    About the Role

    The Global Alliance for Improved Nutrition (GAIN) is seeking a Project Coordinator, Food Supply Systems to provide technical expertise in developing Last Mile Vendor (LMV) businesses. They will be responsible for identification, selection and supporting business to increase the access of safe, fresh and variety of vegetables within the project area. This role will be offered on a three(3) year fixed term contract, subject to availability of funding and will be based in Nairobi, Kenya.
    In Kenya, 94% of adults do not meet the WHO recommendations of 400 grams of daily fruit and vegetable consumption. In 2015, a national survey found that 15.3% consumed fruits daily and 50.9% consumed vegetables daily. Many African countries do not produce enough vegetables to meet their populations’ nutrient needs. This low production is exacerbated by high losses in the value chain.  
    GAIN Kenya has designed a program to respond to this situation by stimulating increased vegetable access and increasing consumption through demand creation.
    The Vegetables for All project will create partnerships with private actors and organizations who employ different models at various levels and support sourcing of vegetables from Good Agricultural Practices compliant suppliers to increase all-year availability of safe vegetables in target.

    Key Responsibilities include

    Collaborate with relevant structures (at national, county, market level), provide technical advice and support the implementation of existing local food safety standards.
    Identify Good Agricultural Practices (GAP) compliant vegetable suppliers and/or suppliers who are meeting the food standards in project implementation counties and link them to last mile vendors for improved sourcing of safe vegetables.
    Conduct regular visits to Last Mile Vendors (LMVs) working locations to verify actual status of vegetable supply and address vegetables supply challenges.  
    Link last mile vendors to identified suppliers who are meeting food standards for improved sourcing of safe vegetables.
    Coordinate with implementing partners and key stakeholders in the project to train the last mile vendors on various aspects including food safety, business development amongst others.
    Provision of technical support and trainings to mid value chain actors (e.g cold chain storage providers /logistics, retail shops, aggregators), Last Mile Vendors (LMVs) and market committees on the need for traceability systems for food safety and how to use the available/developed systems.
    Participate and contribute to development and implementation of project work plans in collaboration with the project coordinators.
    Provide assistance to the project manager by monitoring the project progress against project workplan and budget.

    About you

    The ideal candidate should have experience working with last mile vendors with ability to link them with suppliers compliant with food standards. Have a deep understanding and development of food safety and traceability systems. You should have strong capacity building skills with a wide variety of stakeholders including experience providing technical support to value chain actors such as cold chain storage providers, aggregators, retail shops, logistics etc.
    The post holder should have solid experience in the Agri-food sector in Kenya, particularly in areas of agriculture, agribusiness, nutrition etc. Experience working on donor funded agribusiness projects or with an agribusiness itself in addition to a great understanding of supply chain analysis with a focus on vegetables.
    You should be able to conduct match making events to enhance market linkages in addition to linking vendors to various business development service providers. The candidate should have an education background with a degree in Agribusiness, Agriculture, Entrepreneurship & SME Management, and/or equivalent work experience. Project Management certification is highly desirable.

    Key Responsibilities include:

    Providing strategic leadership in the areas of design, planning, and implementation for of the project in relation to project scoping, activities, and objectives in line with the GAIN business plans, programme frameworks, and organisational strategic priorities
    Collaborating with the Knowledge Leadership department and working with the Portfolio Lead to develop result and monitoring framework and tools to closely monitor project impact and support in research and evaluation activities for GPF as needed
    Managing a demand forecast, capturing premix needs and quality related inputs for GAIN’s projects (Food Fortification, SMEs, Workforce Nutrition etc.) and other external partners
    Leading on procurement processes by selecting, managing, and developing an effective pool of suppliers, clients and certification agents on the day-to-day operations of the GPF such as risk management, conducting tenders, sample collection and testing managing product supply accounts, ensuring a smooth procurement process from order placement through to delivery
    Supporting the development of local premix supply systems and models for LSFF programs and the expansion of new services such as supply of fortification dosifiers and analytical devices
    Maintaining relationships with key customer accounts, visiting clients and consignment stocks warehouses, ensuring progress is on track and the risk mitigation plan is up to date
    Maintaining constant liaison with the relevant NGO/UN partners, government ministries, fortified foods producers, premix blenders and micronutrient manufacturers and GPF certification agents and other stakeholders to ensure smooth operations of the GPF
    Managing and supervising the Africa Representative for the GPF and any other staff and interns under the GAIN Premix Facility

    About You

    The ideal candidate will have substantial professional experience within end-to-end procurement management (specifically with demonstrable experience managing procurement inputs on behalf of clients, food producers and partners within the food ingredients / food fortification industry, working with premix and food fortified food products within the Africa and/or Asia region).
    The postholder will also have proven experience and track record in business development and client management (with a demonstrable background in proposal development, developing a customer base and managing key stakeholders such as NGO/UN partners, government ministries, fortified foods producers, premix blenders and certification agents, and micronutrient manufacturers and proven credit management experience, managing risk assessments, collections, and due diligence.
    You will have strong stakeholder and people management skills, with a proven ability to work in an environment requiring collaboration with government, industries and international organizations. Also, you will be highly flexible and willing to travel in-country and overseas when required. In addition to this, you will possess fluent written and spoken English, candidates’ with languages skills in French will be an additional asset.
    A bachelor’s or master’s degree in business, supply chain management, procurement, marketing or related field is required and candidates’ must be familiar with procurement processes and ERP/order management systems including Incoterms® 2020.
    Professional qualifications such as professional Diplomas from Charted Institute of Procurement and Supply (CIPS) or Chartered Institute of Marketing (CIM) is an added advantage.
    The ideal candidate will also have strong background in supply chain and order management; managing suppliers as well as import and export processes, preferably within an international setting / organisation. Candidates’ with experience of working in food fortification and/or global food assistance within the developing world is a significant advantage.

