    Job SummaryThe Grants Officer will be responsible for the grants management for a portfolio of sub-recipients under a U.S. Government-funded project. With support from the Senior Grants Officer, the Grants Officer will administer sub-agreements from start-up to closeout as well as provide monitoring and support throughout the life of award to ensure compliance with Foundation, donor, and legal requirements as well as high performance in line with programmatic goals. The Grants Officer will also ensure that all sub-recipients have a strong financial management system that ensures transparency and accountability of Foundation resources.Job Responsibilities Sub-agreement Administration

    Participate in the evaluation of potential sub-recipients’ proposals and conduct the pre-award and risk assessments for all potential partners. Ensure adequate documentation of this process.
    Work closely with the relevant Partner Activity Managers and Technical Officer in developing sub-recipients annual operation plans and budget.
    Prepare outgoing sub awards and amendments, as needed, for review in accordance with the Signature Authority Policy
    After projects are completed, closeout grants in accordance with applicable policies and procedures.

    Monitoring and Support of Sub-recipients

    Ensure compliance with financial and administrative requirements, regulations, and policies of the Foundation and our donors.
    Provide ongoing support to sub-recipients to improve their administrative performance, build their operational capacity, and reduce the risk to the project and the Foundation. In collaboration with the Senior Grants Officer and Capacity Building Officer, track progress against capacity improvement indicators.
    Provide assistance to the sub-recipients in understanding the terms and conditions of the award and facilitate or provide any necessary training/mentoring.
    Conduct site visits and prepare reports for approval of the Senior Grants Officer. Report all compliance findings to the Senior Grants Officer and assist in the development of possible solutions. Appropriately document follow-up and ensure timely corrective action.
    Work closely with the Senior Grants Officer and Activity Manager to develop annual monitoring and support plans for assigned sub-recipients, in accordance with Foundation policy, and ensure the monitoring and support tracker is kept up to date.
    Document evidence of monitoring and support and any compliance findings in both the award file and CGIS.

    Budgeting and Financial Reviews

    Review monthly financial reports and cash requests and monitor actual expenditures against budgets/ceilings, documenting material variances and working closely with the partners to minimize deviations from planned spending.
    Ensure that all the expenditures reported by sub-awardees meet the allowability criteria prior to being charged to the award; document, disseminate and follow up on disallowed expenses.
    Monitor deadlines and ensure final deliverables from grantees conform to the Foundation’s requirements. Work with the Sub-awardees to build their capacity to prepare and submit accurate financial reports by 5th of every month.
    Provide ongoing assistance in reviewing sub awardees financial and accounting policies and procedures and also their internal control system.
    Provide relevant financial information for decision making to the sub-awardees and technical teams in order to facilitate proper program implementation.
    Ensure the cash disbursement tracking schedule is updated and circulated in a timely manner, liaising with HQ to minimize delays to partner funds disbursement

    Other Responsibilities

    CGIS is the Foundation’s global Contracts & Grants Information System. Grants Officer will maintain accurate, complete, and up-to-date information in CGIS on all assigned awards. This will include documents from pre-award to closeout and evidence of monitoring and support. Grants Officer will also ensure any paper files are complete and up to date.
    Maintain excellent working relationships with local coworkers, colleagues in other Foundation offices, and partners.

    Required Qualifications

    Bachelor’s degree in Finance, Business Management or other related field required.
    CPA (K)
    Minimum 2-3 years’ experience in USAID, CDC, or other U.S. Government-funded grants administration. Experience in an international non-profit organization preferred.
    Knowledge of Federal compliance rules, regulations and standards associated with USG funds and non-profit accounting a plus.
    Proficient computer/software skills, including a command of MS Word and Excel. Experience with Quickbooks a plus.
    Strong interpersonal skills and ability to work with others in a global team environment.

    Job Purpose
    The senior driver is responsible for driving the foundation vehicle, ferrying project teams, authorized personnel, project supplies, coordinate other drivers in the day to day field activities and maintenance of EGPAF vehicles.
    Key Responsibilities and Accountability

    Coordination & implementation of the organization’s vehicle policy and logistical support.

