    Reporting to the Technical Services Manager the successful candidate shall assist the Technical Services Manager in:
    Management of Non-Revenue Water
    Implementation of NRW reduction strategy
    Developing and implementation of NRW reduction plans
    NRW policy enforcement
    Specific Duties And Responsibilities:

    Spearheading establishment of NRW management unit plans and targets with workable succession plans in NAWASCO.
    Coordination of drawing up of programs and action plans for the NAWASCO to implement in NRW reduction.
    Closely and strictly enforcing the implementation of the drawn-up programs and action plans.
    Enforcing of all the targets related directly to NRW reduction and management.
    Assisting and guiding WSP on appropriate consumer mapping.
    Dissemination of new and modern information and techniques for NRW reduction and management to the WSP entire fraternity.
    Developing/improving and strictly enforcing policies and procedures on: Meter reading/servicing/testing and replacement, disconnection/reconnection, pipeline status inspections/maintenance, leaks/bursts establishment and repairs, illegal connections, 100% metering by NAWASCO in its daily operation.
    Assisting WSP to carry out staff (all) training and capacity building on NRW reduction strategies to raise awareness levels.
    Help establish adequate documentation/record keeping and reporting structures and systems and enforcing them by the WSP.
    Collating and analyzing the NRW data and advising the WSP on progress and any interventions that may be necessary at any point in time.
    Assisting WSP in sensitizing customers on NRW management as this is a concerted effort by all parties.
    Advising the WSP on specific resource requirements for each zone and project with regard to NRW management strategies and issues in its area of jurisdiction.
    Safe custody, maintenance and administration of the pooled NRW reduction resources like leak detection equipment, ultrasonic flow meters among others for use by the WSP.
    Leading the WSP in undertaking the NRW reduction operations on the ground among others.
    Shall propose various interventions necessary to be incorporated in the various projects and utilities (old or new) at the different levels of project cycle i.e. design, implementation or operation and maintenance.
    Any other related duties that may be assigned from time to time

    Knowledge, Skills and Experience Required

    Degree holder in Water Engineering or Social Sciences with at least 10 years’ experience in NRW management.
    Experience in implementing donor funded NRW project
    Demonstrated practical experience in NRW management within water utility.
    Proficiency in Microsoft Office Applications.

    Job Summary
    The TESIK Liaison Officer is a recognized subject matter expert (SME) on the Mobile Ground Truth System (MGTS), and authority across the full spectrum of planning, preparation, and execution of multiple Live Exercises throughout the training year (TY).  Duties and responsibilities are applicable to all phases of each scheduled TESIK Exercise: Plan, Prepare, Execute, and assess all Instrumentation and other Synthetic Training Environment requirements for a successful exercise.

    The TESIK Liaison Officer supervises all aspects of the instrumentation and network components of exercises to include EXCON, Range Operations, and AAR production. The Instrumentation Manager must have a working knowledge of Live, Virtual, Constructive (L/V/C) technical techniques and procedures, familiar with Training Aids, Devices, Simulators, and Simulations (TADSS) integration and be knowledgeable with various communications capabilities including TDMA networks, UHF/VHF voice, tactical audio, microwave backhauls, streaming video and web-based services.
    When supporting TESIK, the TESIK Liaison Officer assists the TESIK Capability Manager, BATUK cadre, and the exercising Battle Group staff in Planning, Coordination, Synchronization and Execution of platoon/company/battle group training/ certification in a austere environment, as it pertains to the architecture support of an instrumented after action review (I-AAR). 
    The TESIK Liaison Officer provides the BATUK commander and staff recommendations to best support training exercises from an instrumentation perspective in order to receive the highest quality of feedback for the Battle Group training scenarios. The TESIK Liaison Officer provides input during all planning conferences, site surveys and training area reconnaissance. The TESIK Liaison Officer also supports the TESIK Capability Manager during exercise execution to provide contractor oversight and to manage personnel. The TESIK Liaison Officer works closely with the TESIK Capability Manager during resource development, staffing requirements, and instrumentation costs to support exercise budget requirements.
    The TESIK Liaison Officer is overall responsible for the safety and security of Ravenswood personnel and equipment deployed in support of a TESIK exercise. The TESIK Liaison Officer oversees the actions of the Security Team Leader and ensures all aspects of force protection and security are being adhered to.

The ideal TESIK Liaison Officer will possess the skill, experience, and attitude required to lead small, versatile teams in support of these innovative solutions and to work with RS management to determine the optimal organization for each new client requirement.
    Education/ Experience:

    Demonstrated supervisory experience.
    BS Degree or 10 years of experience to include five years of leadership experience.
    Senior Army Officer or Non-Commissioned Officer experience is a plus.
    Demonstrates proficient oral and written communication, with strong attention to detail
    Demonstrates an ability to interact effectively with people of varying technical abilities (engineers, technicians, and military personnel).
    Shows initiative with an emphasis on team building.
    Demonstrates flexible attitude and adapts easily to changing requirements and schedules.
    Able to function at a high-level in high OPTEMPO environments.
    Familiarization with configuration, programming, operation, maintenance, issue, and training with instrumentation to ensure that all supporting systems can communicate internally as well as to each other throughout each training exercise.
    Familiar with various communications capabilities including TDMA networks, UHF/VHF voice, tactical audio, microwave backhauls, streaming video and web-based services.
    Experience with the production of high-quality, “instrumented” After Action Reviews (I-AARs) that utilize presentation inputs from several visual and audio sources including PowerPoint, tracked movements on a 2-D map, tracked movements within a 3-D virtual environment, and video.

    Professional Skills and Characteristics:
     

    Proficient in the use of Microsoft Office applications
    Demonstrates proficient oral and written communication, with strong attention to detail and an ability to interact effectively with people of varying technical abilities (engineers, technicians, and military personnel)
    Capable of managing at least three functional areas, multiple SMEs, and 20+ personnel including onsite and remotely stationed staff.
    Demonstrate initiative with an emphasis on team building
    Identifies potential and emerging problems with both equipment and personnel
    Demonstrates flexible attitude and adapts easily to changing requirements

    Responsibilities
