    Job Description
    Reporting to the ECD Specialist, the ECD Officer will back fill the roles and responsibilities of the ECD Specialist as she commits 75% of her time to the ECD Franchising Pathway as the Technical Lead. Thus, ECD Program Officer will work closely with the ECD Specialist, Program Managers, Local Partner staff, and other stakeholders on the ground, to provide technical assistance to the Country Office’s ECD program portfolio, to accomplish ChildFund’s outcome of healthy and secure infants and young children. S/he will provide the day-to-day oversight in executing the roll-out of the Responsive and Protective Parenting (RPP) program model with local partners, identify and strengthen relevant partnerships, and ensure timely implementation of planned activities. The program officer will be responsible for ensuring quality in the collection of routine data and ensuring that all necessary information, both from routine reporting as well as from ad hoc data collection and special studies is well documented and accessible. The Program Officer is also expected to support the ECD Franchising Pathway piloting as required.
    Duties/Responsibilities
    The ECD Project Officer will be responsible for the following:

    Provide technical support in planning and executing the roll-out of the RPP program model with partners.
    In collaboration with other program and sponsorship staff from the country office, provide technical support to local partners to implement, monitor and improve the quality of ECD and education related programs 
    Where necessary, support the ECD Franchising Technical Lead in the design, research, and piloting of the ECD Franchising pathway from time to time.
    Ensure all ECD and Education related Program plans are implemented according to approved budget and program guidelines, and that ChildFund procedures and policies are always adhered to.
    Regularly review and monitor progress of ECD and education related interventions in accordance with established indicators, guidelines, and evidence based best practices. 
    Support in grants acquisition, including project and proposal development. 
    Serve as a strategic resource for the country office to strengthen key national and county partnerships.
    Aid in identification of existing and potential challenges that can slow down program implementation and share these with the management at the earliest opportune time for decision making and remedial measures.
    Timely prepare and submission of quality progress reports.
    Ensure regular monitoring and evaluation of program activities through routine supervisory /verification visits and use the information to improve project quality and implementation 
    Document most significant change stories (MSC) and maintain accurate project records. 
    Representation in area partners/network fora together with local partners and update on current development.
    Document lessons learnt and best practices for experience sharing and replication.
    Be alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills necessary for promoting strong safeguarding practices, understand the child safeguarding policy and procedures, and ensure full adherence to the Child Safeguarding Policy.

    Required Qualifications/Experience

    Bachelor’s degree or equivalent experience in either Early Childhood Studies, development studies or any other relevant social sciences, plus at least 3 years’ relevant work experience.
    Experience working with young children 0-5 years and their caregivers.
    Demonstrated ability to run high quality interactive trainings in person and remotely (virtual).
    Demonstrated ability to communicate and collaborate successfully with individuals and teams at all levels, both internal and external.
    Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.

    Qualifications:

    Job Description
    The Advocacy Manager is responsible for all advocacy activities in the Mission in line with MSF policies and values, following the Operational line and linked with the HQ Reflection Unit. The Advocacy Manager is a member of the mission CMT and acts as a sparring-partner for all operational and medical teams.
    Other tasks include, but not limited to:

    Defining, implementing and coordinating all MSF advocacy activities, including responsibility for drafting advocacy strategies addressing medical-humanitarian priorities in relation to mission needs – ensure that advocacy components are included in project and mission operational strategies as member of the Country Management Team (CMT)
    Supervise the quality of field-level data collection (under MSF ethical guidelines) for operational and advocacy purpose.
    Draft ad hoc lobbying points and internal/external reports in relation to main medical humanitarian concerns while strengthening the integration of humanitarian affairs (analysis, critical reflection. Contextual understanding) and operational communications.
    Advises CMT and Head of Mission/Medical Coordinators on perception related to positioning and operational strategy with a particular view on increasing local/national visibility and ensuring good acceptance for MSF projects/presence.
    Drafts regular situation reports for mission/HQ as well as reports for external use in line with mission advocacy strategy.

