    Overall purpose of the role: 
    To support in the implementation of Kenya Devolution Programme (KDP) within Garissa County, especially as it relates to operational oversight and implementation of activities by Project Assistants/partners. This includes, but is not limited to tasks related to: planning and implementation of project activities including integration with other DRC programs in the area and in coordination with KDP partners work in other counties, specifically, Turkana, Isiolo and Mandera, development  of activity budgets; timely and high quality narrative activity reporting; support to/oversight of Peace building Assistants/partners in the field as delegated by the Head of Programme-Humanitarian Disarmament and Peace building Sector , adherence to DRC’s security procedures and regulations, representation of DRC in Garissa as delegated by the AM; adherence to DRC’s standard regulations and operational procedures (including the Code of Conduct, the DRC Programme Manual and administrative regulations). He/she will also play a vital role in liaising with government and county administration in Garissa and by extension, north eastern area.
    Responsibilities:
    R1. Project Support and Development:

    Contribute to the development and implementation of DRC’s internal strategies for Kenya, with a focus on initiatives in the Garissa/ northeastern;
    Develop KDP project activity plans with the support of HoP and AM. He/she will be working in close collaboration with Mandera, Isiolo and Turkana teams to ensure the work speaks to each other and impact is consolidated.
    Assist the project partner(s) to ensure timely and coordinated implementation of project activities; 
    Ensure that the team prepares weekly work-plans, consolidate and submit all the necessary reports for the sector. 
    Ensure that logistical support, transport and other support for the KDP field activities are coordinated in timely fashion with the Supply-Chain and HR & Administration Units;
    Work with all the other KDP consortium partners to ensure implementation of activities as per the required standards stipulated in DRC manuals and programme engagement document;  
    Ensure correct financial procedures are followed by and advise on improving performance; 
    Ensure purchase requests are properly done and well in advance in respect of activities to be carried out to provide the Supply Chain unit adequate time for planning;
    Contribute to the development of proposals and project budgets;
    Work closely with the with other sector leads in the area, Area manager and DDG HoP for technical supervision.

    R2. Monitoring, Reporting and Evaluation:

    Carry out data collection for KDP project baseline and for Monitoring and Evaluation of project implementation; 
    Ensure that all monitoring forms and monitoring activities are duly maintained by the team;
    Ensure that internal activity reports are consistently done in a timely manner and meets the expected standard, based on agreed formats and schedules with the KDP Prime agency; 
    Submit weekly, monthly and quarterly reports to the DDG HoP (using agreed format); 
    Conduct evaluation of the activities and propose amendments to the content of the sessions, conduct of the sessions, teaching methods and adequacy of teaching materials and propose material development.

    R3. Coordination & Partnerships:

    Ensure smooth coordination with sub-county, division, location and sub-location authorities for the implementation of KDP activities; 
    Ensure coordination with the KDP consortium partners, invite them to activities and share information with them on the activities on a need to know basis; 
    Ensure a good coordination with KDP teams in Turkana, Isiolo and Mandera, KDP partners, other NGOs, and civil societies in the area of work to avoid duplication of activities, clash of activities date and ensure cooperation; 

    R4. Staff supervision:

    Ensure discipline amongst peace building assistant(s)/ downstream partners, coach and build their capacities and ensure a good morale is maintained; 
    Plan/advise/conduct relevant training for the staff capacity development.

    Experience and technical competencies: 

    Minimum 2 years’ professional experience in the field of devolution/ governance and citizens engagement
    Experience in project management and delivery including planning, budget administration and donor reporting 
    Experience at working with a team and ensuring strong teamwork and morale 
    Strong knowledge of and experience of working in northeastern Kenya 
    Experience of implementing programs in conflict-prone and insecure areas  
    Knowledge of the Core Humanitarian Standards is desirable  
    High degree of computer literacy 
    Willingness to live and work in Garissa, including travel to locations on the Kenya-Somalia border 
    Strong coordination, representation and interpersonal skills 
    Most preferably a resident of the region.