    STRATEGIC OBJECTIVE/ACTIVITY:

    The United Nations World Food Programme (WFP), as the world’s largest humanitarian agency, is well known for its ability to deliver food assistance rapidly to people in need. Historically, WFP has implemented this assistance directly. In some country contexts, this ‘doing for’ approach continues to remain relevant, and it is fundamental to perform it in the most sustainable way and by introduction medium- and long-term capacity strengthening components. In addition, increasingly, many national governments/partners are aware that strong and sustained national capacities are critical to addressing the multiple causes of hunger and are striving for self-sufficiency in delivering assistance to their population. Here, WFP’s ‘value-added’ is also in the ‘enabling of’ governments and partners through capacity strengthening, leveraging WFP’s extensive global operational and technical experience in food and supply chain systems, to support national actors in strengthening their national level food systems and supply chain systems.
    WFP’s framework for institutional capacity strengthening – called Country Capacity Strengthening, or CCS – recognizes that without supportive laws, policies, strategies, and procedures (enabling environment), well-functioning organizations (organizational domain), and educated, skilled people (individual domain), state and non-state duty bearers cannot effectively plan, implement, and review their efforts to deliver intended products and services to their target groups. Effective institutional capacity strengthening must therefore address all three domains, recognizing the interdependencies between them.
    To deliver on the above, the RBN Logistics Unit of WFP is recruiting a “Supply Chain Officer” (the incumbent) to support catalyzing and sustaining the paradigm shift from doing to enabling. WFP’s Supply Chain (SC) CCS efforts span ten areas of engagement: National safety net implementation (SC aspects); Increased access, availability and distribution of safe, nutritious, diverse, and more economically viable commodities; Small-holder farmer access to markets; Value chains analysis (SC perspective); Food safety and quality (FSQ) assurance systems; National production capacity of fortified and nutritious foods; and Private-sector supply chains for availability of essential commodities; National emergency preparedness and response (EPR) (from a SC perspective); National logistics clusters/working groups; and Improved health supply chain systems). In addition, supporting institutions and partners towards Supply Chain sustainability is a key area of engagement: the present and the future of Supply Chain will be significantly disrupted (due to climate change, biodiversity loss, rising inequality) and Supply Chain has the greatest opportunity to improve business performance, as well as it allows to improve the impact of business on society.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    Collaborate with WFP RBN units, such as partnerships, emergency preparedness & response and food systems, environment unit to contribute to institutional capacity strengthening and sustainable SC strategy and cross-functional related initiatives.
    Lead knowledge exchange on Supply Chain systems strengthening and sustainability in the region, that highlights impactful best practices and lessons from Country Offices.
    Guide and advise the development of specific Supply Chain systems strengthening and sustainability projects, plans and processes, ensuring alignment with RBN Logistics Sustainable Supply Chain initiative.
    Provide project management support to specific and defined Supply Chain systems strengthening and sustainability programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
    Develop and coordinate Supply Chain system strengthening and sustainability data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
    Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery.
    Support the capacity strengthening of WFP staff in the region, partners and national government to recognise and address needs, e.g., by providing inputs into specific CCS and sustainability materials
    Contribute to resource mobilisation efforts for Supply Chain system strengthening and sustainability activities including clearly articulating the need for a systems approach to programme opportunities and follow up on the resource situation of projects.     QUALIFICATIONS & EXPERIENCE REQUIRED:
    Education:

     Three of more years of relevant professional experience related to national development programmes, policies, strategies or plans and institutional structures, preferably in relation to supply chain and/or sustainability and revolving around national capacity strengthening and/or programme and knowledge management.
     Strong understanding of ‘systems thinking’ concepts as applied to capacity strengthening approaches and contexts, and an ability to explain the concept and its relevance to others.
     Strong understanding of sustainability concepts as applied to Supply Chain and contexts, and an ability to explain the concept and its relevance to others.
     Excellent written and verbal communications skills; research, analytical and complex reports/articles writing experience.
     Experience in leading or co-leading complex national capacity strengthening projects related to supply chain capacity strengthening in emergency preparedness and response, supply chain optimization, supply chain sustainability, strategic grain reserve, food processing or related work 
     Has deepened technical knowledge of CCS in different domains through exposure to technical teams.
     Has provided input into policy discussions and decisions, on or related to CCS.
     Has experience carrying out methodical thematic research and analytical work.
     Has experience in establishing contacts and liaising with partner organisations/companies.
     Previous experience working in an International Organisation and/or UN organisation desirable.

    Knowledge & Skills:

     Solid understanding of Agenda 2030 and of SDG2 and SDG17 and respective targets and how the work of WFP can contribute to achieving them.
     Knowledge of current thinking and development in country capacity development and effective knowledge transfer models, concepts and principles relevant to humanitarian/emergency contexts.
     Knowledge of current thinking and development in sustainability, especially related to Supply Chain
     Knowledge of/ ability to familiarize quickly with key national and regional contexts and issues in the region.
     Demonstrated data collection and analytical writing skills, including ability to analyse and consolidate quantitative and qualitative information to understand national capacities across a wide range of policy and programme areas and identify gap and needs, as well as WFP’s entry points.

     Good operational, analytical and problem-solving skills; Demonstrated ability to produce high-quality written outputs and ability to present in English; moderate to proficient computer literacy.
