    Role and Responsibilities
    Financial Reporting:

    Preparation of timely and accurate financial reports for submission to support offices, donors and management as required.
    Prepare and submit timely, accurate and complete grants financial reports.
    Load grants reports in FFR database.
    Prepare management reports for decision making purposes.
    Support and participate in year- end processes

    Budget Monitoring

    Help Project staff in linking Grant Budget to Grant Work-plans, so that the activities to be undertaken in the projects matches to the budget.
    Ensure strict adherence to the approved budgets.
    Monitor and review activities to ensure that only budgeted costs have been incurred.
    Prepare analysis of grant expenditure for management action to help in monitoring the burn rate for grants and special projects.

    Monitoring and Compliance

    Monitor Project expenses against the approved budget.
    Reconcile LDRs with payroll for the project staff under grants. 
    Ensure donor regulations are adhered to for the assigned projects.
    Perform Vendor screening.
    Support and coordinate grants end closure processes

    Risk Management

    Facilitate audit process for assigned grants both internal and external audits
    Provide relevant information for audit responses
    Follow up on implementation of audit recommendations
    Review grants PRFs for budget availability and proper coding
    Provide and maintain grants financial information for safe custody and access
    Ensure assets purchased through donor funds are properly utilized and safe guarded

    Administration

    Attend program technical meetings and give feedback and updates on financial aspect of the assigned grants. 
    Ensure good storage of financial reports and records in line with the WVK and donor requirements
    Ensure all copies of final signed Grant agreements documents between donors and WVK is available on file

    Other

    Perform any other duties as requested by the supervisor

    Knowledge & Qualification

    Bachelor of Commerce, Economics, Accounting or Finance or related field
    CPA Section 4
    Minimum 3 years of relevant experience
    Experience in the humanitarian sector
    Excellent verbal and written communication skills, good interpersonal skills.
    Practical experience of using SUN system accounting Software is preferred
    Advanced excel and analytical skills
    A team player.

    General Position Summary
    The Samburu County Learning and Accountability Coordinator (CLAC) plays a key role in ensuring USAID Nawiri delivers responsive, well-informed and high-quality programming in Samburu. As a key member of the Collaborating, Learning and Adapting (CLA) Team led  by the Strategic Learning Lead, the CLAC Samburu is responsible for operationalizing USAID Nawiri’s Phase II CLA Strategy at the county level, ensuring the progressive integration of CLA principles and practices into all activities. The CLAC Samburu plays a leadership role in embedding and supporting a culture of collaborating, learning, and adapting across USAID Nawiri initiatives at county level, including by identifying and actioning innovative, cost-effective ideas for generating excitement and commitment to learning.
    Essential Roles and Responsibilities:

    Lead USAID Nawiri CLA actions at the county level, including developing and managing the work plans for the scope
    Work with the Adaptive Learning Facilitators to develop/adapt and organize adaptive learning frameworks/modalities and see to the implementation of learning agendas across diverse implementation streams
    Guide and support quality data gathering, management and analysis, as requested/ guided.
    Develop, oversee and support the implementation of systems and guidelines for capturing field-based observations and perspectives and ensuring they are fed back into adaptive learning cycles.
    Support development of innovative and contextually appropriate mechanisms for learning with communities and enhancing the community voice in program decisions.
    Facilitate and support USAID Nawiri teams, county government, partner organization and other key actors’ efforts to lead the collective sense-making and reflective review of program and other developments to enable timely programmatic adjustments and evidence-based decision-making.
    Ensure the quality documentation of regular sense-making and reflection activities, both scheduled (e.g. weekly, monthly, quarterly progress review) and ad hoc (e.g. after action reviews), with mechanisms/processes that allow for the contribution of county and community stakeholders.
    Work with the Reporting Officer to ensure key insights, lessons learned, and corresponding adaptations are documented and shared in relevant donor reports (weekly, quarterly, annual) and other fora, as relevant.
    Collaborate with the CLAC Turkana to implement a learning agenda that drives progressive improvements in CLA practices and processes, while building a culture and enabling environment for learning.
    Collaborate with the program’s systems strengthening team to support program teams to develop, execute, monitor, learn from and progressively adapt plans for enhancing internal and external collaboration.
    Facilitate processes that inspire innovation in the development and testing of modalities/processes for addressing identified inefficiencies and bottlenecks in the adaptive learning cycle
    In collaboration with the communications team, support the program team and county counterparts to identify, capture, and package significant learning for sharing through publication, conferences, and other channels.
    Work with the Adaptive Learning Facilitators embedded within implementation teams and Communications Advisor, to develop and execute an ambitious yet realistic plan for the regular production of learning briefs on cross-cutting, priority themes
    Coordinate with the USAID Nawiri Turkana CLAC to develop and implement mechanisms and processes for inter-county learning (Samburu and Turkana).
    Coordinate with the county-based learning coordinators in Isiolo and Marsabit (under CRS-led USAID Nawiri Consortium) to plan for and organize cross-county learning exchanges and learning events
    Support and enhance USAID Nawiri knowledge management systems, processes, and products as guided

    MANAGEMENT & CAPACITY DEVELOPMENT

    Directly supervise and mentor the Adaptive Learning and Communication Officers in USAID Nawiri’s Samburu sub-county offices.
    Facilitate a culture of curiosity, learning and adaptive work planning and implementation with program teams; facilitate self-assessments of USAID Nawiri’s CLA “maturity” and help individuals’ teams develop and track action plans to enhance CLA capacity
    Build the program team’s capacity to identify unintended outcomes, collect high-quality qualitative and quantitative data, interpret findings from quantitative and qualitative analyses, and translate insights into implications for action.
    Build the capacity of program staff and stakeholders to facilitate learning activities and processes, including documentation of the same.