    Education:

    Bachelor’s degree in Social Studies or closely related field

    Languages:

    Fluency in written and spoken English.

     Primary responsibilities

    Provide trainings for teachers based on needs assessment and data analysis from teacher classroom observations.
    To organize and coordinate school based in-service programmes to upgrade teacher’s knowledge and skills for improved teaching and learning;
    Provide post teacher training support coaching and mentorship, lead teacher’s monthly circles or reflective meetings

    Oversight of teacher education interventions

    Provide regular written and verbal reports on education activities to the supervisor and senior management, project partners and donors.
    Promote the quality of teacher education activities by setting up quality assurance mechanisms and checks in collaboration with other staff. 

    Qualifications

    A minimum of a Bachelor of Education.
    Have a valid Teaching Certificate (Registered with TSC)
    Have served as Primary teacher in refugee set up or in an informal settlement either rural or urban for a minimum period of one (5) years;
    Have successfully undertaken the relevant TPD modules, at least two on EiE
    Demonstrate ability to supervise, mentor and provide professional support to r teachers;
    Minimum of 5 years classroom teaching experience and/or teacher coaching and mentorship experience.
    Experience of working in refugee schools or with refugee community in the camp or urban set up.
    Working knowledge and experience in inclusive education and mainstreaming child protection and gender in education
    Knowledge and experience in conducting and managing teacher trainings.
    Basic IT skills such as email, Microsoft Word and Microsoft Excel.

    Main Purpose
    Defining, coordinating and monitoring all the IEC( Information, Education, Communication) Health Promotion activities in the project and promoting MSF services according to MSF principles, protocols and standards in order to increase the knowledge of the target population around their health, the support of preventive activities and the collaboration to improve the services. 
    The selected candidate will be reporting to the Medical Team Leader.
    Accountabilities

    Defining and updating the HP/IEC strategy and related activities through annual project and budget plan (objectives, target population, campaigns, messages, activities, specific actions, etc.).
    Assessing knowledge of the target group on a health risk and analyzing the context (local culture, traditions, habits, health perception) to adapt health activities and support the social mapping (villages, populations, actors), Identifying indicators in order to monitor HP activities results and achievement and using the concrete tools to measure and follow up those activities
    Assessing, developing and adapting IEC/HP materials according to the needs of the project. Ensuring content and format have been pre-tested with target groups in order to ensure the adequacy, relevance, full understanding of the messages. Leading focus-group discussions with target groups in order to ensure the adequacy, relevance, broadcasting and full awareness of the messages, ensuring they are worded in a pedagogic manner
    Liaising with other relevant actors (national and International NGO’s , authorities) also involved in prevention activities, analyzing interventions and building cooperative relationships and advocacy, in order to enhance the influence of the campaigns and messages and to improve awareness among the targeted population;
    Ensuring regular collaboration and coordination with the MSF medical team, to guarantee that the HP is part of medical activities and contribute to the medical objectives of the project
    Knowing protocol(s) for Sexually Gender Based Violence (SGBV) and ensuring its application. Identifies possible victims of SGBV and referring them to the medical team for treatment according to protocol(s)
    Supervising the IEC/HP team and their activities, in and outside health facilities, reporting difficulties and progress as well as adapting format and content when necessary. Planning and supervising the HR associated processes (recruitment, training, evaluation, development and internal communication) of the IEC / HP staff of the project. This will be done in close coordination with the HR department, the administration manager and project coordinator and according to MSF vision, values and procedures. Ensuring that HP/IEC participates in counseling services when needed, specially including Prevention Parent to Child Transmission (PPTCT) and Voluntary Counseling and Testing (VTC)
    Participating in the monthly reports according to guidelines (SitReps, statistical reports, etc.)

