document including a work plan on how to approach the deliverables of the consultancy, a work plan and timeline of the activities, and a financial proposal.
    Requirements

    Scope of Work
    The consultant will be required to undertake at a minimum the following;

    Desk review of the project documents to understand the project design;
    Develop the sample design and strategy for the surveys and any qualitative data collection (for both Kenya and Tanzania)
    Design/adapt/refine (as appropriate) the data collection tools – both quantitative and qualitative;
    Map the relevant evaluation questions and indicators to the data collection tools (e.g. each survey/interview/focus group question must clearly correspond with an evaluation question or indicator);
    Translate the data collection tools as necessary into local languages (usually Swahili)
    Program the survey in Kobo or another approved data collection platform;
    Conduct a pre-test (pilot) of the tools and finalize them, incorporating changes;
    Select and train enumerators and field supervisors for data collection, including developing user guide documentation e.g. enumerator supervision manuals, etc.;
    Plan the field work logistics;
    Supervise survey implementation and ensure quality control, including consistent identification and treatment of non-responses, out-of-range responses, coding errors, and outliers;
    Supervise qualitative data collection, including key informant interviews and focus groups discussions, as relevant.
    Ensure adherence to all ethical guidelines of conducting research, including obtaining informed consent from all respondents and protecting personal data.
    Clean and analyze all quantitative and qualitative datasets;
    Following each evaluation , write/update one evaluation report, using the HiH evaluation report template provided. Subsequent evaluation reports should incorporate findings from the previous report(s) (i.e. the cohort 1 endline will compare against findings from the cohort 1 baseline; the cohort 2 baseline will compare against the cohort 1 baseline), so that by the end of the project we have one final comparative evaluation report bringing together the quantitative and qualitative findings of all cohorts;
    With draft evaluation report, submit raw, cleaned, and worked datasets to HiH in .xlsx or .csv format;
    With draft evaluation report , submit qualitative transcripts/notes to HiH in .xlsx or .docx format;
    Hold a validation workshop (virtual/physical);
    Incorporate feedback from HIHEA and HIHI;
    Submit a final report.

    Approach and Methodology

    The evaluator must use a mixed-methods approach, focusing particularly on project effectiveness according to the indicators set forth in the project MEL plan. The evaluator must ensure all relevant project indicators are addressed.

    Deliverables (per evaluation phase)

    The inception report (including clear plans for sampling; enumeration selection, training, and supervision; fieldwork logistics; data analysis; and ensuring data quality) along with the validated quantitative and qualitative data collection tools which are mapped to the evaluation questions and indicators (max. 15 pages);
    Post-field work report, describing the sample reached, number of surveys/interviews/FGDs conducted, and any challenges/limitations of data collection (max. 5 pages);
    Draft zero report (soft copy) in word.docx. (max. 30 pages excluding annexes);
    Draft-one report incorporating changes or comments generated in the draft zero. (max. 30 pages excluding annexes);
    The final evaluation report (max. 30 pages excluding annexes); including an Executive Summary of no more than 2 pages – ;
    Include appendices such as data collection tools, indicator construction, data logs, respondent list for KIIs, etc.;
    Raw data sets in an accessible format (.xlsx or .csv);
    Cleaned and worked datasets in an accessible format (.xlsx or .csv);
    Qualitative transcripts/notes in an accessible format (.xlsx or .docx);
    A power point presentation of the report (max 50 slides) .

    Submitting Proposals
    HiH International requests consultants to submit proposals to respond to this Terms of Reference as outlined above. We expect the consultancy firm to demonstrate the skills and experience outlined below (or equivalent):

    The lead consultant must have a minimum of 10 years’ experience in field research and evaluation of community development, value chain or livelihoods projects;
    The lead consultant must have a Master’s or Ph.D. in statistics, economics, data science, monitoring and evaluation, international development, or a related field.
    The firm must demonstrate evidence of:

    past relevant evaluation assignments in rural areas of Kenya and Tanzania;
    previous experience running multi-country evaluations from baseline through endline
    experience implementing evaluations in rural livelihoods, agriculture, value chains development