    Ensure that appropriate, effective & monitoring control mechanisms are in place for optimal operation and maintenance of project vehicles
    Periodically assess the drivers to ensure that they remain motivated to daily handle project vehicles
    Supervise the Foundation drivers in Homabay and ensure that their performance meets the expectations of management. Carry out mid-year and annual performance appraisals for staff in time
    High standards of discipline, safety observed by project drivers at all times on the roads and at workplace.
    Offices are adequately supported in terms of errands and other logistical support as guided by the Field Operations Manager or delegate
    Report all incidents involving foundation vehicles immediately upon occurrence.
    Hold weekly meetings with drivers and report key challenges and or concerns to management in a timely manner.

    Vehicle Maintenance

    Ensuring that vehicles regularly serviced and repaired including minor service and major service.

    Population Council seeks applications from qualified candidates to serve as a Lead Social Mobilizer for its Shang Ring Research project in Homabay, Kenya.
    REPORTING TO: Program Officer II – Shang Ring Project
    LOCATION: Homa Bay
    ASSIGNMENT LENGTH: 1 year, renewable by mutual consent and availability of funding
    JOB SUMMARY
    Funded by the Bill & Melinda Gates Foundation through a contract with Weill Cornell Medical College, the Population Council will carry out a two-phase study that shall enroll infants whose parents are seeking early infant male circumcision (EIMC). The study will be conducted at Homa Bay Teaching and Referral Hospital, in Homa Bay County and the Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) in Kisumu We are seeking a Lead Social Mobilizer who will be stationed in Homa Bay to oversee mobilization activities in both locations, although more emphasis will be on mobilizing at the Homa Bay site since there is a mobilizer already active in Kisumu.
    She/he will implement activities in the Maternity and MCH (e.g. antenatal care, well check-up visits, etc.) of the study sites and facilities nearby that should result in parents bringing their infants for EIMC. The Lead Social Mobilizer will collaborate with Homa Bay County-based partners to implement county-based study recruitment strategy and communication activities. The LSM will implement a social process in communities in Homa Bay for analysis of male circumcision community problems and collective action leading to solutions of those problems, and to make that process self-sustaining and self-managing. She/he will support the mobilizer at JOOTRH to do the same. She/he will also assist with project implementation to ensure the successful and timely implementation of study recruitment activities.
    RESPONSIBILITIES:

    Collaborate with the Homa Bay study site management team and community health workers, county health team and county communication coordination partners to implement ShangRing study recruitment strategy.
    Identify potential leaders, champions, and/or organizers who can assist with study recruitment activities;
    Work with the Maternity and MCH departments of the study site and surrounding facilities to educate parents about EIMC
    Carry out general sensitization to community and community leaders, DMOH, CBO’s, the press and other community organizations (e.g. women support groups).
    Explore issues with community and begin setting priorities for enhancing study recruitment through an action plan based on the study recruitment strategy.
    Provide technical assistance to county and sub-county communication partners to implement, monitor, and report on study recruitment activities.
    Collaborate with community-based organizations to recruit, train, and supervise community mobilizers as needed to undertake interpersonal communication activities to promote healthy behaviors and use of MC services at the study sites.
    Adapt/translate existing MC-BCC materials as needed and disseminate materials at the community and facility level.
    Conduct follow-up meetings, as needed, with CMOH and community leaders to discuss progress and community reaction; and to work through any challenges.
    Prepare monthly reports of activities to submit to supervisor.
    Work with the EIMC mobilizer based at JOOTRH to ensure adequate mobilization at that study site.

    KNOWLEDGE; QAULIFICATIONS AND SKILLS

    First degree in community development, social work or its equivalent;
    Minimum of 5 years’ experience working in community development, peer education or advocacy for health and development, preferably in and around Homa Bay;
    Experience with communication and/or program activities related to male circumcision programming;
    Experience in training and networking;
    Experience working with community health workers and youth;
    Ability to read and write well in local languages and English; and
    Residing in Homa Bay or nearby.