    MSF Section/Context Specific Accountabilities

    Plan and conduct periodic surveys, MSF census and assessments of humanitarian situation that are directly or indirectly health related to feed the operational and advocacy strategy of MSF in Dagahaley camp.
    Plan, organize and coordinate health promotion activities in Dagahaley camp and ensure implementation of those activities in accordance with the existing community health strategy in Dagahaley project
    Daily management of his team: monthly/weekly activity schedule, annual leave planning and monitoring for punctuality and attendance/absence from duties… also support the team in problem solving and conflict resolution and ensure good collaboration among the team with their respective supervisors

    PURPOSE:
    The Officer will be responsible for implementation of nutrition projects in collaboration with other health staff, to increase Nutrition-Health integration. The Officer will facilitate good practice and ensure compliance to applicable implementation guidelines.
    Key Responsibilities

    Plan and organize OTP and SFP at designated health post in liaison with nutrition incentives.
    Work closely with CHP and MIYCN counsellors to ensure all aspects of the program are understood and agreed and appropriate referrals take place to and from the OTP and the program is well integrated into the health systems.
    Supervise the activities of the IMAM program.
    Work closely with the teams to ensure all children are screened correctly, all criteria are understood by the teams, including admission, discharge and transfer to and from the OTP/SFP.
    Ensure the correct clinical diagnosis at the time of assessment according to the IMAM protocols are adhered to so that the patient receives appropriate treatment in the relevant program.
    Ensure timely identification of complications, non-responders, and referrals to the SC.
    Ensure correctness, consistence and completeness of the information in the nutrition registers.
    Ensure adequate availability of food supplies and stock is pre-positioned as planned by discussing with logistics
    Through liaison with the community mobilizers and nutrition volunteers, provide effective follow up of all cases: particularly tracing of children who are absent from the program, sick children, long stay children, children not gaining weight and children with social problems.
    Provide key health and education messages to beneficiaries based the protocol and guidelines.
    Respond to inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the OTP/SFP sites.
    Follow-up and ensure the field team interacts with the beneficiaries properly
    Submit daily stock report, weekly HIS report and weekly health post report

    Minimum Qualifications 

    Diploma/Degree in Nutrition from a recognized college/University
    Must be registered by Kenya nutritionist and dieticians institute
    At least one (1) years’ experience of working in a refugee set up or a similar context under the IMAM program.
    IMAM and MIYCN training is an added advantage
    An understanding of the UNHCR HIS system will be an added advantage.

    KEY AREAS OF ACCOUNTABILITY

    Manage and support the individual case management through Child Protection BIA & BID development processes in the field offices,
    Provide mentorship and support to the community supervisors and workers through on the job training and guidance to enhance their case management skills and competencies.
    Design a capacity building strategy for CP/BID community workers and other stakeholders involved in the of BIA & BID process.
    Actively participate in interagency coordination meetings such as BID panels, CPWG and Case conferences both at DMO and in the field office.
    Analyse training schedules for the BID community workers and provide technical support and guidance for effective implementation of BID/BIA process.
    Ensure timely management of data and documentation of cases at camp level; and through coordination with MEAL assistants ensure children records, data are accurately recorded in the CPIMS database.
    Contribute to the design of an overall programme contingency plan when needed.
    Provide BID Supervisors with technical support regarding complex cases or specific technical difficulties.
    Produce timely progress reports, including both quantitative and qualitative information, on Child Protection activities and input into regular situation reports, monthly and quarterly reports.
    Ensure correct management of BID/BIA documentation at camp level.
    Manage and coordinate the planning of the Camp Child Protection activities to ensure minimal disruption to programme Activities-Including staffing issues and office administration; to ensure effective management of programme resources.
    Facilitate regular interviews and home visits with relevant persons who can give information on the child (the child, his/her family, leader, teacher, neighbour)
    Participate in camp level interagency meetings and engage in the identification and building of linkages with other partners/agencies, the Government and the community to ensure that issues related to child protection are raised and addressed.
    Comply with all relevant Save the Children policies and procedures with respect to child protection, code of conduct, health and safety, security, equal opportunities and other relevant policies
    Manage BID community workers staff annual leave and time off ensuring minimal disruption to programme activities.
    Collect required data and coordinate with the MEAL team on a monthly basis and ensure data is correctly captured.
    Identify and build links with other partners, ensuring that issues for child protection are raised and addressed.
    Coordinate the identification; follow up of children in alternative care and, monitoring of foster parents/Guardianship.
    Ensure the placement of children in alternative care adhere to SCI procedure and with the Kenya alternative care guidelines (Guidelines for Alternative Care of Children in Kenya 2011).