    Data collection – Analysis

     Design and support the implementation of data collection systems with regards to the mission context (focus on national level with potential regional/global repercussions, and local developments in project locations), and medical-humanitarian issues, in order to provide reliable information for operational and strategic decision-making.
    Provide data and discourse analysis in support of the Country Representative to inform MSF positioning in-country (project-level and at national level), particularly in terms of political / operational environment (regulation frameworks, donor/aid agreements, trade and economic developments).
    Propose improvements in the methodologies and tools used, and provide trainings to field teams as required
    Undertake actor mapping and stakeholders’ analysis on behalf of projects and mission, while providing strategic advice to Head of Mission / Medical Co for national-level organizational positioning. 

    Representation – Communication 

    Define, draft and review advocacy messages and targeting (including communications and dissemination strategies) to raise awareness of medical-humanitarian issues across MSF projects and at national level (transversal thematic).
    Link with other MSF sections in-country to develop inter-OC advocacy and/or communications initiatives
    On request by the Country Representative, interact with the international MSF advocacy network (reflection centres, HART, ACCESS) to provide updated contextualized medicalhumanitarian content (country-level information)
    Lead discussions, trainings, briefings, etc. on the country’s medical-humanitarian context, MSF principles, international humanitarian law, medical ethics, and advocacy activities/strategies to raise awareness of MSF national and expatriate staff on these topics.
    Provide recommendations and be a propositional voice for opportunistic communications (unplanned) from operations/medical activities’ analysis.

    Scope of Work:
    Objective 1: The primary objective of the assignment is to provide support to ensure high quality coverage surveys are completed in the targeted catchment areas within the targeted catchment areas of 4 regions of Somalia with quantitative reports finalized no later than November 30th.

     You will assume overall responsibility for implementation of the coverage survey, including coaching of IRC nutrition managers, daily supervision of coverage survey teams and daily data collection quality assurance
     You will work closely with the Somalia team to put in place actions that move forward the preparatory work in order to start data collection according to the timeline (mid-October).
     You will finalize the sampling framework for the coverage survey
     You will operate within the local approval agreements coordinated by IRC Somalia
     You will train enumerators and supervisors including pretesting the questionnaire
     Manage team movements and communicate effectively with the Somalia MEAL Manager, Nutrition Specialist and GiveWell MEAL Advisor,
     You will provide the raw data to be analyzed by the IRC statistician
    The consultant will report to the Coverage Nutrition Specialist for the project. The IRC retains ownership of the data and will be provided to the IRC by the consultant. The consultant does not have permission to use the data in any way outside of the purposes of this consultancy.

    Deliverables:

     Implementation and supervision strategy
     Sampling frameworks completed and the methods fully prepared in advance of training
     Relevant authority approvals achieved for all 4 regions
     Data analysis and cleaning with preliminary results by mid-November
     Drafted full reports by November 30
     Prepare a presentation for the validation workshop in Somalia

    Qualifications
    Requirements:

     You have an advanced degree in Statistics, Public Health, Nutrition or a related field
     You have at least 3 to 5 years’ experience in conducting population-based surveys, with preference given to coverage survey methodologies (e.g. SQUEAC)
     You have previous experience in Somalia
     You have working knowledge of the Nutrition AIM working group and/or FSNAU in Somalia
     You have significant experience in the community-based management of acute malnutrition
     You have excellent analytical/ statistical skills and demonstrated experience working in STATA and or R.
     You exhibit strong interpersonal and communication skills.
     You have strong organizational skills and are focused on producing results by the deadline
     You are fluent in written and spoken English, proficiency in Somali is an advantage.
     You have the ability to cope with stress and manage with patience and flexibility to meet tight deadlines
     Willingness to trave to Somalia (if possible and travel permission is granted), otherwise strong internet connection to work remotely within the Somali time zone