    REPRESENTATION

    Support in ensuring continuous, transparent communication and engagement with USAID Nawiri participants and other relevant stakeholders on Nawiri progress.
    Develop and maintain strong relationships with USAID Nawiri stakeholders and proactively identify, pursue, and nurture additional partnerships with county stakeholders (including civil society organizations) that will contribute to Nawiri influence and impact.
    Represent Nawiri in PREG Learning and other coordination fora, as requested. Capture and disseminate relevant insights/learning from other initiatives/programs and counties (including Nawiri in Marsabit and Isiolo) to USAID Nawiri partners in Samburu

    OTHER

    Other duties as assigned. The County Learning and Accountability Coordinator, Samburu, must remain flexible and open to taking on new responsibilities as USAID Nawiri evolves and progresses, especially as requested/ guided by the Strategic Learning Lead.

    Required Qualifications:

    Bachelor’s degree in the Social Sciences; Demography, Sociology, Statistics or another MEAL-related field. Master’s degree is an added advantage. Additional education may substitute for some experience.
    Minimum of five years of relevant work experience in accountability and learning, participatory development, or adult learning, ideally with an international NGO working with county governments.
    Experience setting up and implementing accountability and learning systems
    Demonstrated attention to detail, ability to follow instructions, meet deadlines and work independently and cooperatively with team members is required.

    Minimum Qualification & Transferable Skills

    Demonstrated understanding of community engagement strategies, the investment environment in Kenya, land laws and policies, peace frameworks, natural resource governance, and conflict sensitivity, and an active interest in the workings of civil society;

    VISION AND STRATEGY & ITS IMPLEMENTATION

    Draws technical assistance and support for self and for the diverse team members from the Consortium Resilient Livelihoods team to lead quality implementation.     PROGRAM MANAGEMENT AND IMPLEMENTATION

    Coordinate with and work closely with various technical advisors to build systems that promote participant accountability by ensuring that those most impacted by agriculture and resilient livelihood issues are represented during program-facilitated community dialogue events, assessments, and activities. These include in Resilient Livelihoods, Health and Nutrition, Gender, Youth and Social Dynamics scope (including the USAID Nawiri Alternative Livelihoods & Markets Advisor and Climate Smart Agriculture Advisor, Household Economic Strengthening Advisors, as well as – the Gender, Youth and Social Dynamics Lead, Health and Nutrition among others
    Lead RL implementation coherence in line with the program strategy, with technical support and guidance of technical interventions, ensuring effective layering, sequencing and integration to strengthen collective impact, within the consortium and within similar geographies and opportunities with diverse stakeholders. These will include leading partnership discussions and translating into tangible actions. With support of a senior technical team of advisors, jointly mentor, coach and support officers in implementation of priority pathways to nutrition resilience. These include coordinating implementation of nutrition resilience interventions including in food production (crop and livestock production), market system development and improving household economies.
    Directly manage the Mercy Corps team, Lead and coordinate the portfolio at county level, including implementation tracking across the sub-office level for agriculture and resilient livelihoods strategy and interventions.
    Supervise timely implementation of interventions in line with the approved work plan, ensuring that key milestones are of high quality, are community driven and an enabling policy and implementation environment is supported at multiple levels (county, sub-county, ward, villages, households).
    Coordinate periodic review (weekly, monthly, quarterly) of the work plan across all implementing partners, identifying progress, gaps and acting on them timely.
    Identify opportunities for integration and synergies within other sectors such as nutrition, health, alternative livelihoods, and governance.
    Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed; promote and model a culture of learning and adaptive management.
    Review all program documents and relevant literature including county plans and priorities including opportunities for co-investments and support alignments and influencing priorities to strengthen nutrition resilience.
    Plan, develop tools, support training of staff in delivery approaches; and participate in any field assessments including periodic market monitoring to collect context specific information that will inform regular program design and implementation.
    Coordinate the provision of tailor-made agriculture and resilient livelihood nutrition enhancing services to vulnerable households and market actors.
    Work closely with the Climate Smart and Alternative Livelihoods and Inclusive Markets Advisors to develop tools and templates that model household economies under different scenarios and evaluate seasonal risk and recovery costs or opportunities.
    Facilitate field teams in testing of profitable agriculture and resilient livelihood innovations with vulnerable households.
    Contribute technical expertise that feeds into a dynamic community of practice of USAID Nawiri staff and partners; sharing best practices across all intervention areas and workstreams, while seeking opportunities to build staff’s capabilities.
    Collaborate with the USAID Nawiri learning team to develop and maintain a culture of learning between programs through consistent sharing during reflection points and through analysis and interpretation of M&E data, processes and systems.