    Qualifications and Experience
    Essential

    Graduate degree in social work / social sciences or equivalent with preferably 5 years work experience in social work or with development-related organizations.
    Demonstrated ability to handle to a large BID/Case management caseload.
    Good communication skills with fluency in written and spoken English and Kiswahili.
    Good IT skills including the use of Word and database software.
    Demonstrable ability to adapt to changing programme priorities and emergency priorities that may arise.
    Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
    Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem solving.
    Ability to work independently and as part of a team.
    Strong communication and interpersonal skills, with experience working in multicultural, multi -location, values driven teams.

    JOB PURPOSE:

    Community Empowerment through integrated sustainable development is one of the broad global goals adopted by Islamic Relief in its institutional strategic plan. Through the program, IRK will work with local communities across three impact areas:

    Capacity building, specifically in the area of advanced, innovative livelihoods practices and vocational skills that are in high demand;
    Generating access to innovative and climate-smart technologies as well as financial services and markets that combined with improved capacity will result in higher productivity and incomes; and
    Creating an enabling environment and fostering supportive attitudes towards smallholder farmers, traders, youth and women.

    In addition, to ensure long-lasting economic empowerment, the project will focus on creating market linkages and network communities with private sector players. For youth and women, the project will offer a specific set of business/ vocational trainings in addition to explicitly promoting women’s participation in all project activities.

    The project assistant will support the implementation of the project in the assigned operation area working in close collaboration with the project team in Nairobi and Garissa to enhance the quality of implementation of programme initiatives undertaken by IRK and local partners.

    DUTIES AND RESPONSIBILITIES

    Project planning and implementation
    Assistant project activities Implementation and ensure compliance with plans and IRK standards.
    Promote and ensure adoption of the alternative livelihood approaches in the target project location for sustainable development.
    Promote Group Saving and Loans Associations (GSLAs) by ensuring the target number of groups is met and GSLA operation procedures are adhered to while the groups functions to sustainability in their businesses.
    Link beneficiaries to relevant stakeholders and duty bearers in the market place including government, input suppliers, financial institution, extension service providers, irrigation experts among others.
    Assist capacity building of smallholder farmers on Good Agronomic Practices (GAP) including small plot horticulture, post-harvest handling, and business management and marketing skills.
    Engage the right holders and duty bearers in advocacy and linkage forums to ensure better service delivery by duty bearers and access to relevant services and opportunities by the right holders.
    Document and report any protection related concerns
    Document community and stakeholders’ feedback and share with relevant stakeholders for appropriate and timely action.
    Participate in the research survey by IRK or partners by collecting, analysing and submitting relevant data and reports.
    Assist timely submission of project reports to line managers and MEAL department for feedback
    Conduct documentation of project progress through case studies, stories, photos, videos, among others.
    Prepare monthly activity cash request for facilitation by the finance department.
    Participate and contribute in partners coordination forums and further prepare a catalogue of partners in Garissa.
    Conduct social mobilization to sensitize the community on the project activities.
    Assist in the development of project implementation plans and budgets within the framework of the emergency response Programme and strategy.
    Monitoring, Documentation, Communications and reporting
    Ensure the project target achievement is in line with the plans and result framework
    Develop project implementation tools including Detailed Implementation Plans (DIPs), M&E Plans, Procurement Plans, Communication plan, weekly/monthly work plans as may be necessary.
    Document community and stakeholders’ feedback and share with relevant stakeholders for appropriate action.
    Ensure timely submission of project reports as per IR and Donor requirements.
    Regular monitoring and evaluation of project implementation at field Level.
    Prepare and submit timely monthly, quarterly, annually narrative and financial reports.
    Ensure compliance with the requirements of the IRK’s M&E System, Core humanitarian Standard (CHS) and other relevant policies.
    Coordination and Networking
    Coordinate with other partners working in the area in support of programme,
    Represent IRK at relevant stakeholder forums as may be requested by the line Managers

