    Overall Job Function
    Reporting to the Operations Manager, the Procurement Officer will be responsible for providing efficient and effective procurement management support as per the CHS procurement policies and procedures. The main responsibilities include facilitation of the acquisition, supply, delivery, storage and disposal of goods and services, as well as logistics operations at optimum cost effective levels in a thoroughly documented, process compliant, expeditious and effective manner.
    Key Responsibilities

    Initiate an end to end procurement process
    Document and ensure implementation of procurement committee recommendations and actions
    Ensure optimisation of Navision system throughout the procurement cycle
    Under the guidance of the Operations Manager develop, and  implement procurement plan according to the procurement budget
    Ensure preparation, review and clearance of documentation (evaluations, requests for awards, purchase orders and contracts for services) through the procurement committee and the existing CHS approval work flows
    Ensure safe custody of the Purchase Orders, Quotations, Correspondence, and any other accountable documents
    Provide guidance to internal clients on procurement procedural matters and on developing adequate Terms of Reference and Requests for Proposal
    Provide guidance to technical teams to ensure compliance with procurement policies and processes
    Generate and disseminate complete, accurate and relevant monthly procurement reports on user friendly, standardised templates to support project management decision making
    Take lead in the pre-qualification of suppliers, vendors assessment and vendor audit as may be required from time to time
    Coordinate the preparation, execution and monitoring of CHS leases, service contracts and frame work agreements for all administrative and programmatic needs
    Working closely with the field offices ensure the updating of fleet management service history, accuracy of the fuel consumption reports, processing of the fuel expenses replenishment in a timely manner, satellite tracking and fleet compliance reports
    Collaborate with field offices to ensure optimal use of assets, supplies and inventories, ensure systematic tagging, insurance (and related claims processes), annual documented physical verification and disposal at close out per project specific disposal provisions
    Working closely with finance to maintain an updated asset register for CHS
    Ensure continuous innovations, adoption of best practices and regular reviews of procurement & logistics operations
    Manage stores and provide regular inventory reports (monthly & quarterly) for the different items stored within the CHS stores
    Monitor stores inventories, reorder levels and optimise supply to the field locations
    Support transport and logistics
    Perform other duties assigned by the supervisor.

    Person Specifications

    Bachelor’s degree in Procurement and/or Supply Chain, Business Administration or its equivalent
    Minimum of five (5) years progressive experience in a procurement and logistics role
    Proficiency in MS Office tools and office automation solutions.
    NGO experience is desirable
    Knowledge of various donor procurement guidelines is a plus
    Professional qualification in Purchasing / Diploma from Chartered Institute of Purchasing and Supplies (CIPS) or equivalent certification
    MUST be an active member of procurement professional body such as KISM, CIPS etc
    Working knowledge of import/export legislation and common customs regulations.

    JOB SUMMARY
    CARE Kenya in partnership with the Diageo Community and CARE UK, is implementing a six-month pilot project strengthening capacities of women smallholder farmers on Agribusiness skills and leadership in Siaya county. The aim is to pilot effectiveness of the tailor-made agribusiness and leadership training module in enhancing women meaningful participation in the production and market systems and as well in community leadership forums, for future adoption and scale up by the Diageo community development programmmes.
    Reporting to the Project Manager, the Project officer will be responsible for all project mobilization, planning, and implementation and monitoring of DIAGEO project activities, implemented in Siaya county. The Project officer will coordinate profiling of target beneficiaries, and ensure delivery of quality services, manage partnership with stakeholders at County level and represent CARE Kenya at all County development forum, in consultation with the Project Manager. The Project Officer shall work in collaboration with the Gender expert and MEAL Coordinator.
    ROLES AND RESPOSIBILITIES
    Project Planning and Implementation (40%)

    Coordinate profiling of beneficiaries in Siaya County.
    Mobilize beneficiaries and stakeholders to participate in project activities, in collaboration with the Gender Expert and MEAL Coordinator.
    Facilitate women voices and leadership training to project participants.
    Facilitate Agribusiness skills training to project participants.
    Coordinate and liaise with relevant County heads of departments relating to Agribusiness, Gender, and Social Services, for sustainability in project implementation.
     Assist the project manager in designing and development of training modules, visual aids, participatory tools, and other IEC materials.
     Assist the project manager in planning, coordinating, and execution of training to partner staff and Community Based Trainers.
     Prepare and submit monthly activity updates, and quarterly reports to the Project Manager.
     Assist in tracking project expenditure by keeping good and up to date records of activity expenses and advances on weekly/monthly basis.

    Program Quality and Learning (30%)

     Proactively engage in CARE Kenya knowledge and learning activities in line with the organization’s objective of becoming a learning organization (CARE Academy, mentorship programs, international days, knowledge sharing workshops, support staff field visits, etc.).
     Assist the project gender expert and MEAL coordinator in field data collection/research activities.
     Document quarterly Most Significant Case Studies (MSC) to accompany end of project evaluation study.
     Assist in documentation of lessons learnt, best practices and innovations during the project implementation.

    Internal and External networking support (20%)

     Enhance teamwork and synergy among and between the project team and other CARE Kenya programs, as well as project partners.
     Participate in relevant networking forums at County level and other CARE organized functions.
     Liaise with the county government officials, CBOs, collaborators and other stakeholders as appropriate.