    Assist in activity budgeting and target setting for all county based resilient livelihood interventions and milestones for team members.

    Work with Partnership for Resilience and Economic Growth (PREG) partners to strengthen linkages with other actors to enhance organizational learning which directly impacts staff performance and productivity.
    In the event of a natural disaster, lead design and budgeting of livelihood life-saving emergency, protection and recovery response activities.
    Support collaboration with county leadership and support the county RL team to ensure that communities are informed about USAID Nawiri programs and what we do, are comfortable giving feedback and that feedback is used to improve the quality of our interventions.
    Develop and implement capacity building plans for the County RL team including partners, including implementation quality and reporting.
    Lead RL team in translating program work plan into component-work plans per geography (sub-county/wards, villages), and operational budgets while maintaining accountability for results.
    Speak thoughtfully to the evidence to action products and learnings that Nawiri is continuously using to inform evolving programmatic strategy.
    Support USAID Nawiri accountability to mainstream gender, youth and social dynamics in Resilience Livelihoods interventions.

    INFORMATION MANAGEMENT AND REPORTING

    Generate Implementation reports on the RL implementation while also supporting drafting of learnings and policy briefs, issues-papers and case studies on specific thematic issues, including integration. Ensure USAID Nawiri is capturing the required level of participant information – including participant categories such as gender, adolescents, children, youth -as well as services provided and capture specific success stories.
    Supporting the review of program reports and documents to provide a holistic view of diverse interventions
    Collaborate with a county-based M&E team to develop and implement relevant monitoring and tracking systems.
    In coordination with the county-based learning team, manage the institutional knowledge related to county resilient livelihoods and contribute to wider knowledge management;
    Lead reporting on implementation of county resilient livelihoods activities under the Field Director, .

    Supervisory Responsibility

    Job Summary

    The Field Coordinator will plan and supervise the logistics of research and learning field work and supervise data collection teams for the USAID Kenya Nawiri project.     Essential Responsibilities
    REPORTING

    Role Purpose
    The Driver is responsible for safe driving of vehicles and staff for Save the Children Kenya programme. He/ She should ensure proper maintenance and cleanliness of vehicles in compliance with safe driving standards.  Ensure the vehicle is fuelled in time for trips and carry out proper management of fuel supply for the assigned vehicle in accordance with SCI policies and procedures.
    Key Areas of Accountability
    Driving and Maintenance:

    Maintain vehicle log and fuel consumption documentation.
    Prepare daily vehicle usage report, including trip use, mileage and fuel consumption
    Providing weekly usage report of vehicles including total mileage, fuel consumption and expenditure.
    Maintain valid drivers’ license.
    Organise the transport of supplies directly to SC designated location for use.
    Complete the logbook for everyday trips and complete the fuel log sheet for any fuel purchases.
    In consultation with the Program Support Officer, coordinate vehicle allocation for staff.
    Keep the vehicle documentation up to date
    Update the whiteboard once the movement plan is approved.

    Control of Vehicles:

    Ensure that all vehicle journeys are authorized in advance by line managers
    Ensure that all vehicle journeys are recorded in the logbook at the start and completion of journey.
    Ensure that keys and vehicle documents are kept in secure place when the vehicle is not in use
    Ensure that all passengers wear seats belts before driving the vehicle
    Ensure that  a waiver is filled and approved when carrying non SCI staff
    Ensure that the Line Manager is immediately informed of any accidents/incidents and that the accident is reported to the police as appropriate and as soon as possible
    Ensure that the vehicle is insured and in the event of an accident, make certain that proper procedures for insurance claims are followed.
    Report on all near misses

    Vehicle checks:

    Check the vehicle prior to its use every morning, fill the checklist and file it.
    Check on taking over a vehicle and ensure that the items listed on the vehicle checklist and in the vehicles tools and materials inventory are present and in functioning order.
    Check level of motor oil, water, tyre pressure, battery water and brakes to ensure that all are up to the standards required before any journey commences.
    The driver is to check for vehicle defects and damage to the vehicle and ensure that he reports them to his line manager promptly.
    Report and supervise all maintenance and repair needs of assigned vehicle.
    Check communication equipment and maintains communication while in the field with base (SSFP)

    Cleanliness and visibility:
    The driver is responsible for ensuring that the vehicle is kept clean on the outside and inside at all times. The driver is also to keep the vehicle tidy and ensure that all dirt is removed from the vehicle after a journey.
    He/She is to ensure SC visibility protocols are adhered to at all times.

    Follow and abide by traffic rules, regulations, driver safety manual and any other instructions given by supervisor
    Maintain all vehicle safety equipment, as per vehicle safety kit, in liaison with the logistics officer- including first aid kit, communication equipment and fire extinguisher