    QUALIFICATION AND EXPERIENCE

    Bachelor’s degree in Social Sciences, Development studies, Project Management or a diploma with at least 3 years of experience with NGOs works.
    Minimum of at least three years’ experience in in development aid/ project management
    Experience in projects planning, Implementation, Monitoring, Evaluation and Learning.
    Knowledge of the key issues and trends in advocacy and social mobilization.
    Past work experience with the similar geographical context is desirable.

    MSF is a humanitarian medical organization providing emergency medical aid to populations in need.

    MSF is launching the recruitment of a Psychologist for a temporary replacement for the activities in Dagahaley.

    The selected candidate will be reporting to the e Mental Health Supervisor.

    Main Purpose

    Providing psychological support to patients according to MSF principles, standards and procedures in order to improve the patients’ mental health.

    Accountabilities

    Carrying out evaluation of mental health needs of patients and establishing a diagnosis and a plan of treatment. Informing the patient and his/her relatives about the possible consequences of the illness and the drug treatment to follow and referring patients to other health professionals whenever necessary, in order to provide the most appropriate treatment and improve the patient’s condition
    Implementing the Sexual Gender Based Violence (SGBV) protocol, identifying possible victims of SGBV and referring them to the medical team so that they receive the necessary treatment.
    Providing psychological support and psychotherapy sessions (individual, family, group) to patients according to MSF protocols in order to improve their mental health conditions
    Assisting and training staff members and resourceful people whenever necessary in order to enhance the scope of MH activities. Working in close collaboration with translators in order to ensure appropriate terminology and behaviour during sessions
    Collecting statistical and monitoring data about mental health activities
    Informing the supervisor and the medical team about any issues or problems that may arise related to patients’ treatment in order to provide the best possible solution from a medical perspective
    Ensuring that all patient information is kept confidential.

    Context Specific Accountabilities

    The Mental Health Department is located within the 100-bed capacity Dagahaley Hospital that serves a catchment population of approximately 92,000 which includes the refugee population in Dagahaley and the other camps, the local non-refugee population, the mother Garissa county, and the neighbouring, Wajir South and Wajir counties- not forgetting Somali nationals who access the camp for medical reasons from across the border.
    The mental health department forms the vanguard of the primary health intervention for patients with mental health conditions at both in-patient and out-patient settings.
    The psychologist and Mental health officers and ther supervisor work in close collaboration with the two health posts to ensure patients with mental health conditions are identified and access care in the Mental Health Department.
    The Psychologist has a responsibility to play in the community in terms of mental health promotion, sensitization and empowering the community health workers to identify cases and refer them to hospital for further care.
    The Psychologist also works under direction of their supervisor to facilitate seamless communications in terms of meeting attendance and patient referrals with partner agencies to ensure best-possible care is offered to the patients.
    The psychologist also plays a role under the COVID-19 pandemic response to provide psychotherapy and counselling services to patients and caretakers and also affected MSF staff, upon request.
    The Mental health officers have an active role in community sensitization and awareness – specifically tailored to address misperceptions about mental health, substance abuse and stigmatization of perceived mental health sufferers.

    Requirements

    Education:    

    Essential degree or diploma in Psychology

    Experience:    

    Essential 2 years’ experience minimum as a Psychologist
    Desirable previous experience with MSF or other NGO’s in developing countries

    Languages    

    Mission language (English) essential and local language (Somali) desirable.