    Resources management/Administration (5%)

     Administer/maintain assigned motorcycle, computer and any other CARE properties assigned to you.

  • Routine Immunization Lead

    Roles and Responsibilities

    Identify missed opportunities for vaccination in routine vaccination in identified counties to inform the design of strategies to address these
    Coordinate the situational assessment of routine vaccination status in identified counties, including the conduct of focus group discussions and in-depth interviews to determine facilitators and barriers to access to routine vaccination
    Participate in implementing five key strategies for optimizing catch-up vaccination as outlined in the technical narrative.
    Support in designing and implementing the M&E plan for catch-up vaccination for routine immunization.
    Liaise with NVIP to update policies, guidelines and documents regarding catch-up and routine vaccination based on successful strategies
    Participate in the target setting for catch-up vaccination in the counties assigned and oversee achieving set targets.
    Ensure optimal coordination of routine immunization at the county, sub-county, and facility level for increased vaccination coverage amongst the target population.
    Provide facility mentorship to increase routine and catch-up immunization coverage by embracing a health systems approach to enhancing vaccine uptake.
    In liaison with the county vaccines coordinator, ensure optimal vaccine commodity management by ensuring all antigen vaccines are collected at the regional stores and distributed to the sub-counties and health facilities on time.

    Qualifications

    Education:Bachelor’s Degree in health-related field
    Master’s Degree in Public Health or related field
    Experience:Minimum seven (7) years of direct experience providing technical assistance on routine immunization at Kenya’s national or sub-national level.
    Experience in qualitative research
    Travel: Ability and willingness to travel.

    Competencies

    The DREAMS Technical Lead will provide leadership for the implementation of DREAMS interventions for adolescent girls and young women (AGYW) in Siaya County.     Key Responsibilities

    Support the design and implementation of evidence-based HIV-prevention interventions targeting adolescent girls and young women in Siaya County
    Provide technical assistance through trainings, mentorship, and support to staff working on the DREAMS project, focusing on the package of evidence-based interventions including school based HIV prevention programming, social asset building, social protection interventions including vocational training, education subsidy, entrepreneurship and financial capability training, and biomedical interventions including gender-based violence, HIV testing and counselling, contraceptive method mix, condom promotion and provision, PrEP education, community mobilization and norms change interventions, among others.
    Support budget management by monitoring expenditure against the program approved annual budget and revisit plans to ensure budget performance are within approved limits
    Support supervision and mentorship of the program staff in implementing targeted HIV prevention programs, packaging of interventions, and development of training and IEC materials.
    Support supervision and mentorship of service delivery staff to ensure quality implementation of services to AGYW within the DREAMS program
    Facilitate engagement with the community and other stakeholders to ensure program sustainability, and ownership by the community members and stakeholders.
    Support monitoring and evaluation (M&E) of DREAMS interventions including working closely with the M&E team to set up program responsive M&E systems, tools, reporting structures, and data analysis that track progress and inform DREAMS interventions
    Develop technical programmatic reports including donor reports, documentation of lessons learnt, best practices, challenges, and opportunities for programming.
    Facilitate linkages across different HIV programs and services at health facility, and community levels; HIV testing, counselling, care, treatment and strengthening of health facility-community referral and linkages systems for the AGYW for biomedical interventions and social economic approaches.
    Coordination and supervision of evaluations on the efficacy of behavioral, biomedical, and structural interventions and programs.
    Represent CHS in various forums including stakeholder forums, technical working groups, and other national and county programmatic forums, as well as coordinate ownership and sustainability of programs within the government mainstream functions whilst ensuring that key actors, both internal and external, are aware of programmatic and operational successes.
    Any other duties assigned by the Supervisor in line of duty.

    Person Specifications

    Degree in Social Sciences, Clinical Medicine, Nursing or any related field
    Master’s Degree in Public Health or Epidemiology will be an added advantage.
    Minimum of five (5) years’ experience implementing complex HIV prevention programs, with at least three (3) in a senior level position.
    Experience working under PEPFAR-funded programs and USG donor’s regulations, specifically DREAMS program.
    Knowledge or experience in social, Behavioral Change Communication implementation science

    Duties and Responsibilities
    Duties and responsibilities at this level will include:-

    undertaking training in areas of specialization in accordance with the syllabus;
    preparing teaching/learning materials and schemes of work;
    setting and marking examination/assignment;
    carrying out research work under the guidance and supervision of a senior trainer; and
    supervising trainees’ projects and practical work

    Interested and qualified persons are requested to submit their applications directly to the institutions where vacancies exist by filling ONE (1) PSC 2 (Revised 2016) application form and attaching copies of National ID card, academic and professional certificates, transcripts. So as to reach the respective Boards/Councils on or before 17th April 2023 (Latest 5. 00p.m East African Time).

    For appointment to this grade, a candidate must have:-a Higher Diploma in any of the following disciplines: Building & Civil Engineering, Building Technology, Quantity Surveying, Land Surveying, Water Engineering, Architecture or equivalent and relevant qualifications from a recognized institution; and  be registered by the Relevant Professional Body (where applicable)