    The firm must have a proven track record of enumerator recruitment, selection, training, and supervision, with preference given to firms that already have a roster of qualified local consultants in the project implementation and evaluation areas;
    The firm must have experience in digital data capture (also known as CAPI) and established procedures to ensure high quality data collection;
    The firm must have experience in qualitative and quantitative data analysis, with the ability to clearly present findings in a concise, analytical report.
    Strong attention to detail with excellent communication and interpersonal skills, including the ability to discuss research concepts and data to diverse audience.
    The firm should demonstrate familiarity and experience with gender- and culturally sensitive evaluation approaches. The firm should have a demonstrated understanding of
    small, medium and micro enterprises; women’s economic empowerment; , and agricultural value chains.
    Firms with an established presence in East Africa, ideally in Tanzania or Kenya, will be at an advantage

    The proposal should include the following (maximum excluding CVs: 20 pages):

    A short outline of evaluation approach, research design and methodology for the Evaluation (Max. 5 pages);
    A proposed workplan and timeframe for the Evaluation setting out the phases (see phase plan above), the number of consultants and the number of days (Max. 2 pages);
    The anticipated challenges and dependencies likely to affect the implementation of the Evaluation and how these should be addressed (Max. 1 page);
    A description of how to ensure data quality throughout the process/assignment (Max. 2 pages);
    A description of relevant previous assignments, demonstrating the required skills and experience outlines above (Max. 2 pages);
    A summary of the most relevant skills and experience of the proposed evaluation team, and what their respective roles will be throughout this assignment. This should include an allocation of days for each team member.

    Purpose:
    The Deputy Project Director Health Financing will provide the USAID/PROPEL Round 2 – Adapt project with overall strategic direction and technical leadership in Health Financing.
    Engagement:
    S/he will work collaboratively with USAID technical teams and relevant global, regional, and country actors to advance and inform policy dialogue and facilitate the uptake ofstate-of-the-art technical approaches within country programs.
    Delivery:

    JOB RESPONSIBILITIES
    The Deputy Project Director is expected to perform the following primary duties:

     Work across programmatic areasto build local capacity and enable sustainable health systemsin fragile settings.
     Provide strategic and technical leadership across the project and assist in the design and implementation of core and field funded activities as it relates to Health Financing.
     Responsible for overall technical leadership in the area of Health Financing.
     Oversee the project’s provision of technical assistance and capacity building activities.
     Oversee sub-awardee performance and coordinate with all relevant stakeholders.
     Support the Project Director to oversee project technical staff in ensuring the technical quality of all project work as it relates to Health Financing.
     Ensure that evidence-based Health Financing policy, advocacy, financing, and governance approaches and cross-cutting approaches inform and are integrated into core and field programs, and ensure that all project assistance is technically sound and appropriate.
     Provide support in managing the relationship with USAID, project partners, and stakeholders.
     Oversees private sector engagement.
     Identify collaboration and knowledge sharing opportunities across countries and regions.
     Work closely with the project team, USAID, and relevant global, regional, and country stakeholders to advance and inform policy and facilitate the uptake of technical approaches within country buy-ins.
     Support the development of the project’s global, multisectoral, technicalstrategy including targets and timely implementation of the project.
     Lead and participate in annual workplan development and implementation.
     Support the day-to-day implementation and management of project activities as it relates to Health Financing through improvements in policy, advocacy, financing, and governance.

    QUALIFICATIONS
    Education

     An advanced degree (MA, PhD) in Public Health, Health Care, International Development, Public Administration, Economics, Policy, Social Sciences, Law, Development Studies or a related field.

    Required Experience

     At least ten (10) years of experience working internationally in health or health financing and technical knowledge of policy, advocacy, financing, and governance (PAFG) approaches, particularly as it relates to fragile settings and responses to country epidemics or global pandemics.
     Demonstrated senior expertise in developing and implementing effective partnerships with partners, government entities, and donors.
     Knowledge and proven experience in technical leadership, strategy development, and staff oversight.
     Demonstrated experience engaging private sector and private investment for health outcomes in fragile settings.
     Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global, regional, national, local, public and private partners.
     Strong interpersonal and capacity building skills including training, mentoring, and coaching skills.
     Experience working in and/or leading complex donor-funded programs in fragile contexts and nexus settings, with at least 5 years of field work in fragile settings.
     Fluency in English with strong oral and written communication. Proficiency in other languages, especially French, is preferred.

    The Associate Director, Policy, Partnerships and Engagement, GIRL Center will be part of the Center’s Core Management and Operations Team, which consists of the Director, Manager, and Coordinator, and she/he/they will be responsible for global and regional policy, partnerships and engagement, using the work of the Center for grow our networks and impact.
